BACKGROUND: The Willows on the Lake Subdivision, which will include a total of 86 single family residential lots, is located on the east side of Clarke Road, just north of Silver Star Road. Most of the subject property is zoned R-1-A, but the lakefront lots are zoned of R-1-AAA. The property surrounding the proposed subdivision has R-1-A and R-1-AAA zoning (north — single family homes), PUD zoning (west — single family homes), and C-2 zoning (south - vacant). Most of the eastern boundary of the property fronts on Lake Johio. The western portion of the property is currently occupied by an orange grove, while the eastern portion of the property is mostly open pasture with a few houses and some trees (mostly oaks). All but one of the structures currently on the site will be removed with the last remaining lake front house being incorporated into the new subdivision. The Preliminary Subdivision Plan for the Lake Johio Subdivision was approved by the City Commission on December 21, 1999. DISCUSSION: The Willows on the Lake Subdivision is intended to be a private gated community with custom homes. The subdivision will have two points of access, the primary entrance from Clarke Road and a secondary entrance from Lake Johio Road, just north of Silver Star Road, each with a private entrance gate. This subdivision and its association documents will comply with Orange County Resolution # 96-M-22, which stipulates numerous requirements for gated communities regarding the maintenance of the streets and drainage system. powt Protect Ocoee's Water Resources any+ � July 12, 2000 Honorable Mayor and City Commissioners Page 2 Most of the lots (R-1-A zoning) will be a minimum of 70' x 115' (8,000 sf), with the lake front lots (R-1-AAA zoning) a minimum of 85' x 150' (12,750 sf). The minimum living area will be 1,200 sf on the R-1-A lots and 1,600 sf on the R-1-AAA lots. There will be a 6 foot brick wall with appropriate landscaping along the entire western boundary of the subdivision adjacent to Clarke Road. When the commercial property to the south is developed, the developer of that property will build a 6 foot brick wall along the southern boundary. A unique feature of this subdivision is that the stormwater management system and sanitary sewer system are designed, in part, to serve both this subdivision and the adjacent proposed Silver Crossings commercial development south of the western portion of the site. Even though it will also serve the adjacent commercial development, the retention pond in Tract A will be maintained by the Willows on the Lake Subdivision home owners association. The lift station to be located within this subdivision will also serve the commercial development, but it will be owned and maintained by the City. Portions of two unused public rights-of-way which were within this site and adjacent to this site (Lake Johio Road and Azalea Ranch Lane, respectively) were vacated along with the Preliminary Subdivision Plan. A waiver allowing Lots 29, 30 & 31 to have frontage on a private drive rather than a street was also approved with the Preliminary Subdivision Plan. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Final Subdivision Plan for the Willows on the Lake Subdivision was reviewed by the Development Review Committee (DRC) on June 28, 2000. The Committee voted unanimously to recommend approval of the Final Subdivision Plan, subject to making minor revisions to satisfy the Staff comments which remained outstanding at that time, and providing four 3" DBH oak trees along the eastern edge of the retention pond next to the Lake Johio Road extension and along the north side of the pond next to the southern boundary of Lot 76. All of the revisions requested by the DRC have been satisfactorily addressed in this plan set. PLANNING &ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission considered the Willows on the Lake Subdivision Final Subdivision Plan on July 11, 2000. Staff answered several questions from the Commission regarding various elements of the plan and the Developer was available for questions if necessary. When the discussion was finished, the Planning and Zoning Commission voted unanimously to recommend approval of the Willows on the Lake Subdivision Final Subdivision Plan, date stamped received by the City on July 6, 2000, in accordance with the staff recommendation. STAFF RECOMMENDATION: Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff recommends that the Mayor and City Commission approve the Final Subdivision Plan for the Willows on the Lake Subdivision, including the additional condition regarding trees which was recommended by the DRC, as date stamped received by the City on July 6, 2000.
