BACKGROUND: The Glenfinnan Subdivision will include a total of 76 single family residential lots, located at the southeast corner of the intersection of Clarke Road and Clarcona-Ocoee Road. The subject property is zoned R-1-AA, which provides for minimum 75 foot wide / 9,000 square foot lots, with a minimum living area of 1,400 sf. The property surrounding the proposed subdivision has Orange County A-1 zoning (north, east and west - mostly vacant pasture land) and R-1-A zoning (south - SF homes). The subject property is approximately 31.6 acres and is currently vacant with a mixture of trees. The Preliminary Subdivision Plan and a Development Agreement were approved in February 2000. DISCUSSION: The Glenfinnan Subdivision will have one primary point of access from Clarke Road. The plan also provides two points for future access to the adjacent properties to the east, to allow those properties to have indirect access to Clarke Road through this subdivision. There will be a 6 foot brick wall with appropriate landscaping along the entire western and northern boundaries of the subdivision adjacent to Clarke Road and Clarcona-Ocoee Road. Water and sewer utilities for the subdivision will be provided by Orange County since it is not within the City's utility service area. A unique feature of this subdivision is that it involves a land swap with the City. The land currently occupied by the existing retention pond on the property (owned by the City) will be swapped with a parcel of land on Clarcona-Ocoee Road and some additional right-of-way for Clarke Road. The existing retention pond will be eliminated and the stormwater retention relocated to a new pond which will be owned and maintained by the homeowners association. A waiver allowing a 20' pavement width on two small cul-de- sacs, rather than the usual 24' minimum pavement width, was also approved with the Preliminary Subdivision Plan. The Final Subdivision Plan for the Glenfinnan Subdivision was reviewed by the Development Review Committee (DRC) on June 7, 2000. The Committee voted unanimously to recommend approval of the Final Subdivision Plan, subject to two conditions: 1) Providing a cost estimate for turn lane improvements on Clarke Road prior to review of the plan by the City Commission (Condition of Approval # 32); and 2) Revising the buffer wall design to match the Prairie Lake Village buffer wall when the permit for construction of the wall is issued. PLANNING &ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission considered the Final Subdivision Plan for the Glenfinnan Subdivision on June 13, 2000. During the discussion, Staff and the applicant responded to various questions from the Commission, primarily related to cross connections between subdivisions and landscaping around retention ponds. When the discussion was finished, the Planning and Zoning Commission voted unanimously to recommend approval of the Final Subdivision Plan for the Glenfinnan Subdivision, date stamped received by the City on June 9, 2000, subject to the two conditions recommended by the DRC, in accordance with the staff recommendation, with two additional conditions as follows: 1) Upgrade the shrubs to be planted between the entrance road and Retention Pond 2 from 3 gallon shrubs to 7 gallon shrubs; and 2) provide additional landscaping (minimum 7 gallon) at the rear of the recreation area near Retention Pond 2 to provide a more park-like setting. STAFF RECOMMENDATION: Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commissioners approve the Final Subdivision Plan for the Glenfinnan Subdivision, as date stamped received by the City on June 9, 2000, subject to the two conditions recommended by the DRC and the two additional conditions recommended by the Planning and Zoning Commission. CITY MANAGER ELLIS SI IAPIRO STAFF REPORT DATE: June 16, 2000 TO: The Honorable Mayor and City Commissioners/�� FROM: Robert Lewis, AICP, Principal Planner `k`�-ik THROUGH: Russ Wagner, AICP, Director of Planning Vito/ SUBJECT: Glenfinnan Subdivision Final Subdivision Plan Turn Lane Cost Estimate June 20, 2000 City Commission Meeting - Agenda Item III(F) The Staff has recommended approval of the Final Subdivision Plan for the Glenfinnan Subdivision subject to certain conditions recommended by the Development Review Committee (DRC) and the Planning and Zoning Commission. The first condition from the DRC read as follows: Provide a cost estimate for turn lane improvements on Clarke Road prior to review of the plan by the City Commission (Condition of Approval#32). When the Staff Report was prepared and Agenda packages distributed on June 14, that figure had not yet been provided. However, on June 15, the Developer provided a letter to Jim Shira, City Engineer, which included a figure of $18,695 as a cost estimate for the improvements. Jim Shira has confirmed that this figure is acceptable. Therefore, that condition in the DRC recommendation has been satisfied. This cost estimate will be placed on the Final Subdivision Plan approved by the City Commission.
