SUBJECT: Forest Oaks Water Treatment Plant Fence Project
Bid Number B99-06
On Tuesday, September 28, 1999,bids were received for the Forest Oaks Water Treatment Plant
Fence Project. The work involved for this project includes: (1) clearing of brush and undergrowth
around the entire property line for the fence installation, (2) installation of a 6' high chain link
fence with barbed wire around the entire Water Treatment Plant property, with the exception of
the existing fence along the north property line and(3) installation of a second gate for future
access to the plant.
This project was publicly advertised and the following information was distributed to all
prospective bidders: one set of bid documents, each containing the project bid forms, scope of
work and schedule of bid items, and; one addendum that clarified the materials to be used for
fence project.
Three bids were received from the public advertisement. All of the submitted bids were reviewed
for content, clarity and proper addition. None of the received bids were found to be complete and
acceptable. The following is a listing of the received bids:

The Engineering Staff has reviewed the submitted bids and has-found all three bids to be
unacceptable for the following reasons:
• The lowest bid did not include a cost for the clearing the fence line and did not provide a bid
bond, a requirement outlined in the bid package.
• The middle bid did not provide a bid bond.
• The highest bid did not acknowledge the issuance of the addendum and exceeded the
engineer's estimate by 50%.
I recommend the City Commission reject all three bids and allow the project to be re-advertised
with the following modifications to the bid package:
1. Addendum No. 1 issued on September 23, 1999 be incorporated into the design of the
project. This addendum was issued to specify that FDOT Index Number 452,Type B will be
the type of fence and materials to be used on the project.
2. All references to the bond requirements stated within the bid package be highlighted. Also,
whenever a bid package is issued, the Contractor is reminded of the bid requirements prior to
submission.
