BACKGROUND: Fire station located at 125 N. Bluford is overcrowded and is not compliant with any ADA requirements. The Administration Offices are in the mobile facility located south of the station. DISCUSSION: The fire department has looked at the available properties within the desired area over the past year with negative results. Locations available for development that provides Station One with the best coverage area have been found to be inadequate in size or exorbitant in price. The Bluford Ave. site is well located for response in all directions. On December 21, 1999 Commission Meeting the firm of Architects Design Group Inc was awarded the contract for the design of Fire Station One. Service Authorization No 99-02-1 was also awarded to proceed with the site and space study which has been completed. 0117 Page 2 PRESENTATION: Kevin Ratigan A.I.A. of Architects Design Group Inc, The needs study, site layout, and cost estimate for the new fire station. RECOMMENDATION: Staff recommends that the Honorable Mayor and Commissioners authorize the City Attorney to negotiate the purchase of the two properties on Bluford Ave. Cost of the two properties is estimated at $300,000.00. The Fire Department has $1,000,000.00 in the bond account to purchase the land, and perform the site and station design. Once the properties have been secured, authorize the Architects Design Group Inc. to proceed with the contract for the design and site work for the new Fire Station One, at a cost of$276,131.00 Upon completion of the design phase. staff recommends evaluation of the remainder of the funds in the bond account of the fire department, police department and public works department along with funds in the fire impact fee accounts for possible construction of Fire Station One. City Population: ► An additional criterion influencing the size of facilities is that of population. The following chart ► reflects the historical, current and projected population of the City of Ocoee Joint Planning Area ► (JPA). The growth over the past twenty years has been exceptional, even by Florida comparisons. The actual population in 1999 was approximately 23,000 people. This is a growth of almost 300% ► from the 1980 population of 7,300 residents. The foreseeable future indicates a population of over 68,000 people in the year 2020. This continued growth is expected to be at an even greater rate than the previous twenty years. Recognizing the issues associated with rapid growth, the City of Ocoee has recently built two fire ) stations, is carefully considering the location of the new proposed main fire station and is planning ) for a fourth station to be built in the northwest sector of the city. It is hoped that the inclusion of population charts clearly reflect the fact that growth is one factor contributing to the need for a New ) Main Fire Station. It is important to note however that the size of the fire-rescue staff has not increased proportionate to population. An important factor determining the size of a station is the number and type of fire fighting apparatus deployed. Apparatus and crew size is directly related to the service levels attained by the department. Anticipated growth along the SR 50 corridor will require increased staffing at Fire Station No.1. Two first run engine companies will be housed at the main fire station that will be able to respond within district one, as well as provide a backup or second response to the other outlying districts. Fire Administration: 1 The New Main Fire Station will also provide facilities for the fire administration services. The role of the fire department directed toward Fire-Loss Prevention continues to grow. As a community i like Ocoee grows, attracts businesses and builds more costly and sophisticated buildings, the demand on Fire-Loss Prevention becomes correspondingly greater. The New Main Fire Station will 1 house the administrative support staff of the department. This will include the chief officers, ( training officer, fire prevention bureau, battalion chiefs that serve as shift commanders, EMS ( coordinator and clerical staff. A Community/Training Room is an important part of the 4 administrative facilities. The Community/Training space will also serve as an Emergency Operations Center (FOC), providing all city departments the facility to manage major emergencies ( and disasters. 5. Future Expansion Capabilities: ( The Spatial Needs Assessment and Master Plan for the site at the junction of Bluford Avenue and ( Columbus Street must address and accommodate responding to the future needs of the City of ( Ocoee. Fire Administrative staff will continue to grow as a direct response to the population increase forecast. Primary activities expected to result in a future expanded facility include 4 Training, Fire-Loss Prevention, and EMS. Fire Station No.1 could expand with the need for new, ( more sophisticated and additional apparatus. Typical fire station expansion requirements relate 1 directly to crew manning the fire fighting apparatus. The station should be designed to accommodate a future apparatus bay, an additional crew of four fire fighters and additional storage space. 