BACKGROUND: On June 6, 2000, the Mayor and City Commissioners entered into a continuing contract for Master Planning Services. This contract anticipated that the design team of Spillis Candela DMJM, Herbert-Halback, Inc. and Vanasse-Hangen - Brustlin would undertake professional planning, design and engineering work geared toward recreation and urban design projects. This contract was structured to require that each Work Order with its own scope of services be approved by the City Commission prior to commencement of professional services. DISCUSSION: The attached Scope of Services outlines the various tasks to be accomplished to formulate the South Park Master Plan. This three (3) month effort will enlist community input as part of the design process and explore multiple options for inclusion within the Plan. The Orange County School Board plans for an adjoining elementary school will also be incorporated into the design. A fee of $30,803 is proposed to cover the Professional Services necessary to develop the Master Plan. STAFF RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commissioners approve the proposed Scope of Services for the South Park Master Plan. The Orange County School Board shall retain a 10-acre portion of the site for an elementary school. The City of Ocoee shall be assigned a 10-acre portion of,the site for a community recreation park. The remaining 5-acre parcel shall be for recreation fields to serve both school and the community park functions. The City of Ocoee will be responsible for the maintenance of the 5-acre shared property as well as the 10-acre park site. The Consultant (Spillis Candela DMJM) shall provide project management, direct all graphic production tasks, coordinate with the school board and direct the layout of the school facilities. Herbert•Halback, Inc. (HHI) will serve as the recreational planner and direct the public involvement tasks for the project. Vanasse Hagen Brustlin (VHB) shall provide an engineering overview of required infrastructure (stormwater, parking, utilities, etc.) to support the school- park project. SCOPE OF SERVICE TASK 1.0 -ORGANIZATION, INVENTORY&ANALYSIS 30 DAYS 1.1 Kick Off Workshop Kick off meeting function was performed during team meeting of August 3,2000. 1.2 Data Collection, Inventory and Analysis 1.2.1 Boundary and Site Feature Surveys The Consultant shall perform a site features survey and analysis to include, but not be limited to, boundary, topographic, site features, utilities, vegetation, views, soils (general assessment; detailed soil tests will not be required until the construction document phase), drainage, winds and hydrology. Factors such as local, state and federal jurisdiction and development codes relating to the park property will be identified. If required, the Consultant will contract with a certified surveyor, at the owner's direction, to supply the project team with all required surveys, including a topographic survey that will include one-foot contour elevations and spot elevations as appropriate. Trees, shrubs and ground cover areas should also be denoted. Fees for the surveyor services are not included in the Consultant's fee schedule and considered an additional service. 1.2.2 Base Sheet Development The above surveys will be used to prepare a base plan for the master plan. 1.3 Preliminary Program Development Based on information gained through meetings with the City, Orange County School Board representatives and site analysis, the Consultant shall prepare a preliminary program for discussion with staff. A recreational demand analysis may be conducted to gather additional program information and preferences. The program will be presented in a chart format. The program will be discussed with staff at the same workshop where the information contained within the planning report is discussed. The program is instrumental in developing the master plan. 1.4 Staff Meeting A meeting will be held with the City to discuss the planning report, parks and recreation advisory board meeting and public meeting. Representatives from the Orange County School Board will be invited to attend this meeting. The Consultant shall be responsible for conducting and documenting the meeting. The City shall be responsible for securing a meeting site for the meeting. 1.5 Parks and Recreation Advisory Board/Public Meeting The Consultant shall conduct a meeting to present the project, site opportunities and constraints and to test the preliminary program to the parks and recreation advisory board and the general public. The Consultant shall prepare an advertisement/flyer/invitation for the City to produce and distribute. The Consultant shall be responsible for meeting set-up, conduction, documentation and take down. The City shall secure a meeting location. TASK 2.0—ALTERNATIVE CONCEPTS 30 DAYS 2.1 Development of Concepts Based on the approved program, the Consultant will prepare a maximum of two (2) conceptual plans for the school/park complex, in_bubble diagram form. The conceptuals will address such elements as site features, recreational elements, access, support facilities, circulation, drainage and image. The school layout ( see assumptions ) will be based upon the use of an Orange County Elementary School Prototype. 2.2 Comparative Analysis of Alternative Concepts An analysis or matrix of each concept will be prepared. The matrix will list the concepts relative compliance with the following factors: construction costs, satisfaction of program requirements, maintenance implications, operational efficiency, phasing implications and aesthetic evaluation. 