Shira, Community Relations/Projects Directo Subject: Special Events Permit for Founders' Day Activities Attached please find the special events permit application for the various Founders' Day activities to take place on Saturday, October 16. Taking the events as they will occur that day, below please find a summary of the activities, their locations, the various City facilities and personnel needed to manage them, and requests for City road closings. First Annual Founders' Day 5K Road Race This event will be staged from the West Oaks Mall. The race will begin on Clarke Road, near the intersection with White Road at 7:30 a.m.. The 3.1 mile route continues west on White Road, loops through Sleepy Harbour subdivision, and back down White Road, to Clarke, and into the Mall parking lot where the finish line will be located. Clarke Road (south of White Road) and the intersection of Clarke and White Roads will be blocked from traffic approximately 5 minutes before the start of the race (7:25 a.m.) to allow the runners to line up. As soon as all the runners clear the intersection and are heading west on White Road,police will open the intersection to traffic. The race will be monitored so that police will know when the first runner is approaching the intersection again. It is expected that the first runner will reach Clarke and White on the return within 17 minutes of the start of the race. It is anticipated that it will be another 30-40 minutes from then until the last runner clears the race. During this time there will be police officers controlling the traffic flow at Clarke and White and on Clarke into the northernmost entrance to the mall parking lot where the finish line will be located. There will also be traffic monitors at the various intersections along White Road. White Road will be closed to traffic during the race; however, the runners will be kept to one lane in the event emergency or other vehicles need to get through. Police and volunteers will be at the intersections along the route to ensure the control of traffic. The City will be mailing a letter to all residents along White Road to alert them of the race and ask for their cooperation with keeping the road closed to traffic for this one-hour time span. I POW ac Protect Ocoee�Water Resources• ,� ) Page 2 Special Event Permit Staff Report have already spoken with the Sleepy Harbour homeowners' association since the race will actually go through their neighborhood. They have been extremely helpful with getting word out to their homeowners about the race and have asked their neighborhood to help with the race by parking all cars in driveways, not scheduling yard sales for that day, and to come out and cheer the runners on. They will also be working with the race managers to set up a water station in their neighborhood. The City, including Lt. Chuck Seaver who will be overseeing police coverage for the various Founders' Day activities, has met with Mall management and the race management company to try to cover all aspects of safety while trying to reduce the amount of inconvenience to residents along the route. We will have staff and volunteers helping coordinate the set up on Mall property that day as well as monitoring the race as it occurs. Health Central, one of the race sponsors, has offered to provide an ambulance which will be located at the Mall that morning in the event our emergency response staff needs assistance. West Oaks Mall, another of our race sponsors, will have its security people handling security on Mall property while our officers handle off-site traffic control and other issues. Specifically with regard to the road race, staff is requesting approval of the White and Clarke road closings as indicated. Founders' Day Parade The parade is scheduled to start at 9:30 a.m. The participants will gather in the Ocoee Elementary School parking lot. The parade route will start at the school, travel Delaware to Bluford Avenue to the entrance to City Hall (driveway to the north of the fire station), and finish down near the boat ramp. It is expected that the parade will take an hour from start to finish. Police will be at the intersections of Orlando and Bluford Avenues and Silver Star Road and Bluford Avenue. Volunteers will help monitor other intersections along the route. As of this date there are approximately 15 groups participating in the parade. Many participants are either walking or riding bicycles. There will be a few antique automobiles, a truck which will carry our grand marshals, and four or five horses. Specifically with regard to the parade, staff is requesting approval to close Bluford Avenue to traffic, from Orlando Avenue to Franklin Street from 9:15 a.m. to 10:15 a.m. Attached to this staff report is the approval from the State since Bluford Avenue is a state roadway. Car Show The car show will take place in downtown Ocoee along McKey