Subject: Electrical Services for Municipal Complex Park Lakefront
Issue
Should the Mayor and City Commissioners authorize funds to be spent to cover the cost of an
additional electrical power supply for the municipal complex park?
Background
In analyzing the July 4'h and Founders Day events that the City had last year, it became apparent
that the electrical power supply was inadequate to handle what was necessary for both the
entertainment aspect and that required by vendors. Last year the City had to allow people to use
generators which resulted in noise level issues, and we had some problems with fuses being
blown and equipment damaged, trying to accommodate too many people with the one main
source of electrical power that we have out there.
Discussion
After discussing this issue with other staff, it was determined that there were other projects that
would also benefit from having a power supply in this location. Both the Public Works
Department and the Recreation Department have been involved with the proposed design of the
electrical services so that they can take advantage of it as well.
The proposed quote from Amber Electric originally covered both a service and power pads for
vendors to use and two services that could be dedicated to handling power required by national-
level entertainment (for both sound and lights). It is staffs recommendation that we phase the
work and do the vendor service and pads this year and the other services at a later time.
Because this was an unbudgeted item, staff has worked with Amber Electric on scaling back the
cost. We were able to save about $1,000 by providing some of the labor that will be involved
(trenching) and Amber has also agreed to be a sponsor of Founders Day by providing in-kind
services which amounts to reducing the quote by another $1,900. In return, Amber will join the
other event sponsors and its logo will appear on a banner to be hung on the stage, as well as on

the event t-shirts that the Founders Day Committee will be selling. Sponsor logos will also
appear on all publicity that the Committee does for the event.
Because of Amber's sponsorship and cooperation with the City on working the project using
City labor where possible, the City Manager has determined that this project falls into the
category of sole-source for the purposes of purchasing procedures.
Staff Recommendation
It is respectfully recommended that the Mayor and City Commissioners authorize the
expenditure of$6,688 to come from Contingency to cover the cost of the work. The current
balance in Contingency is $102,708.