1 6. Potential Funding: Funding facilities of this type, with a higher than normal cost for construction, poses an obvious strain on any City's budget. Potential Funding(cont.): 1 Specifically, relative to this proposed project, the space identified as Training / Community Room 1 should be designated to serve as an Emergency Operations Center with appropriate features that would enhance its capability to serve the City in the event of an emergency. This space will serve other functions, such as training on a day-to-day basis, but be easily converted to EOC utilization when situations warrant. 4 In 1998-1999, approximately, $2,800,000.00 was made available for this grant program by the State ( of Florida Legislature and it is presumed that a similar amount would be funded for the 1999-2000 fiscal year and subsequent years. This program funds both county and city projects with the greatest share going to counties as they are consideted to be primary authority for emergency 4 operations after the State agency. This and other potential funding services should be considered by the City for this project regardless of the proposed methodology and source of primary funding. It is recommended that the City submit for a grant in the 2000-2001 funding cycle3 and review, in detail, those grants that have been awarded over the past few years, as well as, meeting with State staff responsible for reviewing applications. 7. Conclusions and Recommendations: 1 1 The following are provided as conclusions and recommendations for consideration by the City. 1 7.1 The existing facilities for the Fire Department at the current Main Station are inadequate and 1 functionally obsolete. This study identifies the spatial needs of each element of the Fire Station. The City is in the process of adjusting the development fees for Public Safety impact. The City will continue, without question, to experience sustained population growth. Accordingly, it is our recommendation that the facilities be constructed to accommodate the future spatial need. ( Contained in this Report is a great amount of detail, particularly relating to the identification of ( spaces required for individual functional elements and the development cost associated with options ( to satisfy the City's needs. Impact of Stalling: The City of Ocoee Fire Department currently operates out of three locations. Fire Station No.1 (The Main Fire Station) is located at the City's Municipal Complex. Fire Station No.3 serves at the south area of the city off Maguire Road; and Fire Station No.4 serves the northeast area of the city, located on Clarke Road. A fourth fire station will need to be provided in the northwest area of the city to maintain an acceptable level of service in this rapidly growing part of the city. Fire Station No.1 and Fire Administration are the focus of this study. Station No.1 is a four bay station housing six (6) firefighters that man a pumper, and heavy rescue vehicle and two (2) fire inspectors for a total of eight (8) personnel. Station One which was constructed circa 1974 is approximately 26 years old, and is approximately a 8,100 square foot facility that houses a pumper, 1 heavy rescue vehicle, reserve rescue vehicle, rescue boat, disaster trailer, equipment, living quarters and offices. 1 Fire Station One is currently being utilized to its capacity accommodating the maximum number of personnel and vehicles for which it was designed. An office trailer is currently being used to ease the overcrowding of Fire Station One and accommodate three (3) chief officers and three (3) clerical personnel until the facilities can be relocated. p 1 The Fire Department normally operates on three (3) shifts with 14 personnel on duty twenty-four (24) hours and off duty forty-eight hours. The Fire Chief, Assistant Fire Chief, Support Chief, two Fire Inspectors, two full time and one part time clerical personnel normally work 8:00AM to 5:00PM 1 each weekday. The current authorized headcount in the Fire Department is fifty (50). All fire department personnel are certified as Emergency Medical Technicians (EMTs) and are trained in Basic Life Support (BLS). The department has a dual response with Health Central Ambulance services that provide Advanced Life Support (ALS) and emergency transportation to 1 medical facilities. 1 1 • ) ) 2. Organizational Structure: 1 The Department is organized around two (2) divisions overseen by the administrative offices of the Fire Chief. The Support Division consists of Fire Prevention and Training and is headed by a Support Chief. The Support Division is primarily responsible for public fire protection services which include, but are not limited to, fire prevention, fire investigations, public fire safety education ( and assisting with disaster management. Other services provided by this Division are Public Relations Initiatives, such as Community Emergency Response Team (CERT), pool safety and ) portable fire extinguisher classes. As the population of Ocoee continues to grow, we expect an 1 increase in demand for these services. 