In his letter the Authority is asking for financial assistance from the West Orange Communities to help defray the costs of membership in the M.P.O. Also, attached to his letter is information provided by Jack Douglas, City of Apopka, discussing the proposed fee distribution based on population. This would result in our share at $6,644.08. At one time, the City Commission discussed financial assistance to the Authority and there were some reservations regarding our community, participating in making up any losses that might be incurred by the Authority in its future. This situation is a little different, however, since membership on the M.P.O. may be critical to future roadway funding to the West Orange area and this represents our only representation on the M.P.O. board. If you decide to participate, then this money would have to be taken from Contingency, which at the date of this writing has $91,450.00. FLORIDA 34760 PHONE(407)656-1117 May 23, 2000 FAX(407)656-2940 The Honorable John H.Land City of Apopka 120 East Main Street Apopka,Florida 32703 Dear Mayor land' As a board member of the West Orange Aviation Authority it was a pleasure for me to provide the West Orange Mayors with an update of our progress at the recent West Orange Mayor's council meeting. As I outlined at that time,we are making steady progress toward making that airport a reality, and in an effort to keep you informed.I have requested that a copy of our recently completed preliminary study be provided to you. In my capacity of board member I have also been ask to serve on the finance committeeunder the able leadership of Ann Blakeley. As you bow,95%of the funding for this endeavor will be provided by the state and federal governments, with the other 5%being our obligation. We fed that through grants and land donations we will have no problem fulfilling our part of the bargain in providing our match. We do however have a short-term problem with which we are asking your assistance. As one of the original founding members of the original Sri-County airport authority.you are aware that we received slightly more than$700.000 from GOAA,which was set aside for this effort. These are all of the funds we have available until the preliminary plans are approved and we are well along with our master plan. At the same time,we are incurring some day-to-day expenses such as our dues to metroplan.which were not contemplated in our original planning. This amounts to more than S18,000 per year, and since you have been a support of this effort for so long,we felt that you might feel inclined to assist us in dealing with this temporary shortfall. We arc therefore requesting a contribution from each of the West Orange communities to defray these unforeseen expenses. Said contribution could be done based on population or any other equitable means you see fit to use. Please call me if you have any questions regarding this matter, and I look forward to seeing you in the near future. \ Mblor Ion VanderLey Town of Oakland AMONG THE OAKS 1887 0-01-2000 9,53AM FROM APOPKA MAYORS OFFICE A077031705 P 3 Fee Distribution for Yearly MPO Membership 1999 MPG City Population Percentage Fee Apopka 22724 36.9% $ 6,637.65 Oakland 846 1.4% $ 247.12 Ocoee 22746 36.9% $ 6,644.08 Windermere 1802 2.9% $ 526.36 Winter Garden 13505 21.9% $ 3,944.79 61623 100% $ 18,000.00 6-01-2000 9.52AM FROM APOPKA MAYORS OFFICE d077031705 R- I 18112 cm Of J.
