This change order request was initiated by City staff to compensate the contractor for additional work requested by the City and to adjust work quantities to final the project. The items included in this change order are: Item 1-A- Reduction in City Permit Fees: An allowance for City Permits through the Building Department for clearing and construction was calculated based upon the Engineer's Estimate for the project. This estimate was then rounded up and "written" in the bid documents to make the bidding process equal. When Wharton-Smith pulled the permits the actual fees were calculated based upon the actual bid prices. The cost savings to the City in reducing this work is $2,448.72, with no change in contract time. Item 1-B - Delete Concrete Sidewalk Removal and Replacement on Project 1: AS a part of the installation of the pump station for the Community Center the force main was to be installed under the existing concrete sidewalk. The design called for cutting,removing and replacing a portion of the sidewalk. The contractor jetted the 2"pipe under the sidewalk, thereby eliminating the need to remove and replace the sidewalk. The cost savings to the City in deleting this work is $159.00,with no change in contract time. Pow Prated Ocan's Water[lemmas f; Item 1-C -Reduction in length of force main on Project 2: The installation of the pump station and sanitary sewer connection for the Vignetti Recreation Center included a design layout for the force main. The layout of the force main was adjusted during construction which resulted in the reduction in length of 29.5 linear feet for the force main. The cost savings to the City in reducing this work is $590.00, with no change in contract time. Item 1-D -Additional Rehabilitation Repairs on Project 3: The stormwater collection pipe on Sterling Lake Drive from Glenhaven Circle to Century Oak Drive, in the Silver Glen Subdivision, was to have three repairs on it under this project. Two of the repair sites had become worse since the design investigation and those construction scopes were enhanced to included the additional work. The repair at station 13+75 was designed to rehabilitate one pipe joint that was leaking. Upon excavating the work area it was determined that a second joint was leaking and was cracked. Upon investigation by Staff, the contractor was requested to expand the work area and repair the second pipe joint that was leaking. The cost to perform this additional work was $5,336.00. The repair at manhole S-37 involved the chemical grouting of the leaks in the manhole. Upon investigation of the manhole and the adjacent pipe, prior to the actual work, it was determined that the first joint downstream of the manhole was now leaking. The contractor was requested to expand the work area and grout the pipe joint that was now leaking. The cost to perform this additional work was $1,375.00. The overall cost to perform this additional work under RFP #003 was $6,711.00, with an increase in contract time of seven days. Item 1-E -Additional Asphalt Pavement Removal and Replacement on Project 4a: The repair of the sanitary sewer pipeline under Laurenberg Lane in the Wesmere Subdivision was completed according to the design. However, the repair of the road surface required the removal and replacement of a larger area than originally designed. The additional road repair was required do to the deterioration of the subgrade and base material caused by the pipeline failure. Staff was unable to determine the full extent of the road repair until after the pavement was removed and excavation began. Approximately 13 feet of additional roadway needed to be replaced above the 28 feet of roadway in the design. The cost to perform this additional work was $1,938.00, with no increase in contract time. P W . Protect Ocuee's Water Gcsnurcos _' Item 1-F -Reduction in Asphalt Repair on Project 4b: The repair of the roadside underdrain and sanitary sewer connection on Crofton Drive in t he Wesmere Subdivision did not require the excavation to be as large as initially designed. Therefore the contractor did not need to utilize a sheeting/shoring system and there was a reduction in the size of the excavation that resulted in a reduction in the pavement restoration. The cost savings to the City in reducing this work is $3,550.00, with no change in contract time. Item 1-G- Modifications in the Installation of the Underdrains on Project 5: This project involved the installation of a roadside underdrain along Licaria Drive and Croomia Court in the Amber Ridge Subdivision. As installation proceeded an existing underdrain was discovered along a portion of Croomia Court that had probably been installed by the developer when the road was constructed. This underdrain was cleaned and connected to the nearby stormwater drainage structure. This existing underdrain was accepted as usable and the contractor's work reduced by the amount of the existing underdrain. The cost to delete this work was $2,089.00. When installing the underdrain passed 2 Croomia Court, waste concrete was discovered in the excavation and needed to be removed; it required the removal and replacement of the a portion of the driveway and curb. The cost to perform this additional work is $1,600.00. The overall cost of this work under RFP #006 was a net decrease of$489.00, with no change in contract time. The total cost for this change order is $1,412.28 with a time extension of seven days on the contract time. The final project cost is $163,412.28. This change order amounts to approximately 0.87 percent of the original bid price of$162,000.00. This project dollars for this project came from wastewater CIP, wastewater contingency, wastewater R & R, and stormwater CIP. The final division of those dollars based upon the completion of the construction contract are as follows: #1 Wastewater CIP $18,462.54 #2 Wastewater Contingency $33,942.67 #4b Wastewater R& R $33,594.58 #3, 4a& 5 Stormwater CIP $77,412.49 Action Items: The Engineering Department requests that the Mayor and City Commission authorize the amounts listed in the above table to be used for these projects in accordance with the adjusted Pow Protect Ocoee Wtiter t"tesm rcos amounts based upon the approval of this Change Order No. 1 to the Miscellaneous Improvements Projects. (The Mayor and City Commission initially authorized this project on November 3, 1999.) I recommend that the City Commission approve Change Order No. 1 with Wharton-Smith, Inc. by increasing the contract amount by $1,412.28, with an extension in contract time of seven days, and authorize the Mayor and City Clerk to execute Change Order No. 1. III. JUSTIFICATION Item 1-A: The actual cost for the City Permits according to Wharton-Smith's bid prices was less than the estimated permit allowance derived during the design of the project. Item 1-B: It was not required to remove the sidewalk to install the pump station force main under the sidewalk. Wharton-Smith punched the pipe under the sidewalk. Item 1-C: A shorter route from the pump station location to the discharge manhole was determined in the field. Item 1-D: The pipe rehabilitation was expanded after the pipeline was excavated;another joint was determined to be leaking and required some structural rehabilitation. In addition,the chemical grout repair of the manhole required that the first joint downstream from the manhole also be grouted do to excessive leakage. 00842-2 Item 1-E: The existing road base was deteriorated outside of the project area,this was apparent when the asphalt was removed. Therefore to provide a complete quality project the pavement removal and replacement work was increased. Item 1-F: The excavation of the work area did not require the use of sheet piling,therefore eliminating the design of the sheet piling system,and the pavement repair was reduced. Item 1-G: An existing underdrain was discovered upon excavation to install a portion of the project;the addition of one cleanout/wye was required to connect to the new underdrain. In addition, excess concrete was discovered under one driveway on Croomia Court that needed to be removed that necessitated the additional driveway replacement and installation of curb and gutter. IV. NARRATIVE OF NEGOTIATIONS Item 1-A: Reduction based upon actual permit cost per the Building Department. Item 1-B: Used contract unit prices. Item 1-C: Used contract unit prices.
