Staff requested quotes from Prime Construction Group, Inc. to install pipelines from the old rehabilitated force main located in the median of Clarke Road to three developments that a piped for reuse water service. The Reclaimed Water Mains project generally includes the installation of a new 16 inch reclaimed water main out of the Wastewater Treatment Facility on A.D. Mims Road, east along A.D. Mims Road to Clarke Road, north on Clarke Road to the Prairie Lakes Subdivision, and south on Clarke Road to Bryce Drive and connect to the existing converted force main that runs on south to the West Oaks Mall. The pipeline will be installed north of the railroad tracks through the City property on A.D. Mims Road, cross A.D. Mims Road, along the south side of A.D. Mims Road to Clarke Road, and in the median of Clarke Road, north and south. Connections will be made to existing reclaimed mains at Hackney-Prairie Road, Prairie Lakes Boulevard and pipelines will also be installed for future connections to the Reflections, Reserve, Waterside and Silver Glen Subdivisions and the Prairie Lakes PUD Properties along north Clarke Road. PROJECT ADDITIONS: Prime Construction Group's project included connecting to the existing converted force main just south of Bryce Drive in the median of Clarke Road. Their project did not include any work along the converted force main. The attached change order no. 1 includes pipeline crossing to provide service to the Olympia PUD commercial development including Citrus Elementary School and Orange County Public Library, Summerville at Ocoee, and the Villages at West Oak Subdivision. The crossings will include directional drilling of HDPE pipe under Clarke Road 61,E-- Protecf Ocoee's:Water Resources form the median to the Olympia PUD and Summerville at Ocoee developments and connection to the converted force main in the median. The third directional drill crossing of HDPE pipe will completely cross Clarke Road south of White Road and provide service to the Villages of West Oak and future development on the west side of Clarke Road in that area. Each of these projects is to be located so as to cause minimal disturbance to Clarke Road with the exception of maintenance of traffic during construction and restoration of the landscaping in the median. Each of these developments has been or is being constructed with rouse pipelines within the development. Each of these developments has been identified in the Reuse Feasibility Study as a potential discharge site for reuse water to be used for irrigation to aide in the reduction of potable water usage. Each of these developments is currently or is planned to be connected to the potable water system through a master "jumper" connection until such time as reuse water is available. During the development review and approval process Staff did not require each development to connect to the converted force main because it was not in use and the City was not ready to provide service within a reasonable time frame. Prime Construction Group is currently under contract to perform this type of construction and has an excellent track record of performance on past projects. Staff has secured quotes to perform the construction should the City Commission approve the installation at this time. Ocoee will not be able to serve these developments until early next year when reuse water from Winter Garden is available. If the decision is to wait until water is available, design/bidding costs will be included and the construction costs may be higher. Staff recommends that the City Commission consider this change order to install pipelines to serve the Olympia PUD development including Citrus Elementary School and the Orange County Public Library, Summerville at Ocoee, and Villages of West Oak. The prices are reasonable in comparison to similar work on the existing contract and Staff does not believe that any reduction in cost could be realized if this work bid separately next year. The original construction contract cost was $978,273.70. This change order increases the contract amount by $46,422.19, to a new contract amount of$1,024,695.89. An additional sixty days will need to be added to the contract time to allow for the manufacture of the HDPE pipe; the contract time expires on September 13, 2000. This is a increase of 4.75% of the original construction cost. The cost for this change order will be paid for under the 1997 Utility Bond Issue. I recommend that the City Commission approve Change Order No. 1 with Prime Construction Group, Inc. by increasing the contract amount by $46,422.19, with an increase in contract time of 60 days, and authorize the Mayor and City Clerk to execute Change Order No. 1. The work includes the directional drill of a 6 inch HDPE pipe completely under Clarke Road approximately 240 feet south of White Road, connection to the converted 12 inch force main in the median, installation of two 6 inch gate valves, landscaping restoration,and other incidentals necessary to complete the project. Item No. 1-C RFP#003: Service to Olympia PUD This project involves the installation of a 6 inch pipeline to provide service to the Olympia PUD commercial development and the Citrus Elementary School and the Orange County Public Library all located on the southeast corner of Clarke and Silver Star Roads. The work includes the directional drill of a 6 inch HDPE pipe under north bound lanes of Clarke Road approximately 500 feet south of Silver Star Road, connection to the converted 12 inch force main in the median, installation of one 6 inch gate valves, landscaping restoration, and other incidentals necessary to complete the project. III. JUSTIFICATION Item No. 1-A RFP#001: Service to Summerville at Ocoee This work is required to provide reuse service to the Summerville at Ocoee facility. Item No. 1-B RFP#002: Service to Villages of West Oak This work is required to provide reuse service to the Villages of West Oak residential development.
