At that meeting this writer along with our City Attorney Paul Rosenthal suggested that possibly the Wal-Mart people could assist in helping Health Central build a turn lane onSR50 for an access road to the emergency room for emergency vehicles. Also, we suggested that the City possibly assist in the costs associated with this access road in an attempt to get Wal-Mart and Health Central to meet and agree to a solution. As a result of this position, we met with Wal-Mart and Health Central to discuss this matter. The costs associated with this project was estimated at approximately $250,000.00. At this meeting, Wal-Mart increased their contribution to Health Central to $150,000.00. It was also agreed that Health Central would be giving the right-of-way to the City for the right hand turn at Blackwood and SR50 whether or not the City contributes any funds to this agreement in an effort to assist the traffic plan in the area. To this end, I still feel that it is appropriate to consider contributing the additional $100,000.00 to the Health Central project as a result of Health Central initial construction of Blackwood Avenue as a four (4) lane divided road, their contribution of the right-of-way for the right hand turn lane at Blackwood and SR50. powir, P ctect Ococc'sWatt.r Resources 2 Re: Agreement Between Wal-Mart and Health Central August 30, 2000 Page Two However, in any case, I would recommend the Wal-Mart Supercenter be approved whether or not you agree or disagree with our contribution recommendation since they have met all of our Planning ordinances, and are improving our traffic circulation in the City by contributing more than $1,000,000.00 in traffic impact fees as well as nearly $1,000,000.00 in right-of-way and traffic improvements in the area.
