SUBJECT: Resolution 99-16, Identifying A Commitment to Provide Funding For The
SR 50 Congestion Management Study

ISSUE:
Should the Mayor and City Commissioners approve Resolution 99-16, to agree in principal to share
in the cost of the SR 50 Congestion Management Study with Orange County, the City of Winter
Garden and the Town of Oakland?
BACKGROUND:
For several years, the City has been working with Orange County, the City of Winter Garden and the
Town of Oakland to convey the importance of improving SR 50 to the Florida Department of
Transportation (FOOT). Working through MetroPlan, the region's transportation planning agency,
the cities and county were able to elevate the widening of SR 50 as the seventh highest roadway
priority in the Orange, Seminole and Osceola County region. Although this roadway project ranks
higher than dozens of other needed regional roadway projects, the well documented shortfall in
available state and local funding means that this project will not be realized for six to ten years.
Realizing the need to relieve SR 50 now, representatives from Ocoee, Orange County, Winter
Garden and Oakland have been exploring other opportunities to extend the life of SR 50 as a four
lane roadway. The most obvious way to do this is to improve the overall operation of the various
signalized intersections and to control the median access along SR 50. This is typically called
congestion management. FDOT allocates funding for congestion management separately from
roadway widenings and therefore, congestion management projects must be prioritized"on a
different list from roadway widenings. Fortunately, the cities and county were able to get congestion
management improvements along SR 50 ranked as the highest priority in the three county region.
Based on information provided by MetroPlan and FDOT, funding for up to $2.5 million in congestion
management improvements along SR 50 should be available beginning in the 2001-2002 fiscal year.
The.congestion management study, which is being proposed, will identify what improvements should
be made once the funding is available.

DISCUSSION:
As you may recall, in the winter of 1997, Ocoee began their own congestion management study for
the portion of SR 50 located within the City. This study was adopted by the Ocoee City Commission
in the summer of 1998. Since .that time, City staff has used this plan to guide development
throughout the corridor. City staff intends to,incorporate Ocoee's existing study into the proposed
study thereby, preserving not only the work which was previously completed but also preserving the
intent and actions of the City Commission. Additionally, the City will request a credit for the existing
study to be applied to the total cost of the proposed study.
Although the actual cost of the study will not be known until an actual scope of services is agreed
upon, the cities and county have agreed that the combined share of Ocoee's, Winter Garden's and
Oakland's contribution will not exceed $75,000. The "fair share" for each city will be calculated
based on the linear distance of each community along SR 50.
RECOMMENDATION: •
Staff respectfully recommends that the Mayor and City Commissioners approve Resolution 99-16,
agreeing in principal to share in the cost of the SR 50 Congestion Management Study with Orange
County, the City of Winter Garden and the Town of Oakland.

RESOLUTION NO. 99-16
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OCOEE, FLORIDA; IDENTIFYING A COMMITMENT OF THE CITY OF
OCOEE TO PROVIDE FUNDING FOR A CONGESTION MANAGEMENT
STUDY FOR SR50; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Ocoee has in place an Access Management and Intersection Operation
Study for the SR50 Corridor through Ocoee, and
WHEREAS, Metroplan Orlando (The regional MPO) has identified the section of SR50
from Kirkman Road to the Florida Turnpike west of Winter Garden as the seventh priority for
future funding for the construction of two additional lanes; and
WHEREAS, at the anticipated funding levels, it will be six to ten years before the FDOT
will construct these additional lanes; and
WHEREAS, Orange County and FDOT staff have identified the need to improve certain
intersections with operational improvements on SR50 that will relieve congestion in the interim;
and
WHEREAS, the County is recommending the development of a Congestion Management
Study for SR50 to identify these operational improvements; and
WHEREAS, Orange County is requesting the affected municipalities to participate in a
cost share for said study; and
WHEREAS, Ocoee will furnish the appropriate information from the Access
Management and Intersection Operation Study to be given credit against the total cost of the
study.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE, FLORIDA:
SECTION I. To agree in principle to share in the cost of the SR50 Congestion
Management Study for the operational improvements to SR50 with Orange County, the City of
Winter Garden, and the Town of Oakland. Said cost sharing shall be based on the amount of
linear feet of State Road 50 contained in each of the municipalities including any credit received
by the City of Ocoee for the existing Access Management and Intersection Operation Study,
however in no case shall the amount of the participation by all the municipalities exceed$75,000.

SECTION II. This resolution shall take effect immediately upon its final adoption by
Ocoee City Commission.
PASSED AND ADOPTED by the City Commission of the City of Ocoee, Florida, this 5`h day