2.3 Staff Meeting -Alternative Concepts Presentation The comparative analysis will be presented along with the design concepts to staff and • others as directed by the City. The alternative concepts presentation public meeting will also be discussed. Representatives from the Orange County School Board will be invited to attend this meeting. The Consultant shall be responsible for conducting and documenting the meeting. The City shall be responsible for securing a meeting site for the meeting. TASK 3.0 — MASTER PLAN/DESIGN DEVELOPMENT 30 DAYS 3.1 Design Documentation In accordance with the approved design plan concept, the Consultant will prepare the necessary design plans, documenting in text and graphic formats the intent and nature of the plan. Conceptual design will include plans, elevations, sections, details and materials relevant for all features of park elements. The school layout will be a plan view layout, as supplied by OCPS, of the prototypical 2-story Elementary School program on the designated site only (no elevations, sections, detailed plans or details). Final master planning and design of the school will be provided by Orange County Public Schools under separate contract. 3.2 Cost Estimate and Phasing Plan An estimate of probable costs will be prepared to implement the master site development plan. A development-phasing plan based on known funding sources will be prepared. No cost estimating referencing the Elementary School or its site is included. The shared recreation site is included. 3.3 Staff Meeting - Master Plan Presentations The Consultant will present the master plan and related documents at a meeting to staff, and others as directed by staff. Representatives from the Orange County School Board will be invited to attend this meeting. Furthermore, recommendations for phasing of the development (if applicable) will be presented. Following this meeting, the Consultant shall make any revisions to the plan documents resulting from comments. 3.4 Parks and Recreation Advisory Board, Public and City Commission Master Plan Presentation The Consultant will present the master plan and related documents to the City of Ocoee Parks and Recreation Advisory Board, public and city commission at a joint meeting. 3.5 Master Plan Report The Consultant shall forward the final report, via mail, with any changes to the master site development plan and/or phased construction recommendations FUTURE PHASE SERVICES Upon completion of the master development plan, the City may request the Consultant to provide services related to the implementation of the master plan. The following provides a listing of possible future services. • Additional Public Meetings • Newsletters or Brochures • Construction Documents • Permitting • Advisory Services During Bidding • Construction Administration Services • Grant Writing • Management Programs • Recreational Programs A more detailed scope and fee proposal will be provided for any of these services upon request from the City. ASSUMPTIONS • Prototypical Elementary School design is available from OCPS in a format that can be directly superimposed onto our base sheet. If unavailable, the site will be just bubble diagram without definition. • Owner to provide design team with City of Ocoee/OCPS Agreements and Conditions. Exhibit " A" VHB Scope SOUTH PARK MASTER PLAN THE CITY OF OCOEE PROJECT DESCRIPTION VHB will assist in the analysis, design and preparation of the Master Plan report for the 10-acre community recreational park site, which is located in the City of Ocoee. The property will be owned and operated by the City of Ocoee. The services provided will include recommendations as they relate to transportation, stormwater collection, conveyance and management, water supply distribution, and wastewater collection and transmission networks. In addition, VHB will make recommendations concerning the utilization of natural features of the land as part of the development of the site. It is not anticipated that any master planning services will be provided the 15-acre elementary school site adjacent to the park. SCOPE OF SERVICES 1.0 DATA COLLECTION, INVENTORY AND ANALYSIS 1.1 Planning Base Maps: Assemble all basic data that will be necessary to timely execute the project assignments. Included with in this basic data collection effort will be existing aerial photography, U.S.G.S. topographic maps, FEMA Flood Insurance Rate maps, Soils Conservation Service survey maps, existing utility maps, existing right-of-way maps, existing plats, existing topographic surveys, etc. Additionally, included within the scope of this task, is an initial field review by VHB project manager and project engineer. Utilizing the information gathered, VHB will prepare partial digital base maps of the area, which will contain a project boundary from the existing boundary survey and from contour information taken from existing files. 1.2 Land Use Studies: 1.2.1 Land Use Plan Preparation - In preparation of this plan, civil engineering services shall include recommendations as they relate to the transportation, stormwater management, water supply systems and wastewater facilities network. Additionally, the civil engineering services will include recommendations concerning the utilization of the natural features of the land as these natural features relate to the development of the facilities listed above. 1.2.2 Conceptual Engineering -VHB will assist in the development conceptual plans. The infrastructure for VHB to address will be the Master Stormwater Management System,wastewater collection facilities, the domestic water and fire distribution systems, the roadway transportation system, and other improvements essential to the community recreational park site. 1.2.3 Project Permitting and Schedule- Prepare a comprehensive site permitting review and identify local, regional and Federal permits required. These will be incorporated into an overall project schedule. 