RE: Child Care License
ISSUE:
To select the Vignetti Recreation Center or the Beech Recreation Center or both for the
Before/After School Program and authorize the funds for the items required to meet the standard
set by the Department of Children & Families.
BACKGROUND & DISCUSSION:
Following a meeting with Pat Hamilton, Supervisor for the Department of Children& Families
(DCF), the City of Ocoee was informed of these requirements for the Vignetti Recreation Center
and the Beech Recreation Center to meet their standards (DCF) for licensing.
At the Beech Recreation Center:
1. Playground equipment outside of facility. Funds have been authorized by the commission
in the CIP (Impact Fees) for fiscal year 00/01 ($10K).
2. Provide an outside pavilion for shade. The department will utilize the fiends authorized for
the playground equipment (#1)to build a pavilion and the playground equipment, also.
3. Fence in air handlers outside back door (NE corner). Estimated cost: $500 (operations).
4. Calculations for the number of students allowed at the Beech Center is determined by
calculating the square footage inside the gymnasium. The total students allowed is 240.
An application fee of$100.00 is required. The Recreation Department recommends a total
enrollment of 100 students maximum at the Beech Center.
The lack of heavy traffic and the distance from the outside play area to A.D. Mims Road allows
the City to refrain from installing any outside fencing.
At the Vignetti Recreation Center:
1. Fencing around play area - from the SW corner of the center connecting to the outfield
fence at the softball field and a short fence from softball field to south-side fence. Plus
fencing around the lift station and air conditioning units. Estimated cost: $10,000.00 The
finance department has recommended using monies available in the contingency fund.

2. Calculations for the number of students allowed at the Vignetti Center is determined by
calculating the square footage inside the center. The total students allowed is 60.
An application fee of$60.00 is required.
If the commission selects the Vignetti Center for the Before/After School Program the
authorization of$10,000 from the Contingency fund needs to be approved for the installation of
the fencing.
The Recreation Department would require one additional Recreation Aide for 30 hours per week
if both Centers are utilized for the before/after school program. The funds for the aide would be
utilized from the monies budgeted for the seasonal aides (summer program) for the fiscal year
2000/2001. A total of 15 seasonal aides were allocated for the year and the department can utilize
the funds used for 2 of these seasonal aides to hire a 30 hour week part-time employee. This
would leave the department with 13 seasonal aides for the summer program. No additional salary
monies would be required.
Other requirements for the staff in the before/after school program to meet DCF standards are.
1. Fingerprinting - using cards provided by DCF. The City is required to do the physical
fingerprinting and mailing cards to FDLE. The City receives the state information and DCF
receives any information nation-wide(hidden or sponged). The cost is $32.00 per. All
employees involved in the program and any employees that are on site would have to be
fingerprinted. Includes entire staff(19).
2. MI staff members require a Tuberculosis Vaccination. The cost is $50.00 per employee.
3. All employees are required to take a 30 hour training class provided by DCF. This class is
offered at no cost. A 3 month period is allowed for application and a 12 month period to
complete the training class.
4. One person at each site is required to possess a First Aid and CPR certification.
It was determined that because of a lack of proper kitchen accommodations (venting) at each
center that there would be no preparing of any food or snacks for the children. The use of vending
machines would be permitted.
After the commission selects the site(s) for the Before/After School Program the application will
be sent to the Department of Children& Families. A sixty day period will be given for the City to
meet the standards set in this staff report. The DCF will require the state Health Department and
the County Fire Department to visit the sites and inspect the facilities. This will be done only after
the application is sent into the DCF.

STAFF RECOMMENDATIONS:
Staff respectfully recommends that the Mayor and City Commissioners select the Vignetti
Recreation Center or the Beech Recreation Center or both for the Before/After School Program
and authorize the recommended funds for the Vignetti Recreation Center (if selected)to meet the
Department of Children& Families standards.
