A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
RELATING TO JOB DESCRIPTIONS AND TITLES;
REVISING THE JOB DESCRIPTIONS AND/OR TITLES
FOR THE FOLLOWING POSITIONS: CUSTODIAL
WORKER I AND ACCOUNTANT; SETTING FORTH THE
TITLES AND JOB DESCRIPTIONS FOR THE
FOLLOWING POSITIONS: POOL MAINTENANCE
TECHNICIAN-CERTIFIED, ATHLETIC AIDE AND
AUDIO VISUAL PRODUCER; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee has previously approved
and adopted job descriptions under the following titles for employment positions in the City of
Ocoee: Custodial Worker I and Accountant; and
WHEREAS, the City Commission desires to change the title of Custodial Worker I
to Custodian and revise the job description relating thereto; and
WHEREAS, the City Commission desires to revise the job description relating to
the position of Accountant; and
WHEREAS, the City Commission desires to approve and adopt additional job
descriptions and titles for: Pool Maintenance Technician-Certified, Athletic Aide and Audio
Visual Producer.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA AS FOLLOWS:
SECTION ONE: The City Commission of the City of Ocoee, Florida has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State eof
Florida and Chapter 166, Florida Statutes.

SECTION TWO: Amendment of Certain Existing Job Descriptions and Titles.
The City Commission hereby amends certain existing job descriptions and titles previously
approved by the City Commission, the amended job descriptions and titles being as set forth in
Exhibit "A" attached hereto and by this reference made a part hereof.
SECTION THREE: Adoption of Additional Job Descriptions and Titles. The City
Commission hereby adopts and approves the additional job descriptions and titles set forth in
Exhibit "B" attached hereto and by this reference made a part hereof.
SECTION FOUR: Conflicts. All Resolutions or parts thereof in conflict with this
Resolution are hereby repealed to the extent of any conflict.
SECTION FIVE: Severability. If any section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION SIX: Effective Date. This Resolution shall become effective
immediately upon passage and adoption.

CUSTODIAN
ACCOUNTANT
CUSTODIAL WORKER I CUSTODIAN
MAJOR FUNCTION
This is entry level manual work performing housekeeping and
custodial assignments in City buildings and premises .
Duties involve performing manual duties such as sweeping,
cleaning, mopping, waxing, scrubbing, polishing lavatory
fixtures and mirrors, and replenishing lavatory supplies .
Work may involve the moving or lifting of heavy objects or
equipment . Instructions from supervisor are specific in
nature and work is subject to close inspection during
progress or upon completion for attainment of established
standards of cleanliness . Work is performed under the

ILLUSTRATIVE DUTIES
Sweeps and mops floors; cleans, waxes, and buffs vinyl tile
floors; washes windows; polishes furniture, dusts woodwork,

ends . May run routine errands as required.

This is professional work involved in a major phase of the
financial , accounting, and financial system activities of the
City. Work extends to maintenance of accounting and auditing
records; preparing interim, annual , and interpretive financial

financial systems development . Work is performed under the
general administrative direction of a technical superior the

POOL MAINTENANCE TECHNICIAN - CERTIFIED
ATHLETIC AIDE
AUDIO VISUAL PRODUCER
POOL MAINTENANCE TECHNICIAN-CERTIFIED
MAJOR FUNCTION
Performs skilled work in the operation and maintenance of City swimming pools;
including recirculation/filtration systems, chemical feeding systems and related computer
automation to provide continuous protection of swimming pool water from contamination
and protect the health, safety and welfare of all program participants. Duties also include
responsibility for cleanliness of facilities, purchase and maintenance of
janitorial/chemical supplies, chemical test kits and other related equipment.
ILLUSTRATIVE DUTIES
Inspects and performs regular testing of swimming pool facilities and supporting
equipment, such as chlorinators, chemical feeders, filtering systems, automated control
systems, pumps and motors, in order to identify potential operational problems and to
comply with local and state health requirements. Diagnoses operational trouble including
mechanical failures, leaks in recirculation systems, electronics malfunctions of automated
operations controller and filter microprocessor. Make repairs, adjustments and/or make
necessary calls to correct. Diagnose water chemistry problems; makes corrections,
adjustments, or make necessary contacts to correct. Operates and maintains specialized
equipment for treatment of pool water. Operates and maintains specialized equipment for
treatment of pool water: including Automated High Pressure Sand, Slow Rate Sand and
Gravel, Vacuum Sand and Vacuum Diatomaceous Earth filter systems, computerized
pool operation controllers, ozone generation/feed systems, carbon dioxide feed systems,
chlorine gas and bleach regulators, pumps and injectors, recirculation pumps and motors
for filtration, vacuum and water play systems, gas fired and electric pool and portable
water heaters, aeration systems, and various valves, gauges and meters. Assists with
needs assessment and development of repair, renovation, and new construction projects.
Assists with the development and implementation of aquatics maintenance training
programs for seasonal and permanent staff. Assists-with procurement/inventory of
needed materials and supplies. Keeps maintenance and repair logs as required. Performs
housekeeping duties at all City pools year round. Provides technical assistance in the
development of maintenance procedures and schedules for swimming pools, equipment
and related facilities. Transports hazardous materials to pool sites (chlorine gas cylinders,
dry chlorine,muriatic acid and caustic soda) and installs chlorine gas cylinders. Performs
inspections at aquatic facilities and makes recommendations for technical work in the
construction, maintenance and repair to pools, equipment, docks, fountains, beach ramps
and beaches. Assists supervisory personnel by acting as liaison with Facilities
Management for recommended construction, repair, and maintenance. Performs under
water repairs and maintenance to pool lights, fittings, and surfaces.

