The Phase 1 Project included a new water main along Wurst Road from Peters Avenue to the lamela WTP, along hackney-Prairie Road from the Forest Oaks WTP to Rich Drive, and the cleaning and testing of the existing force main on Clarke Road. This change order request was initiated by City Staff to enhance the project and allow for future expansion and better operation and maintenance of the distribution system. The items included in this change order arc: Item 2-A - Additional Valves and Fittings on Wurst Road at Peters Avenue: Under Change Order No. 1, the pipeline to the west of the intersection of Wurst Road and Peters Avenue was deleted due to the inability to obtain temporary construction easements. To allow for the contractor to complete his project, a plug was required to test against. To allow for expansion, the tee and gate valves were required for future expansion west along Wurst Road and north along Peters Avenue. The cost to perform this additional work was $3,500.00, with no increase in contract time. Item 2-B - Additional Fittings on Wurst Road at Foxfire Drive: At the intersection of Wurst Road and Foxfire Drive there is a sanitary sewer force main, water main, and stormwater collection structure and pipeline. To maintain required separations the new 12 inch pipeline needed to he lowered to clear these pipelines. The original design did not take into account the significant depth of the existing utilities. There are no record drawings for the existing facilities in this area. In addition, the existing Sprint telephone cables arc not installed in a path parallel to the edge of Wurst Road, from west to east they move closer to the pow urt. , IrIeseErrt.: road, and the horizontal layout of the pipeline was corrected at the same time. The cost to perform this additional work was $2,000.00, with no increase in contract time. Item 2-C-Additional Valves and Fittings on Hackney-Prairie Road at Rich Drive: The new 16 inch pipeline from the Forest Oaks WTP was designed to connect to the recently installed pipeline in the Remington Oaks Development along Hackney-Prairie Road. Connection to the 12 inch pipeline on Rich Drive was not included. To allow for minimal disruptions and no loss of pressure or flow associated with a maintenance repair, the connection to the 12 inch pipeline was required. This involved the installation of a cross and two gate valves to connect all three pipelines. The cost to perform tins additional work was $7,000.00, with no increase in contract time. The total cost for this change order is $12.500.00 with no extension on the contract time. The dollars for this change order will come from the project's construction contingency. This change order amounts to approximately 3.19 percent of the original bid price of$392,000.00. I recommend that the City Commission approve Change Order No. 2 with Wharton-Smith, Inc. by increasing the contract amount by $12,500.00, with no extension in contract time, and authorize the Mayor and City Clerk to execute Change Order No. 2. The GENERAL CONDITION, SUPPLEMENTARY CONDITIONS, SPECIFICATIONS and all parts of the Project Manual listed in Article I, Definitions, of the GENERAL CONDITIONS apply to and govern all work under this change order. II. REQUIRED CHANGES Item 2a-RPC 003: Addition of a 12 inch tee, two gate valves and appurtenances at the end of the pipeline on Wurst Road at Peters Avenue. Item 2b-RPC 004: Addition of fittings and appurtenances to work around existing Sprint telephone cables and City water, sewer and stormwater pipelines and structures at the intersection of Wurst Road and Foxfire Drive. Item 2c-RPC 005: Addition of a cross, two gate valves and appurtenances at the connection to the existing pipelines on I lackney-Prairie Road at Rich Drive. Ill. JUSTIFICATION Item 2a- RPC 003: Under change order no.
