present a quick review of the charter's history, solicit issues concerning the
charter from the Orlando City Commissioners, and generate participation and
input by the citizenry in the CRC meetings.

As requested in your letter dated July 20, 1999, and confirmed in our phone
conversations with Joanelle Albert, City Manager Shapiro has directed that we schedule
the Orange County 2000 Charter Review Commission under Presentations for the
Ocoee City Commission meeting on October 5, 1999.
If the presentation will include use of computer, VCR, or overhead projector, please let

"Presentation" to Ocoee City Commission
Joanelle Albert called today to ask if members representing the CRC might attend the
,October 5th City Commission meeting in order to give an overview of the Charter
process and to receive input from the City Commission and the citizens. She estimated
that they would need about 15 minutes. She said that October 190 would probably
work for them if October 5th was not a good date for us.
Attached is a copy of Jacob Stuart's letter of July 20 concerning this.

Dear Mayor Vandergrift:
In order for the Orange County 2000 Charter Review Commission (CRC) to obtain as much
input from our citizens as possible, I would like to have two or three of the CRC members
attend one of your city council meetings during the next several months (August 1999
through February 2000). The CRC members could explain the purpose of the CRC and
answer questions, and gather ideas or concerns from your city council and your city's
citizens. Or if you prefer, they could be available for the public to talk with them during a
break or before or after your meeting.
If you are willing to have CRC members attend a city council meeting, Joanelle Albert, CRC
Administrative Assistant, can coordinate the schedule with your city clerk. Please call
Joanelle directly at 407-836-2748 to let her know when your meetings are held and to
suggest two or three alternative dates. You can also reach her by fax at 407-836-5599, or by

2000 CHARTER REVIEW COMMISSION
TO ATTEND CITY COUNCIL/TOWN HALL MEETINGS
ORLANDO, FLORIDA - Orange County 2000 Charter Review Commission Chair
Jacob V. Stuart announces a schedule for visiting the municipalities within
Orange County for the purpose of soliciting comments regarding the Orange
County Charter from the members of the city commission and Orange County
citizens attending these meetings.
The Charter Review Commission, organized in January, consists of fifteen
Orange County citizens appointed by the Board of County Commissioners.
Their charge is to review the existing Charter which was adopted by voters
of Orange County in 1986 and revised in 1988, 1992, and 1996. The purpose
of the Charter is to provide Orange County with a structure of government
that allows greater flexibility in dealing with the complex issues facing
our community.
Chairman Stuart stated, "We want the city and town commissioners and their
citizens to know how they may contact the Charter Review Commission to
express their concerns about the current charter. "
Stuart asked, "Is there anything about the charter you as a citizen of
Orange County dislike? Is there anything that should be changed? If so,
this is one opportunity, in addition to regularly scheduled Commission
meetings, to present issues to the Charter Review Commission."
