Mark, Chief of Police DATE: August 11, 1999 SUBJECT: RFQ #99-01 AWARD —DESIGN NEW POLICE BUILDING STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the RFQ Committee's selection of Architects Design Group, Inc., to design plans for a new police building with the first task of conducting a needs study for a new police building. BACKGROUND Currently the Ocoee Police Department is comprised of 85 sworn and non sworn personnel. The current population at this time is approximately 22,000+ citizens and the area of the City is approximately 14.5 (or more) square miles. The current police department building is approximately 7,000 square feet. As part of the 1999 revenue bond,the City Commission approved monies for the police department to form a RFQ Committee for the purpose of selecting an architectural firm to conduct a needs study for a new police building. DISCUSSION RFQ#99-01 was advertised on 04-25-99 and was received on 05-25-99. Responses were received from six (6) firms: 1) Architects Design Group, Inc. 2) DLR Group 3) RD Miller 4) Starmer Ranaldi Planning &Architecture, Inc. 5) Architects International, Inc. 6) Florida Design Professionals, Inc._ ,off:= "�rowe,j c)3,. . r STAFF REPORT RFQ #99-01 AWARD AUGUST 11, 1999 PAGE 2 The responses were reviewed and ranked by the Selection Committee utilizing the attached score sheet. Based upon the rankings, the following three firms were short listed. 1) Architects Design 365 2) DLR Group 323 3) RD Miller 311 The Short listed firms were interviewed by the Selection Committee. The Selection Committee unanimously recommends awarding the architectural services for RFQ#99-01 to Architects Design Group, Inc. since they were easily the most experienced in designing police buildings in Florida. Mr. Reeves is a member of the Florida League of Cities, Florida Association of Counties, Florida Police Chiefs Association, International Association of Chiefs of Police,the Association of Public Safety Communications Officers, the National Criminal Justice Association, American Institute of Architects, the National Council of Architectural Registration Boards, and the Florida Council on Crime and Delinquency. Mr. Reeves has taught facility planning seminars at the annual meetings of the National League of Cities, the National Association of Counties, the National ,Hurricane Conference, the Governor's Hurricane Conference, and the Florida Police Chiefs Association. His responsibilities for your project include: • Working with the City of Ocoee to further define the project's scope of services. • Working with Mr. Ratigan of ADG to prepare the Space Needs Analysis questionnaire. • Meeting with the City's team and facility users to present the project's methodology. • Collecting the data and projecting this information into future needs. • Preparing conceptual development options. 3 • Prime Designer during the Schematic Design and Design Development Phase. • Preparation of the building program and coordination of services with the City of Ocoee. • Acting in a peer review capacity during the Construction Documents Phase. • Assisting in the selection of the General Contractor. • Acting in a peer review capacity during the construction administration. Kevin Ratigan,AIA Project Architect `✓ Architects Design Group, Inc. Kevin Ratigan is a design studio director and will serve as the Project Architect for this project. He will work with Keith Reeves (ADG) throughout the duration of the project and will coordinate the additional design disciplines. He will also work with the City and will coordinate all of ADG's job tasks with the City. Mr. Ratigan has been with ADG for the past nine years, and he contributes 23 years of project design and management experience. He has served as the project architect on more than 30 government projects, including city administration, police, emergency operations centers, and libraries, during the past nine years. His responsibilities for your project will include: • Development of the project methodology. • Assisting Mr. Reeves with the Space Needs Analysis tasks. - • Participation in the Schematic and Design Development tasks. • Team Leader in the Design Document Phase. • Preparing cost estimates for facility options. • Working with the City on the design phase reviews. • Presenting the design to the City. • Assist the City in selecting the General Contractor and the delivery system. • Coordinating the construction administration (CA) with ADG's and IHW's personnel. • LOCAL PRESENCE/PROJECT TEAM As reflected in this submittal, ADG has elected to specialize in providing services for Law Enforcement facilities and has been successful in doing so throughout the USA. We fully understand the City's need to utilize local firms, especially when the expertise in a specialized field of architecture, such as Police Department facility, can be provided by a qualified local firm. ADG has been very successful in establishing a Team of local design consultants for critical facility engineering disciplines. ADG has worked with this Team on numerous facilities such as that proposed by the City of Ocoee. 