1 The Operations Division consists of the three (3) current Fire Stations and the fire fighting personnel. Fire Station One was constructed in 1974 and houses a pumper, heavy rescue vehicle, ) reserve rescue vehicle, rescue boat, disaster trailer and crew living quarters and storage areas. Additionally both stations currently house four (4) personnel with the ability to accommodate two ) additional personnel at a later date. Station No.3 houses a first run pumper, and reserve pumper. Station No.4 houses an aerial/pumper, a woods truck and a reserve rescue vehicle. Factors that Influence Facility Size: ► There are several factors which influence or impact upon potential facility size: including increasing ► demand for services, population growth, and providing services and functions not currently ( provided as a result of changes in the community such as the impact of the West Oaks Mall regional shopping center. ► One Such factor specifically influencing the current and future need for facilities is the City's recent ( approach to annexation of additional land area. An agreement with the County, a Joint Planning Area has been agreed upon which will ultimately enable the City to expand its boundaries in all directions. This facility constructed in 1974 is 1 approximately 8,100 square feet in size. The station is currently being utilized beyond the original design 4 capacity resulting in the need to house Fire Administration personnel in a leased office trailer. In addition to the lack of available space, significant trends in Fire Safety Services directly affect the facility's 4 adequacy to house personnel and equipment. Among the factors affecting the suitability of the existing facility are social/demographic trend (female firefighter) of diversified personnel, continued evolution in the effectiveness and sophistication of fire fighting apparatus, type and number of public fire prevention ( services provided and ISO Standards. The ISO Standards which determine overall insurance rates throughout the community relate not only to the physical size of the community (to ensure adequate response times to emergencies) but are also equipment related. ( Time is an important factor often utilized in the evaluation of the public fire protection. It is generally considered that the first arriving piece of apparatus should be at the emergency scene within 5 minutes of 4 sounding the alarm. The following map locating all of the City's current and proposed fire stations 4 indicates a radius of approximately 1.5 miles from the Station location. This radius responds to the typical standard of a five-minute response time. The location indicated for Fire Station One is just south of the current location on Bluford Avenue. Over a period of twenty years, ADG has been collecting, testing and refining standards for space allocations. The Space Standards included here result directly from an understanding of Ocoee's special needs and from experience gained from a review of space standards used by various City, County, State and Federal 4 agencies. 1 1 Graphically, the Space Standards clearly identify the basis of the square foot assignments identified on a 1 space by space basis in the preceding Spatial Needs Assessment/Programming tables. The standards indicate recommended furniture and equipment layouts for primary spaces. The standards presented for the 4 station living quarters identify the concept for housing multiple shills in the same sleeping and 4 toilet/restroom areas. The goal is to provide the City with a highly functional yet flexible facility, 4 addressing present and future needs. 1 The standards will serve as a guide to the design process. Variations on the layouts are possible and in 4 some circumstances changes are likely. We attempt to identify those elements which constitute "normal" yet comprehensive costs the City will incur in developing the facility. The City may find certain cost items are ( relative to various and different budgets typically not included with what has traditionally been considered 1 "hard construction" costs. Those items identified herein as Other Project Costs, are not traditionally considered "hard construction" cost and include: furniture, communications/data equipment, off-site improvements to utilities, roadway 1 improvements located outside the site limits, improvements to the site for other potential uses, the cost of 4 preparations for future additions and the cost of property acquisition of parcels not owned by the City. 1 Costs associated with municipal facilities such as Public Safety Buildings which include Fire Stations are 1 greater than other speculative-private sector building types. This occurs as a result of the need for enhanced 1 security systems, special construction mandated by `critical public facilities" guidelines, the utilization of materials that are more durable and which require less maintenance, and the need to provide building systems that enhance redundancy capability such as incorporated in emergency operations capabilities. ( ( The Development Alternatives consider the specific attributes/constraints of four proposals including Current Need, Space Needs to the year 2010, year 2020, and construction of unfinished "shell space". We expect that construction will not be complete until early year 2002 at the soonest.