Knowledge, Abilities and Skills
Knowledge of the practices, methods, materials, and tools utilized in the repair and
service of various types of mechanical equipment. Knowledge of basic electrical theory
used to repair/maintain equipment. Knowledge of procedures, tools, equipment, and
supplies utilized in the construction, renovation, maintenance and repair of swimming
pools, public fountains, boat ramps, and related facilities. Knowledge of local, state, and
federal safety and health requirements for aquatic facilities and safety rules/regulations.
Skilled in swimming and scuba diving. Skilled in operation/maintenance of swimming
pools. Ability to read, understand, and apply manuals, mechanical drawings, etc. Ability
to keep records and prepare reports. Ability to lift heavy objects and operate service
vehicles. Ability to make mathematical computations, read, interpret, and apply
blueprints and other engineering schematics. Ability to train and instruct other personnel.
Ability to establish/maintain effective working relationships.
Minimum TraininE and Experience
High school diploma with a minimum of 3 years experience in swimming pool
operations, maintenance, and repairs, preferably including one year post certification
experience; or an equivalent combination of related training and experience. Ability to
swim required.
Necessary Special Requirements
National Swimming Pool Foundation, "Certified Pool Operator Certification" or National
Parks & Recreation Association, "Aquatic Facility Operator Certification" required.
State of Florida Swimming Pool Service License desired.
Possession of an acceptable Florida Driver's License. .

ATHLETIC AIDE
MAJOR FUNCTION
General instruction is received from Supervisor regarding programs, but employee is
required to exercise judgment in accordance with available facilities and age groups
attending. Work is performed under the general supervision of other supervisory
personnel and is reviewed through reports and other observations of results achieved.
ILLUSTRATIVE DUTIES
Instructs a wide variety of activities, including team and individual games, free play,
athletic contests, sporting events, and tournaments. Enforces rules and regulations,
safeguards against accidents and instructs children in safe use of equipment. Provides for
issuance and check-in of supplies and equipment; reports hazardous conditions and
reports accidents. Participates in staff meetings, assists in planning special events and
provides information about programs.
Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
Knowledge, Abilities, and Skills
Knowledge of the fundamentals and techniques of sports and leisure activities and a
variety of athletic activities suitable for children and adults. Knowledge of necessary
safety precautions used in recreation work. Knowledge of rules and regulations
governing various competitive athletic games, such as softball, basketball, football and
volleyball. Ability to adhere to program standards and objectives. Ability to establish
and maintain effective working relationships with co-workers, other city employees and
the general public.

High school diploma is required.