Street. Cars will start arriving for set up at 9 a.m. Signs will be placed at State Road 50, along Maguire Road, along Bluford Avenue south of Geneva and along Geneva and Kissimmee in order to get participants to access POW!" Protect Ocaec's Water Resources Page 3 Staff Report Founders' Day Special Events Permit McKey Street from Kissimmee and points west rather than Bluford Avenue. This is to keep any conflicts from happening between the parade and the car show set up. McKey Street is being closed to traffic from Kissimmee to Bluford from 8 a.m. to 3:30 p.m. for the car show. Bruce Nordquist is coordinating the car show and will work with Lt. Seaver on any assistance needed. Bruce will also notify the downtown businesses of the road closing and Founders' Day festivities. Specifically with regard to the car show, staff is requesting approval to close McKey Street from Kissimmee Avenue to Bluford Avenue from 8 a.m. to 3:30 p.m. Attached to this staff report is the approval from the State since McKey Street is a state roadway. Staff is also requesting permission for any of the businesses along McKey Street and Bluford Avenue to have sidewalk sales that day without individual permits if they so desire. Main Location of Events - Municipal Complex Park The main location for festivities for Founders' Day will be at the Municipal Complex Park. There will be things located around the Maguire House, Woman's Club, Community Center, on the open field, and down by the lake. To make it easier for pedestrians and safer for children, we would like to close additional roads this year. We propose to close Lakeshore Drive between Lakeview and Oakland Avenue. The food vendors will set up on Lakeshore Drive between the boat ramp and Oakland Avenue. We also want to control traffic by not allowing cars to drive in to the event from Silver Star Road. We also suggest closing Oakland Avenue from Bluford Avenue to Lakeshore Drive and Lakewood Avenue from Oakland to McKey Street. We are having more activities on the grounds of the Woman's Club and with the car show downtown, this will provide a more pedestrian-friendly atmosphere. Specifically with regard to the main location of events, staff is requesting approval of the following road closings: Lakeshore Drive from Lakeview to Oakland Avenue Oakland Avenue from Bluford to Lakeshore Lakewood Avenue from Oakland to McKey Although the City Commission has previously approved the fireworks display, we also want to note that City staff has met with the Zambelli pyrotechnician, Ernie Simmons, who is stationed in Winter Haven. Mr. Simmons will be setting up the equipment on the barge the Friday before Founders' Day and then loading the fireworks onto the barge the morning of the event. There are approximately 1,000 shells in the display ranging from three-inch to ten-inch. The Fire Department has been involved in planning the display and will be monitoring the set up and firing that day. PowTi, Prefect Ucnsa's Water Resources Page L/ Staff Report Founders' Day Special Events Permit Even though it may seem premature, I want to acknowledge several people who have worked very hard to put these events together. Mary Melvin, a resident of Reflections subdivision, Founders' Day Committee member, and avid runner has devoted countless hours to planning the road race. It was an extremely complex event to organize with many different people involved, and Mary has done a remarkable job in promoting Ocoee as a great location for a regional event. Her contributions to our community are commendable. There are also several City employees who have worked very hard to ensure the success of this community event. Fran Gosnell has put together everything for the City's booth and has also handled all the publicity for Founders' Day including press releases, fliers, banners, signs, and information on the Ocoee government television channel. Carolyn Alexander has volunteered on her own time to plan the parade. She has single-handedly organized all the details and will be there that morning to supervise that part of the festivities. Bob Smith and the Public Works Department also helped tremendously with preparations this year. As you know, our fireworks display will take place on Starke Lake. Denver Music supervised the construction of the barge platforms we had to build to allow us to do the show from the water. All of the Public Works employees who worked on this project should be thanked for their contribution. Special thanks also go to Mike Keller and Cary Bertling who helped with signs and banners for the event and to the Public Works employees who helped to coordinate the work with Amber Electric down by the lake. I also want to acknowledge Lt. Chuck Seaver and the Ocoee Police Department. With the event growing each year, their job gets more involved but they are always willing and able to assist in making the day a success.
