Lakeshore Sidewalk, Clarke Road Sidewalk, and A.D. Mims Road
Sidewalk
ISSUE:
Should the Honorable Mayor and Board of City Commissioners authorize staff to
proceed with procurement and installation of any or all of the subject projects?
BACKGROUND AND DISCUSSION:
At the Mayor and City Commission's direction, Public Works has investigated
costs and feasibility for all the subject projects. We have prepared a budget
worksheet and point papers (memos) addressing all options and estimated costs
of the subject projects (copies attached). Please note on the budget worksheet
that a total of$100,000 is currently available for the City Hall Campus/Lakeshore
master plan and these projects. Also, the three sidewalk memos describe
several options as to layout and estimated costs by contract and with Public
Works forces. However, given the current and projected Public Works staffing
levels and the fact that we are now in the mowing season, afternoon
thunderstorm season, and hurricane season, all of which place increased
demands on our forces, we could not undertake projects of this scope and
magnitude at this time. Also, of major concern is the completion of the
Lakeshore master plan and fishing pier. Until these two projects are complete
we can not recommend proceeding with the lakeshore lighting and sidewalk as
there are many items that require close coordination to prevent conflicts and
rework.
RECOMMENDATION:
Therefore, we respectfully recommend that the honorable Mayor and Board of
City Commissioners authorize staff to proceed with the procurement and
installation of a floating fountain, in the Starke Lake.lagoon, comparable to the
Cascade 750 model, with a budget not to exceed $20,000. This will provide
$15,000 per the estimated cost and $5,000 for contingency and unforeseen
items.

Re: Starke Lake Fountain
Per your direction, I have researched alternatives for the subject fountain and offer
the following information. As you will note from the attached pages, the style, spray
height, spray pattern, lighting, and cost, vary greatly among floating fountains. Also,
please note, some quoted prices include installation and connection to electrical
service provided by others. This electrical service will require work by Florida Power
and an electrical contractor. A "ballpark" estimate for all electrical service work is
$5,000, this is above and beyond the price of the fountain and installation.
After speaking with several fountain suppliers we should expect annual maintenance
and electrical costs of approximately$400 and $3,000 respectively.
Due to the size of the Starke Lake lagoon and the proximity of Lakeshore Drive I
would recommend a fountain comparable to the Cascade 750. This fountain could
be installed for a total price of approximately$15,000.
Prior to proceeding with this project I will require direction as to the style and type of
fountain desired and amount of funds available.

CASCADE SERIES
Cascade fountains have long been popular due to their strong, bold statement and their fascinating
white, frothy activity. They are highly visible during the day and illuminate beautifully in the
evenings. Recently, their popularity has increased because of their ability to highly aerate the water,
injecting life-giving oxygen into the water as it passes from the nozzle.
Our cascades are equipped with durable and attractive U.V. stabilized polyethylene floats which are
compartmentalized and fully adjustable. The reliable submersible stainless steel encased turbine
pumps are equipped with large stainless steel intake screens and induction tubes for clog resistant
operation and long life. Base price includes standard control box with start and run capacitors,
contactor, lightning arrestor and thermal protection (single phase) or motor starter (three phase) in
rainproof enclosure. Optional features include our complete Fountain Control Center, lighting,
additional underwater power cable and professional installation(within Florida).

Re: Starke Lake Street Lighting
Per your direction, I have contacted Florida Power about replacing the present
lakefront street lighting with "decorative" street lighting with underground wiring. To
date I have not received any feedback from Florida Power. In an attempt to provide
you with some "ballpark" budget numbers the following information is provided.
As you may recall, we contracted with Florida Power for the decorative exterior
lighting installed at the Jim Beech Recreation Center. The following information is
based on the cost of these lights. Florida Power install 9 lights for a total cost of
$3,997 for a cost per light of$444. However, this cost did not include any trenching,
conduit, or electrical service work as this was included in the Beech Center
construction contract. These costs must be added to the total project cost.
The entire City owned portion of the lake shore comprises approximately 2,500
linear feet. At the Beech Center these lights are place exactly 100 feet apart.
Therefore, using the same light for this project would require 26 lights at a cost of
$11,544. We have electrical service on the lake side of Lakeshore Drive for the
vendor electrical pedestals. This service could be upgraded for a minimal cost to
also provide power for the subject lights, approximately $500. This project will
require approximately 3,000 feet of trenching and conduit. This work and the
electrical service upgrades will require an electrical contractor. The trenching and
conduit will cost approximately$3 per linear foot for total cost of$9,000.

Re: Lakeshore Sidewalk
Per your direction, I have researched various alternatives for the replacement of the
subject sidewalk and offer the following information.
1. To replace the subject sidewalk in it's present location and style using Public
Works forces would cost approximately $13,000. Please note, this cost is
material only. The estimated cost for this work to be performed by a contractor is
$29,450. This estimate is based on the recent sidewalk bid of Gibbs & Register.
2. To replace the subject sidewalk with a "meandering" walk with double row brick
inlays every 20 feet using Public Works forces would cost approximately
$25,000. Please note, this cost is material only. The estimated cost for this work
to be performed by a contractor is $52,000. This estimate is based on the recent
sidewalk bid of Gibbs & Register.
3. To,replace the subject sidewalk with a "meandering" walk with double row brick
inlays every 20 feet using Public Works forces would cost approximately
$25,000. To add a 5' by 15' concrete pad and benches like installed at the
gazebo every 200' would cost an additional $10,000, for a total cost of$35,000.
Please note, this cost is material only. The estimated cost for this work to be
performed by a contractor is $77,000. This estimate is based on the recent
sidewalk bid of Gibbs & Register.
4. To replace the subject sidewalk in it's present location using all brick pavers
supplied and installed by a contractor would cost approximately $40,000. This
quote does not include any "meander", pads, or benches. This cost is based on
a verbal quote supplied by US Brick & Block of Ocoee. However, the pads and
benches could be install by Public works for$10,000 as mentioned above.

Additionally, as I am sure you are aware, we are working with Florida Power to
replace the street lighting on Lakeshore and we have not yet received a final design
and cost proposal. Also, we are awaiting the fishing pier construction by Fish and
Game and City Hall/lakeshore master plan. All of these activities should be finalized
and coordinated to prevent conflicts prior to the sidewalk construction.

Re: Clarke Road and A.D. Mims Road Sidewalks
1. Sidewalk on the north side of A.D. Mims road, from the railroad track to Apopka
Vineland Road. The total length of this proposed sidewalk is 8,855 feet. The
estimated cost to install this sidewalk with Public Works forces is $36,850
(material only). Based on the recent Gibbs & Register sidewalk bid, this sidewalk
would cost $137,252 to contract. Also, we are currently working on an interlocal
agreement with Orange County to transfer ownership of this road from Orange
County to the City of Ocoee. Prior to the execution of this agreement we would
require Orange County permission to install this sidewalk.
2. Sidewalk on the east side of Clarke Road from A.D. Mims Road to Clarcona
Ocoee Road. The total length of this sidewalk is 2,855 feet. The estimated cost
to install this sidewalk with Public Works forces is $13,400 (concrete and fill only).
Based on the recent Gibbs & Register sidewalk bid, this sidewalk would cost
$57,100 to contract. This sidewalk may also require a crossing agreement with
the railroad.
Also, given the current and projected staffing levels of the Public Works Streets
Division, I would be very reluctant to attempt projects of this scope and magnitude
with in- house forces.