4 SUBCONSULTANTS: Orlando Based Structural, Mechanical, Electrical, Plumbing, Fire Protection, Civil and Landscape Architecture: • OCI, Inc.will provide local MEP/FP design services. Located in Altamonte Springs, the firm has worked with ADG on numerous Law Enforcement facilities including Palm Beach Gardens, Polk County Sheriff, Winter Springs, Lake Worth and Auburndale. The firm's personnel work in Orange County; therefore they are familiar with the policy and procedures of the county where the Police Station will be located. The ADG/OCI Consulting Engineers Team is currently providing design services for the Ormond Beach Public Safety Complex. • Ivey Harris Walls, Inc., located in Winter Park, Florida, will provide all Civil Engineering and Landscape Architecture Services required for the project. IHW has provided Site Design and Planning Services for numerous public and private clients in the Orlando/Central Florida area. The firm is knowledgeable in all site development and permitting regulations. If the City desires, IHW will provide, under supervision by ADG, a Construction Administrator / Resident Inspector for the project. IHW is currently working with ADG on the Headquarters Facility for Florida Municipal Power Agency. • The Office of Walter P. Moore, Inc. will provide Structural Engineering Services. The Orlando office is under the direction of Don Moe, P.E. ADG has worked with Mr. Moe on numerous projects dating back to 1982. Currently, Walter P. Moore, Inc. is working with ADG on the Polk County Sheriff's Administration facility and the Florida Municipal Power Agency Facility, among other projects. • WILLINGNESS TO MEET TIME AND BUDGET REQUIREMENTS The ADG Team is prepared to complete the project in accord with any and all parameters identified by the City of Ocoee. Florida's cities and counties are ADG's primary client base. We understand your needs. ADG has completed numerous projects initiated with a Space Needs Assessment and Site Selection Study. We understand the necessity of gaining political consensus and appropriate funding for the project. Often the project is extended over several fiscal years! Recognizing the needs of Florida's Municipalities, we have developed a methodology we call the "Participatory Planing Process." This project delivery methodology involves facility users, city staff, elected officials, and community activists directly in the design • process. The goal is consensus building that allows the project to successfully move forward with momentum from all "stakeholders" in the new facility. During the Space Needs Assessment / Site Selection / Conceptual Design Phase, we propose alternatives with project development budgets realistic yet acceptable to elected officials. We also propose project-funding options and advise the City on grant opportunities that can assist development. ADG has also, on several occasions, assisted Florida Cities with voter referendums necessary to achieve acceptance of a Bond Issue to finance the project. 5 ADG recognizes that the process can be lengthy. During the Planning Phase of the project we recommend realistic budgets and schedules to achieve the work; once accepted, ADG performs. Mr. Ratigan graduated from the University of Detroit with a Master of Arts in Architecture in 1976. He is a registered architect in the states of Florida and Michigan, and is currently the President Elect for the Orlando Chapter of the _ American Institute of Architects. During his 20-year career, his work with public clients includes: master planning, strategic planning, and design of a wide variety of building types including police departments, fire facilities, public safety complexes, and emergency operations centers. Ian Reeves, Associates AIA will be the Architectural Designer for this project. Mr. Reeves graduated from the University of Mexico with a Bachelor of Arts in Architecture in 1992 and from the University of Florida with a Masters degree in Architecture in 1994. He is an Associate member of the Orlando Chapter of the American Institute of Architects and has served ✓ on the 1998 Design Awards Committee. In January 1999, Mr. Reeves completed the requirements of the International Association of the Chiefs of Police (IACP) seminar addressing design considerations for police and fire facilities. Mr. Reeves works directly with Keith Reeves and Kevin Ratigan during the design phase of each project. Most recently, he successfully managed the Winter Springs (Florida) Public Safety Facility which has been Architects Design Grou., Inc. , Winter Park Florida 10 declared by City officials as a "showpiece" of the community. Mr. Reeves works very closely with the Owner's representative staff ensuring that the "Participatory Design Approach" that ADG utilizes results in a product that exemplifies design excellence while solving all of the design and program requirements. John Ferguson will be the CADD Production Manager for this project. Mr. `J Ferguson attended the University of Texas in 1977 and is currently a Certified Uniform Building Code Inspector for the State of Florida. During his 20-year career he has overseen the development of the construction documentation packages for several public sector projects at ADG including the Polk County Sheriff's Office Regional Command Center, Palm Beach Gardens Police Department, and the City of Largo Police / Emergency Operations Center / City Hall Complex. Mr. Ferguson's responsibilities at ADG include the management of construction documents and construction administration. Peter Bauer, CSI will be the Director of Construction Administration for this project. Mr. Bauer has 11 years of construction administration experience and also attended classes at the State University of New York at Farmingdale earning an A.S. in Architectural Engineering Technologies. He is currently an Associate member of Construction Specifications Institute. Mr. Bauer acts as a liaison between the Design Team, the Contractor, and the Owner to ensure that the work is being constructed according to the contract documents. Mr. Bauer's activities are carried out with a pro-active, problem solving agenda. Architectural Christina Haworth, ASID of Architectural Interiors, Inc. will be the Interiors, Inc. Interior Designer for this project. Ms. Haworth has 13 years of experience in the design industry and received her Certificate for Interior Design from the Interior Designer Institute at Corona del Mar, California. The