GOO' CITY MANAGER ELLIS SHAPIRO STAFF REPORT DATE: September 30, 1999 TO: The Honorable Mayor and City Commissioners FROM: Robert Lewis, AICP, Principal Planner SUBJECT: Villages of West Oak Preliminary/Final Subdivision Plan Project#LS-99-005 ISSUE: Should.the Mayor and City Commissioners approve the Preliminary/Final Subdivision Plan for the Villages of West Oak? BACKGROUND: The Villages of West Oak subdivision will include a total of 33 single family residential lots, located at the southeast corner of the intersection of Clarke,Road and White Road. The subject property is part of the Lake Lotta Center DRI/PUD,thus its zoning is PUD. The PUD indicated that this property and the property west of Clarke Road and south of White Road would be developed with single family homes. The property surrounding the proposed subdivision has A- .1 and R-1-A zoning (north - church and SF homes), PUD zoning (west - vacant; and south - West Oaks Mall), and Orange County Agricultural zoning (east - vacant). The property to the east has pending applications for annexation and PUD zoning in the City. The subject property is currently vacant with a mixture of trees, including a significant number of oak trees. DISCUSSION: The Villages of West Oak subdivision will have one point of access from White Road. Access to the adjacent property to the east will also be provided at this location to allow that property to have joint access to White Road through this subdivision. There will be a 6 foot brick wall with appropriate landscaping along the entire western and northern boundaries of the subdivision adjacent to Clarke Road and White Road. There is currently a 6 foot brick wall along the entire southern boundary adjacent to the West Oaks Mall. P otect Ocoee s;t"afei`8016ro s �$ September 30, 1999 Honorable Mayor and City Commissioners Page 2 Most of the lots are 50' x 110' (5,500 sf), which is smaller than most lots currently being developed in the City. However, these small lots are consistent with the PUD Land Use Plan for the Lake Lotta Center PUD. The minimum living area will be 1,200 sf. The recreation area for the project is located just inside the entrance adjacent to one of the retention ponds. It will include a tot lot, picnic tables, benches and an open play area, all to be owned and maintained by the Home Owners Association. The sanitary sewer lift station at the west end of the cul-de-sac will serve this subdivision and another proposed small subdivision to be developed on the adjacent property to the east. The lift station will be owned and maintained by the City. The Conditions of Approval for the Villages of West Oak subdivision are listed on Sheet 11 of the plan set. There are three proposed waivers from Code requirements: 1) The 800 foot maximum cul-de-sac length- 1,100 feet proposed; 2) The 25 foot front building setback- 20 feet proposed; and 3) The 25 foot PUD buffer along all PUD boundaries - no PUD buffer proposed along the east side of Lot 33. The proposed waivers and justifications are listed in the Waiver Table on Sheet 11. All three proposed waivers are supported by Staff The attached Preliminary Subdivision Plan for the Villages of West Oak subdivision was reviewed by the Development Review Committee (DRC) on August 20, 1999. The Committee voted unanimously to recommend approval of the Preliminary / Final Subdivision Plan, including all three proposed waivers, subject to several minor revisions. All of the revisions requested by the DRC have been satisfactorily addressed in these plans. PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION: On September 29, 1999, the Planning and Zoning Commission held a public hearing regarding the Villages of West Oak Preliminary/Final Subdivision Plan. During the hearing, the applicant responded to a few questions, but there were no other speakers from the audience. When the discussion was finished, the Planning and Zoning Commission voted unanimously to recommend approval of the Villages of West Oak Preliminary / Final Subdivision Plan, date stamped received by the City on September 9, 1999, in accordance with the staff recommendation. STAFF RECOMMENDATION: Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commission approve the Preliminary / Final Subdivision Plan for the Villages of West Oak subdivision, including all three proposed waivers, as date stamped received by the City on September 9, 1999. The Ocoee Planning and Zoning Corn- mission or Ocoee City Commission may continue the public hearings to other dates and times as they deem necessary.Any interested party shall be advised that the dates,times and plac- es of any continuation of these or con- tinued public hearings shall be an- nounced during the hearing and that no further notices regarding these matters will be published.
