T RESOLUTION NO. 99 - 23 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, REGARDING A POLICY STATEMENT CONCERNING THE LYNX BUS SYSTEM; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Ocoee desires to serve the transportation and traffic needs of the citizens of Ocoee; and WHEREAS, the City Commission of the City of Ocoee finds a public need and necessity to balance the benefits of public transportation with the need to provide effective traffic management and flow within the City limits; and WHEREAS, the Central Florida Transportation Authority (d/b/a LYNX) administers the public transportation system within the City of Ocoee limits; and WHEREAS, the City Commission of the City of Ocoee has identified traffic congestion issues that are a direct result of LYNX buses; and WHEREAS, the City of Ocoee has officially notified LYNX on numerous occasions of the impeding traffic issues, including but not limited to LYNX vehicles making unscheduled stops on thoroughfares within the Ocoee city limits for extended periods of time in an effort to correct their route times; and WHEREAS, by direct order to the City Manager by the Honorable Mayor and Board of City Commissioners,the Chief of Police or his designee shall enforce all violations of the Florida Motor Vehicles Court of Law and shall issue appropriate citations for violations for said violations; and WHEREAS, the City Commission of the City of Ocoee has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA: Section 1. The City Commission requests LYNX to direct its buses to refrain from stopping in City thoroughfares unless for the specific purpose of picking up or dropping off passengers. Section 2. Conflicts. All resolutions, parts of resolutions or acts of the City Commission of the City of Ocoee in conflict herewith are hereby repealed and rescinded. 1 OIL �S' Section 3. Effective Date.
