CITY OF OCOEE
REQUEST FOR QUALIFICATIONS
FOR
EDUCATION CONSULTING SERVICES
The City of Ocoee is the fastest growing city in Orange County, averaging more
than one new home per day over the last seven years. Our current population is
approximately 23,000. Projection for the year 2003 indicates that this city's
population will be over 29,000 and in 2010, nearly 35,000. The City of Ocoee enjoys
a rich educational heritage dating back to the establishment of the first school in
1880. The City has taken a proactive approach to insure that educational heritage
continues well into the next century. We have worked, and will continue to work,
very closely with Orange County Public Schools in planning and siting new schools
within our City. The City of Ocoee is desirous of relieving overcrowded schools,
eliminating relocatables and proactively ensuring the delivery of quality education
provided in adequate school facilities for our growing population.
The City of Ocoee is seeking education development proposals from qualified firms
to address the city's education objectives. Respondents may propose innovative
solutions such as utilizing city owned land, public partnership participation and
diversified delivery methods.
I. General Information
The City of Ocoee desires to identify and contract with an established firm to
(i) prepare an initial assessment of Ocoee's immediate and long-term
education needs as they relate to the current and known demographic trends
of development, (ii) establish a plan of response to the assessment, including
the development of plans, specifications and financing methods for one or
more new schools, and (iii) cause to be designed, developed, constructed and
operated one or more new schools. The firm will be required to deliver in an
immediate and timely manner given the scope of the need.
Proposals should be consistent with all applicable laws, orders and
regulations governing education development and the supporting facilities.
Generally, the proposal(s) shall include conceptual plans and designs,
financing, identification of debt and equity provisions, and required public
incentives and any other items pertaining to construction and/or
implementation of any proposed services.
Proposals will be received by the City of Ocoee, City Commission and
reviewed and evaluated by the selection committee. All proposals should use,
but not be limited to, the following selection criteria:

II. Submission Elements
Your submittal must include the following:
A. Qualifications -All information relevant to the expertise of the
developer should be included with this proposal. Provide a complete
description of your company, including size, relevant experience and
professional qualifications of all team members that will work on our
project. If you are proposing one or more team members, provide
evidence of team history where the team has previously worked together
on similar projects.
B. Methodology - Provide a complete description of how you will go about
assessing and delivering innovative educational solutions and outline
how you will put together partnerships. Describe your ability to perform
development, financial, design, construction and education functions.
C. Experience - Provide a list and description of your team's experience
involving similar services to public clients in the past five years. For
both planned and actual projects, include the project size, overall project
cost, and overall project schedule. Highlight projects that exhibit
creative partnerships, utilization of existing or public property and/or
infrastructure and the benefits accrued to the owner.
D. References - For each of the projects listed above, list the name and
telephone number of an owner's representative of the project who can
verify your firms performance. References we are unable to reach will
be viewed negatively by the selection committee.
III. Timetable
The City of Ocoee is interested in designing, constructing and opening one or
more schools by August 2001. To accomplish this the following timetable will
need to be followed:

IV. Miscellaneous Information
A. The successful submitter must present the ability to obtain the
necessary insurance certificates, bonding and banking letters for all
services.
B. Each proposer must submit copies of their certificate of corporate
authorization and Architect and Engineering/General Contractor
licenses.
C. All submittals must include standard Form 254 and 255.
D. In accordance with Chapter 119 of the Florida State Statutes, all
submittals will become public record.
E. All submittals will become the property of the City of Ocoee.
F. The successful submitter will be required to enter into a contract with
the City, outlining the scope of services to be provided, a cost for each
Phase of the project and the duties, rights and responsibilities of each
party.
G. The successful submitter agrees to allow the City to conduct whatever
financial or personal background information deemed necessary by the
City.
H. The City is not responsible for any expenses the submitter may incur in
preparing and submitting its qualifications, including any expenses
incurred to participate in an interview process.
V. Submittal Due Date
Twenty-five (25) copies of your submittal will be received at Ocoee City Hall
until 3:00 p.m. on Friday, Sept. 1. Submittals should be mailed or delivered
