RE: Ordinance Amending Chapter 21 of the Code of Ordinances
(Purchasing Code)
ISSUE
Should the City Commission amend Chapter 21 of the Code of Ordinances regarding the City's
Purchasing Policy?
BACKGROUND & DISCUSSION:
The City Commission adopted Chapter 21; the City's Purchasing Policy, on July 16, 1996. Staff
recognizes that enhancements and revisions to the existing purchasing ordinance are periodically
necessary to streamline the procurement of commodities and contractual services for the City.
A committee was formed to evaluate the existing purchasing ordinance and procedures. This
committee consisted of the Buyer, Finance Director, Public Works Director, Assistant City
Engineer, Community Relations Director, Finance Supervisor, Budget Analyst, and Accountant
with review by the City Manager.
Along with amendments to particular definitions, the most substantial amendments are those to
Section 21.4; Minimum Standards, Section 21.8; Exemptions, and to Section 21.7; Procedures
and Practices. The value of purchase limits, pricing mechanisms, and authority to approve under
the Minimum Standards section is amended to reflect the increased volume of purchases the City
has acquired, and to acknowledge market increases on various commodities and contractual
services. There are also amendments to the Exemptions section reflecting additions and
deletions of various commodities and contractual services, as applicable. Another important
amendment is to the Procedures and Practices section, stating if a contract is required in
connection with a purchase that is less than $15,000.00, the Mayor and City Clerk shall execute
all such contracts, following approval of a purchase order.

Upon approval of the amendments to Chapter 21 of the Code of Ordinances, the City Manager
shall revise the purchasing procedures and practices. The City Manager shall include the revised
purchasing procedures and practices in the purchasing manual, in compliance with the
implementation and adherence to the amendments of Chapter 21.
STAFF RECOMMENDATION
It respectfully is recommended that the City Commission approve the Ordinance to amend
Chapter 21 of the Code of Ordinances regarding the City's Purchasing Policy and authorize
execution thereof by the Mayor and City Clerk.
