Roll Call and Determination of Quorum. II. PRESENTATION AND PROCLAMATIONS A. Presentations - Grant Application for Rotary Club of Ocoee - $2,000.00 for Bike Helmets. Marge Johnstone B. Proclamations 1. Butterfly Season - August thru October, 1999. 2. Ocoee Fire Fighters Appreciation Week - August 30 - September 6, 1999. III. CONSENT AGENDA ALL JLATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE BOARD OF CITY COMMISSIONERS AND WILL BE ACTED UPON BY ONE MOATION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE COM`IISSION, IN WHICH CASE THE MAYOR WILL INSTRUCT THE CITY CLERK TO REMOVE THAT ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY. A. Approval and Acceptance of Minutes of City Commission Regular Meeting of August 3, 1999, Work Session of August 2, 1999 and Work Session of May 20, 1999. ( ACTING CITY CLERK GREEN) B. Approval and Authorization for Mayor and City Clerk to execute Agreement with Orange County School Board for Resource Officers for 1999-2000 School Year. (POLICE CHIEF MARK) • Since 1985 the Police Department has provided a School Resource Officer at Ocoee Middle School to teach classes related to the criminal justice system. In addition, since 1989 an officer has taught the D.A.R.E. curriculum at Spring Lake Elementary and Ocoee Elementary. This Agreement provides that Orange County will fund this service up to $40,000.00. C. Approval and Authorization for Payment for the Employee Survey to Cody & Associates, Inc. in the amount of $7,375.00 from Contingency.(CITY MANAGER • SHAPIRO) • When motion was made authorizing survey on January 19, 1999, City Commission did not include method of payment. D. Approval and Authorization for Mayor and City Clerk to Execute Sawmill Pointe Subdivision Final Plat. (CITY ENGINEER/UTILITIES DIRECTOR SHIRA) Ocoee City Commission Regular Meeting August 17, 1999 • This is a four lot subdivision of an existing 1.3 acre parcel within the existing Sawmill Subdivision. First Reading: Ordinance No. 99-27, Adoption of Revised Evaluation and Appraisal Report for Comprehensive Plan. (PLANNING DIRECTOR WAGNER) Second Reading and Second Public Hearing scheduled for September 7, 1999 VII. OTHER BUSINESS A. Discussion/Action re: Admiral Pointe Phase II - Developer & HOA Agreement for Upgraded Street Lighting.(CITY ENGINEER/UTILITIES DIRECTOR SHIRA) (Deferred from July 20, 1999) B. Recommendation for Architectural Firm for Police Department Design - RFQ #99-01. (POLICE CHIEF MARK) C. Discussion re: Interim Services Fees (CITY ATTORNEY RoSENTHAL) D. Discussion/Action re: Lease Agreements with Florida Central Railroad for Pipeline Crossing Reuse Project.(ASSISTANT CITY ENGINEER WHEELER) E. Appointments to Boards. (ACTING CITY CLERK GREEN) 1. General Employees Retirement Trust Fund Board of Trustees - Reappoint Lester Dabbs for 2 year term to expire September 30, 2001. 2. Police Officers/Firefighters Retirement Trust Fund Board of Trustees - Reappoint Robert Williams for 2 year term to expire September 30, 2001 3.
