Wheeler, P.E,.4'2 / Assistant City Engineer/Utilities Director/Construction Administrator SUBJECT: Wastewater Treatment Plant and South Water Treatment Plant Authorization to Purchase Equipment Wastewater Treatment Plant - Chlorine Residual Analyzer The automatic Chlorine Residual Analyzer at the wastewater plant is not accurately tracking the effluent chlorine residual any more. The analyzer is very old and replacement parts are either more expensive than a new unit and may not be manufactured any longer. This type of equipment becomes outdated fairly quickly because of new technology. The City is required to track and report Chlorine Residual to the Florida Department of Environmental Protection on a monthly basis. 'therefore, the replacement of this important piece of equipment is necessary. Three written quotes have been received for a replacement unit. They are attached for your review. Guardian Equipment, Inc. provided the least expensive quote of $2,915.00 for the replacement unit. The funds to pay for this piece of equipment will come from the Wastewater Reserve and Replacement Account. South Water Treatment Plant - High Service Pump 14 Motor At the March 2, 1999, regularly scheduled City Commission Meeting, authorization to purchase new rotating assemblies was presented and approved. The final piece to upgrading the high service pumping facilities at the South W Il' is to upgrade the motor on high service pump no. 4. This upgrade was not done in conjunction with the installation of the rotating assemblies because it will require the pump to be off-line for two to three days while a new motor mount is fabricated to align the pump and motor units. The motor upgrade from a 75 Hp motor to a 100 lip motor will allow the pump to efficiently operate in the systcm's pressure zone. POV1 Carter & VerPlanek, Inc. is the only authorized manufacturer's representative for Ingersoll Rand pumps in the state of Florida; therefore only one quote was secured. Their quote is attached for your review. In going to Caner & VerPlanck to purchase and install the new motor, the warranties on the entire unit will not be voided hut extended. The price for the new motor and installation is $4,682.00. The funds to pay for this piece of equipment will come from the Water Reserve and Replacement Account. Staff request the following actions from the Mayor and City Commission: • Approve the purchase of the new Chlorine Residual Analyzer for the Wastewater Treatment Plant from Guardian Equipment, Inc. in the amount of $2,915.00 to be funded from the Wastewater Reserve and Replacement Account. • Waive the requirements of the Purchasing Manual that securing three written quotes for the purchase of equipment over $250 in value. • Approve the purchase and installation of a new 100 Hp motor from Ingersoll-Rand, Inc. through Carter & VerPlanck, Inc. in the amount of$4,682.00 to be funded from the Water Reserve and Replacement Account.