AUDIO VISUAL PRODUCER
MAJOR FUNCTION
Performs professional, technical, and supervisory work in the development, production,
presentation and distribution of training, marketing, information, and publicity
photographs and videotapes and digital images of the City of Ocoee. Incumbent meets
with City and community officials to determine media needs and plans and develops
multi-media productions to include photographs, slide shows and videotapes and
computer graphics/digital image presentations. Responsibilities also include developing
program's goal and objective statements and procuring and maintaining photographic,
video, and digital imaging equipment. Employee is required to exercise imagination and
initiative in performance of duties. Work is performed under the supervision of the
Information Systems Manager and is reviewed through observation of results obtained.
ILLUSTRATIVE DUTIES
Photographs and records individuals, scenes, and events for videotape, slide, and
digital/computer presentations, publications, and other media forms using video camera,
35mm cameras, 120 rollfilm cameras, 4X5 large format cameras, digital imaging camera
and tape recorder. Writes, edits, proofs and assembles video, slide, and other media
productions according to user requirements using video editors, cue programmers, audio
mixers, and multi-media production computer. Records narration, mixes music, live
audio, analog and digital special effects. Converts color slides and negatives to digital
image files using film scanner and edits details, information, scale, and resolution; tracks
inventory and stores files. Produces color slides of digital image files using film
recorder. Converts file formats, scales and edits digital images using layer and masking
techniques. Transmits digital images via telephone modem, Internet, and Intranet to
government and private requesters, and commercial photo labs for use in presentations,
brochures, marketing and pre-press operations. Creates, edits and produces digital image
presentations using production software. Confers with Department Directors, City
Officials, and community agencies to determine scope and requirements of City-wide
media programs; includes photography, recording speeches, videotapes, television
programs, publicity releases, and events. Edits and screens photographs, videotapes,
audio tapes, and products produced by audio/visual staff, and other contributors to be
used in City productions, brochures, and media releases. Produces video tapes, audio
tapes, black and white and color photographs, 35mm color slides, and other media forms
for City-wide use and release to the public and other requestors for publication in
periodicals, television and emergency media releases. Maintains photographic and audio
equipment; insures adequate supplies are available; and maintains applicable records;
requisitions materials and supplies by researching vendors and commodity codes,
entering data into the City's computer, entering proper authorization codes, entering
receiving data, finalizing order, and forwarding required paperwork to the Finance

Thorough knowledge of modem methods, practices, equipment, materials, and techniques
of black and white and color, indoor and outdoor, still and motion photography and film
development, and audio/visual production. Thorough knowledge of PC style computers,
high resolution MPEG video capture, windows based digital imaging and editing
software, SCSI interfaces, CD-R, WORM, and Magneto-optical technologies, film
recorders, and film scanners, and media storage drives. Skill in the operation, repair and
maintenance of a wide variety of audio/visual equipment including cameras, projectors,
tape recorders, record players, and video recorders. Ability to create, edit, manipulate,
transform and scale digital images for use in presentation, wireline transmissions, pre-
press production, and inventory, storage and retrieval. Ability to read and interpret
electronic schematics. Ability to process black and white film and print photos in
darkroom environment. Ability to supervise technical personnel and provide consultation
on technical media matters. Ability to perform duties under sometimes adverse
conditions such as extreme heights, confined areas, extreme weather conditions, at
construction sites, etc. Ability to climb, bend, stoop, and lift equipment up to 40 lbs.
Ability to establish and maintain effective working relationships with other employees,
City officials, and the general public, and to communieate effective both orally and in
writing. Ability to keep accurate records and prepare periodic reports.
Minimum Training and Experience
Bachelor's degree in Communications, Computer Arts, Visual Aids, or related field and
one (1) year experience in promotional communication and one (1) year as a professional
producer; or an equivalent combination of education, training, and experience.

Possession of an acceptable Florida Driver's License.

ARTICLE XXIII CONTINUOUS EMPLOYMENT.
Section 23.1. Definition.
Continuous employment shall be both on a City-wide ("CCE") and as a member
of the Ocoee Fire Department ("FDCE") and shall commence from the employee's initial
date of hire with the City and as a member of the Ocoee Fire Department, respectively.
It shall continue until broken as provided in Section 23.3 below. When two or more
employees start work in the Ocoee Fire Department on the same day, their FDCE shall
be based on their position on the new hire eligibility list.
Section 23.2 Benefits.
The earning or accrual of benefits shall be based on the CCE as provided in the
City PRR unless a particular benefit, benefit plan or this grievance specifically provides
otherwise.
Section 23.3. Loss of Continuous Service.
CCE and FDCE shall be loss upon the happening of one or more of the following
events:
A. Resignation.
B. Termination in accordance with the City PRR.
C. Retirement.
D. Receiving an authorized leave of absence.
E. Lay-off for more than six (6) continuous months.
In addition, FDCE will also be lost if an employee is promoted or is transferred to
a position outside the Ocoee Fire Department, but if into another position within the
Orlando Fire Department, the FDCE shall continue to accrue.

ARTICLE XXVIII DURATION
This contract shall remain in full force and effect through midnight September 30,
2001, and shall automatically renew itself for periods of one (1) year unless either party
delivers to the other written notice of its intent to terminate or modify this contract not
less than ninety (90) calendar days before September 30, 2001, or not less than ninety
(90) calendar days prior to September 30 in any year of an automatic extension under
this Article.
