Friel, AICP, Capital Projects/Transportation Planne SUBJECT: Appointment of City Representative to the West Orange-Southeast Lake County Transportation Task Force ISSUE: • Should the Mayor and City Commissioners appoint a City representative to serve on the Board of Directors for the West Orange-Southeast Lake County Transportation Task Force? BACKGROUND: Recently, representatives from Ocoee, Winter Garden, Oakland, Clermont, Windermere, Orange County and Lake County have met to discuss the various transportation issues, that plague the West Orange County and Southeast Lake County region. An example of this groups activities has been the involvement in FDOT's recent decision to fund $2.5 in congestion management improvements along State Road 50. As this informal group has materialized, it has become apparent that the group should form an organizational structure in order to achieve the long term goals for the region. To date, the mission of this group is as follows: Whereas the West Orange-Southeast Lake County area is experiencing unprecedented growth, and whereas present traffic planning and budgeting will not adequately address the area's traffic needs in a timely manner so as to allow for orderly development; the West Orange-Southeast Lake County Transportation Task Force is hereby constituted to accomplish the following goals: • To collect and collate existing and future traffic studies and data relevant to the area of concern, • To assist the West Orange and Southeast Lake County area in identifying the area's transportation needs based on those studies and other relevant information, • To work for the implementation of projects which will fulfill the transportation needs of the area of concern by means of assisting in developing funding partnerships, encouraging cooperative right of way acquisition, and identifying funding sources which will further the goals of the area. Pr•otcct Ocoee s Water Resuur cos() /� The Honorable Mayor and City Commissioners October 14, 1999 Page 2 Generally, the area of concern is bounded on the west by US 27 on the south by SR 192, on the northeast by McCormick Road, on the northwest by CR 561 and on the east by Hiawassee Road. DISCUSSION: It is proposed that the Task Force will be organized as a non-profit organization with annual membership dues set at $500 per member. Although any government entity or business located within the area of concern is allowed to join, the organizational structure will consist of a 15 member Board of Directors, a five member Executive Committee and a Technical Committee. The Board of Directors will be comprised of a representative from Ocoee, Winter Garden, Oakland, Windermere, Clermont, South Lake County, West Orange County, Ready Creek, the Orlando-Orange County Expressway Authority and representatives of private entities considered to be large traffic generators. The Executive Committee will be formed from the 15 member Board of Directors and will be designated as a steering committee. The Technical Committee will consist of planners from each member government and transportation entity and will assist the Board of Directors on technical issues. Ocoee's appointed representative to the Board of Directors will serve up to a three year term.
