Tire and Auto as an Automobile Service Station use in a C-2 zone?
BACKGROUND:
The subject property is located on the north side of SR 50, at the northeast corner of Kelton
Avenue, just west of Blackwood Avenue. All of the surrounding property both north and south
of SR 50 currently has C-2 zoning. The subject property and the property to the north, south and
west are all vacant. The property just to the east is occupied by the Sun Trust Bank.
The site is within the Lake Bennet Centre commercial subdivision which originally had a total of
nine lots, but was recently revised to include a total of seven lots. The only development
currently in the subdivision is the Sun Trust Bank at the northwest comer of SR 50 and
Blackwood Avenue, and a nursing home at the rear of the subdivision on the northeast side of
Lake Bennet.
DISCUSSION:
The proposed Don Olson Tire Store on this site will be 6,720 square feet, including 10 service
bays. The architecture of the proposed building will include a barrel tile roof and brick on the
building to be consistent with the adjacent Sun Trust building (see attached drawings). The
service bays will be doubled up so that only 5 bays will be visible from the street. This proposed
use falls under the category of an Automobile Service Station which is only permitted in a C-2
zone with Special Exception approval.

As with all Special Exceptions, this application includes a Preliminary Site Plan for Special
Exception showing the proposed layout of the site, the proposed landscaping and signage for the
site, and a list of Conditions of Approval for the Special Exception. The landscaping plan has
been designed to provide substantial screening of the service bays from SR 50. The landscape
plan shows a small berm with a hedge and ground covers, as well as a double row of holly and
ligustrum trees. The proposed signage for the site meets the standards for signage along SR 50
and is shown on the attached drawings. In addition, all of the usual Special Exception
Conditions of Approval which would be applicable to this site have been incorporated into this
Preliminary Site Plan for Special Exception.
The attached Preliminary Site Plan for the Don Olson Tire and Auto Special Exception
Application was reviewed by the Development Review Committee (DRC) on June 22, 1999.
The Committee voted unanimously to recommend approval of this Special Exception
Application, to be constructed in accordance with the attached Preliminary Site Plan for Special
Exception, date stamped received by the City on June 28, 1999.
PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On July 13, 1999, the Planning and Zoning Commission held a public hearing regarding the Don
Olson Tire and Auto Special Exception Application. During the hearing, other than a
representative for the applicant, there were no other speakers. The Planning and Zoning
Commission voted unanimously to recommend approval of the Don Olson Special Exception
Application.
STAFF RECOMMENDATION:
Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff
respectfully recommends that the Mayor and City Commission approve this Special
Exception for Don Olson Tire and Auto (Case # 1-2SE-99), to be constructed in accordance
with the attached Preliminary Site Plan for Special Exception, as date stamped received by
the City on June 28, 1999.