1.2.4 Project Coordination -VHB will consult with the identified governmental and/or regulatory agencies having jurisdiction on this project to discuss the design criteria and approval process for the Master Plan. These agencies are: City of Ocoee, Orange County, SJRWMD, FDEP, and the US Army Corps of Engineers. 1.2.5 Review Meetings - During the course of the review and preparation of the Land Use Plan and the Conceptual Engineering Studies, we will arrange and attend meetings with the project team to provide project coordination. Additionally, we will attend all meetings with governmental agencies, client and project team, in order to receive approval of the stated objectives. 2.0 MASTER PLAN COORDINATION: In conjunction with the development of the Master Plan for the City of Ocoee, VHB will provide the necessary coordination and consult with the Project Planner to provide Civil Engineering recommendations. Civil Engineering services shall include recommendations as they relate to the transportation (parking, roadways, and traffic), stormwater collection, conveyance, and maintenance, water supply system layout and analysis, and wastewater collection and transmission network layout and analysis. Additionally, the civil engineering recommendations will include advice concerning the utilization of the natural features of the land as these natural features relate to the development of the facilities listed above. 3.0 MASTER PLAN: Upon receipt of the client's written approval of the Master Plan report, VHB will assist the Project Planner in preparing the Preliminary Master Plan for the 10-acre community park site. This plan will include the necessary infrastructure to support the development of the 10-acre site, including the Stormwater Management system, Water Distribution, and Wastewater Collection and Transmission. This plan will be presented to the staff of the City of Ocoee. 4.0 ENGINEERS ESTIMATE OF MOST PROBABLE COST: Upon acceptance of the Master Plan, and written approval of the plan by the Client, VHB will prepare an Engineers Estimate of Most Probable Cost for this portion of the development. 5.0 STAFF/PUBLIC MEETINGS: VHB will have the Project Manager attend meetings with the City's staff and/or the design team to coordinate the overall project design, as requested. In addition, VHB will attend public meetings, as requested, to present the master plan. CLIENT-FURNISHED INFORMATION It is understood that VHB will perform services under the sole direction of the client. In the performance of these services, VHB will coordinate its efforts with those of other project team members, the client's architect, and other consultants, as required. The client shall provide VHB with project-related technical data including, but not limited to, the following: • Project size/building program • Boundary and Topographic Survey • Conceptual Land Use plan from the Project Planner • Property Boundary and Title Commitment • Geotechnical Investigation Reports VHB will rely upon the accuracy and completeness of client-furnished information in connection with the performance of services under this Agreement. SCHEDULE l VHB will begin performance of the above services on the date written authorization to proceed is received. The schedule is also subject to timely delivery of information promised by the client and is exclusive of client and local review of interim products. If the client requests that work under this Agreement be stopped for more than sixty (60) days, the schedule is subject to renegotiation when written authorization to proceed is received. COMPENSATION VHB will perform the Scope of Services contained in this Exhibit 1, on a time and expense basis at the standard hourly billing rates in effect at the time the work is performed. The Maximum Limit for Labor for this Scope of Services outlined in Items 1, 2, 3, 4, and 5 above, is$4,950.00, allocated approximately as follows: 1.0 DATA COLLECTION $500.00 2.0 MASTER PLAN COORDINATION $1,000.00 3.0 MASTER PLAN $1,000.00 4.0 ENGINEERS ESTIMATE OF MOST PROBABLE COST $850.00 5.0 STAFF/PUBLIC MEETINGS* $1,600.00 TOTAL UPSET LIMIT FOR LABOR $4,950.00 * It is anticipated that VHB will participate in four(4) staff and/or public meetings, each for a four-hour duration, attended by the project manager. Any authorized meetings in addition to the four(4) referenced above will be billed to the client at our standard hourly rates. In addition to the labor compensation, VHB shall be reimbursed for expenditures made specifically for the project such as: printing and reprographics; travel and subsistence; computer charges; telephone charges; shipping, postage, and courier service charges; purchase of maps and similar documents; etc. These direct expenses will be billed at cost. SERVICES NOT INCLUDED The services provided herein are intended to assist in the development of the Master Plan report for the 10-acre community recreational park. These services will be on the preliminary engineering level, with final detailed design efforts being performed under separate contracts to be executed at a later date. The following services are not anticipated, and therefore not included in this proposal at this time: • Master Planning services for Elementary School site • Boundary and Topographic Surveys • Detailed on-site or off-site drainage studies • Detailed traffic studies • Off-site utility studies • Environmental studies or assessments • Final Construction Plans • Permitting Services • Geotechnical Investigations • Other services not included in this scope of work R:\032112048.0012\Contract\WorkAuth2FR.d oc
