Re: Appointments to Boards
Board of Adjustment (3 year terms) (City residents)
Member Joanne Jensen has resigned (verbal) due to family illness out of state. Her term would
have ended May 2002. Alternate Members Savino and Cox were appointed September 7, 1999
and September 21, 1999, respectively. An application listing Board of Adjustment as a second
choice is attached.
Action Needed: Appointment of member to complete Mrs.Jensen's term to May 2002.
Appointment of alternate member if Mr. Savino or Mr. Cox is appointed to
complete Mrs. Jensen's term.
Code Enforcement Board (3 year terms) (City residents)
Member Bruce Holmes has resigned (verbal) due to a move out of state. His term would have
ended January 2002.. Alternate Member Godek has served as an alternate on CEB from May
1996 to March 1997, as a regular member from April. 1997 to January 1999, and again as
alternate member from March 1999 to.present. Alternate Member Solomon has served since
September 1999. An application listing Code Enforcement Board as first choice is attached.
Action needed: Appointment to complete Mr. Holmes' term to January 2002.
Appointment of alternate member if Mr. Godek or Mr. Solomon is appointed
to complete Mr. Holmes' term. (If applicant is available.)

I would like to highly recommend Bill Henderson for selection to the Code Enforcement Board.
He would be an ideal candidate to fill the position being vacated by Bruce Homes. Bill has a very
strong background in construction and his experience could be used to assist us with many of the
issues we face. He is also very civic minded and has pride in the community. He has been a
resident of Ocoee for more than forty years. I believe he is a man of strong moral character who
will bring fairness and balance to the Code Enforcement Board..

BRIEF DESCRIPTION OF CITY BOARDS
BOARD OF ADJUSTMENT (City residents only/not City employees)
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and recommend to
City Commission variances to the zoning ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT (Ocoee residents, owners of real
property, members of OPD, owners of businesses - per CACOPD By-Laws)
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive relationship
between the citizens of the City of Ocoee and the Ocoee Police Department.
CODE ENFORCEMENT BOARD (City residents only)
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an engineer, a
general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance and impose
fines for failure to comply.
EDUCATION COMMISSION (City residents only)
Meets 1st Mondays, 7:00 p.m.
No less than 7 members, no more than 15 members - 2 year terms
(Membership shall include at least one representative member for each public school
within the City.)
Duties: To improve the quality of education for Ocoee students by serving as an advisory
body to the City Commission on education issues within the City.
PARKS AND RECREATION ADVISORY BOARD (City residents only)
Meets 3rd Mondays, 7:30 p.m.
13 members - 2 year terms
Duties: To advise the City Commission, City Manager and Recreation Director on the
operation of the City's parks, recreational facilities and programs.
PERSONNEL BOARD (City residents who are registered voters)
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1 person who
holds management position with City, and 1 citizen of Ocoee who is not employed by and
does not hold office with City. All must be qualified electors of the City.)
Duties: Responsible for reviewing personnel policies for the City which are submitted
to them by City Manager and recommending such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION (City residents only)
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
9 members - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a general building
contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting development in
the City and its environs. Determines whether special proposed developments conform to
the principles and requirements of the comprehensive plan. Acts in advisory capacity to
the City Commission.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 City residents and 5th member chosen by majority of the
previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 City residents and 5th member chosen by
majority of the previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for the City's police officers and firefighters.

(2 year terms) (City residents)
Two members whose terms will end October 1, 2000 do not wish to be reappointed.
• Member William Chambers was first appointed in September 1986 when the board was
created. He has served as Chairman since his appointment.
• Member Rachel Maxwell has served since September 1998. Her resignation letter is
attached.
Member Paul Sherman was unable to attend meetings due to work schedule conflicts. On July
26, 2000 a letter was sent notifying him of his removal from the board, with regret, and a copy is
attached. His term would have ended October 1, 2001.
One application listing this board as second choice is attached.
Staff Recommendation
As applicants are available to fill vacancies, staff respectfully recommends that the Honorable
Mayor and City Commissioners:
a. Appoint member to replace Member Chambers for term ending October 1, 2002.
b. Appoint member to replace Member Maxwell for term ending October 1, 2002.
c. Appoint member to complete Mr. Sherman's term ending October 1, 2001.

Re: Membership on Parks and Recreation Advisory Board
Dear Mr. Sherman:
We appreciate your willingness to serve on the Parks and Recreation Advisory Board to
which you were appointed November 1998. You may recall that the materials sent to you
at that time included Chapter 15 of the City Code which governs this board. Section 15-
4.E. provides that"failure to attend more than two regularly scheduled consecutive
meetings without an authorized absence shall be grounds for automatic removal from the
Board."
Mr. Nordquist has notified us that you are unable to attend the meetings due to work
conflicts, so, regretfully, it has become necessary to remove you from the membership of
the Parks and Recreation Advisory Board.
We do understand that extenuating circumstances prevent members from attending Board
meetings and we regret that your work schedule has prevented you from participating in
this Board's activities. If your situation changes and you wish to be considered for
appointment in the future, please feel free to contact our office for a new application.

BRIEF DESCRIPTION OF CITY BOARDS
BOARD OF ADJUSTMENT (City residents only/not City employees)
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and recommend to
City Commission variances to the zoning ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT (Ocoee residents, owners of real
property, members of OPD, owners of businesses - per CACOPD By-Laws)
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive relationship
between the citizens of the City of Ocoee and the Ocoee Police Department.
CODE ENFORCEMENT BOARD (City residents only)
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an engineer, a
general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance and impose
fines for failure to comply.
EDUCATION COMMISSION (City residents only)
Meets 1st Mondays, 7:00 p.m.
No less than 7 members, no more than 15 members - 2 year terms
(Membership shall include at least one representative member for each public school
within the City.)
Duties: To improve the quality of education for Ocoee students by serving as an advisory
body to the City Commission on education issues within the City.
PARKS AND RECREATION ADVISORY BOARD (City residents only)
Meets 3rd Mondays, 7:30 p.m.
13 members - 2 year terms
Duties: To advise the City Commission, City Manager and Recreation Director on the
operation of the City's parks, recreational facilities and programs.
PERSONNEL BOARD (City residents who are registered voters)
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1 person who
holds management position with City, and 1 citizen of Ocoee who is not employed by and
does not hold office with City. All must be qualified electors of the City.)
Duties: Responsible for reviewing personnel policies for the City which are submitted
to them by City Manager and recommending such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION (City residents only)
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
9 members - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a general building
contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting development in
the City and its environs. Determines whether special proposed developments conform to
the principles and requirements of the comprehensive plan. Acts in advisory capacity to
the City Commission.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 City residents and 5th member chosen by majority of the
previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 City residents and 5th member chosen by
majority of the previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the Retirement
Trust Fund for the City's police officers and firefighters.