Agreement obligates the Architect to review on an intermittent basis the performance of the General Contractor for general conformance with the intent of the Construction Contract Documents and -j progress of the work for Certification of Applications for payment. We have provided Construction Administration on a full-time basis with a construction professional on-site a minimum of eight (8) hours per day representing the interest of the Architect and Owner to determine on a detailed basis that the work is progressing as required by the Construction Contract. This full-time person is generally identified as a"Clerk-of-the-Works or Resident Inspector". There are numerous advantages to employing a full-time owner's construction representative including: • Daily review of the contractor's work • On-site record keeping for the owner • Immediate identification and resolution of construction issues • Daily logging of contractor resources and personnel • Inventory of materials delivered to the site • Immediate point of contact for visitors • Numerous other duties and responsibilities The Primary disadvantage of employing a full-time on-site owner's representative is the cost involved. The cost will greatly exceed the value of the basic services provided under the standard Owner Contract Agreement. We believe, however, that the extra cost provides significant value if the City can afford it. The cost of design services, including a full-time construction representative, equates to two (2) cents of every dollar spent over the typical thirty(30)year life of the facility. ADG proposes to utilize the Construction Administration Department of our Civil Engineer, Ivey Harris Walls, in addition to ADG's Construction Administration personnel, if the City desires the full-time service. The ADG Team has found that resident site services are best structured as Extension of Staff Services. This scenario fully integrates project personnel into the project. Full involvement with the details and particulars of a project invite a much greater potential for project personnel to work through issues and to keep the project moving ahead in a progressive manner. Rather than the typical third-party inspection arrangement, project personnel transform into"key team players"with a stake in the project. IH&W is prepared to and has the resources to provide extended project support for this important project. We use several techniques to ensure that projects bid within the Projects Last budget and experience few change orders. Historically, as reflected in the Five Years accompanying chart, ADG's projects are delivered under the Owner's budget. Generally, when a project does exceed the budget it falls within an industry accepted range not exceeding three percent (3%) of the Construction Contract Budget. • Establishing Realistic Budgets/Cost Estimates ADG often has the opportunity to assist Owners during a Space Needs Assessment/Master Planning Study. During this phase of the work we not only prepare a detailed Space by Space program for the building, but we also propose to the Owner realistic construction budgets for the projects. During the design phase we prepare a"cost-model" identifying square foot values for building systems and materials at the Schematic Design Milestone. ADG then hires an "arms-length" construction cost estimator to prepare detailed cost estimates at the completion of Design Development, 60% Complete Construction Documents, and 90% Complete Construction Documents. The estimates are prepared with sufficient advanced planning so that adjustments can be made to the Construction Contract Bid Documents. Architects Desi'n Grou t, Inc., Winter Park, Florida 30 • Construction Bid Alternates The best planning and cost estimating can not precisely predict the construction values at the Bid Opening. The ADG Team therefore includes a series of additive construction alternates to be priced with the Bid. Experience informs us that the Alternates should not exceed five(5) in number. Generally the alternates do not affect the functionality of the facility but are usually aesthetic enhancements or "shell space" to accommodate future expansion. We know from experience how difficult it is to request additional funding from elected officials for Capital Improvements. • Sales Tax Exemption Savings Plan ADG pioneered the process of using the State Sales Tax Exemption a municipality benefits from in the purchase of materials. The sales tax exemption savings plan can reduce a construction contract by up to three percent(3%) of the overall contract value. The City issues purchase orders for _ materials required in the project. The value of materials and the associated sales tax are deducted from the Construction Contract by Change Orders. You = will note in the accompanying chart that both the North Miami and Winter Springs Police Facilities received a significant benefit from this innovative practice. • Competitive Bidding and the Low Bid General Contractor Public Sector Work is becoming increasingly competitive. An undesirable result is that often a General Contractor will bid the project hoping to substitute materials or systems of lesser quality than indicated in the Bid Documents, or fabricate unsubstantiated Request for Change Orders hoping to pick up profit. ADG has responded to this situation by proposing two strategic initiatives. The first involves carrying a reasonable contingency in the Construction Budget to fund Change Orders. The second strategy proposes the City consider a project delivery option such as "Construction Management at Risk". These project delivery options are addressed in the Space Needs Analysis / Master Planning Study and are recommended for decision well in advance of completing Construction Documents for the facility.
