Final Subdivision Plan

ISSUE:
Should the Mayor and City Commissioners approve the Final Subdivision Plan for the Forest
Ridge PUD?
BACKGROUND:
The Forest Ridge PUD is a subdivision which will include a total of 57 single family residential
lots, located east of Lakewood Avenue about one quarter mile south of Wurst Road. The
subject property is currently vacant with a mixture of open pasture and trees. There is also an
old cemetery adjacent to the south end of the site. The property surrounding the proposed
subdivision has Orange County R-2 zoning (north and south - mostly SF homes, cemetery), R-1-
A zoning (east - SF homes), and 1-2 zoning (west across Lakewood Avenue - industrial). The
PUD zoning for Forest Ridge and its Preliminary Subdivision Plan were approved by the City
Commission on March 7, 2000.
DISCUSSION:
As shown in the Preliminary Subdivision Plan, the Forest Ridge subdivision will have one point
of access from Lakewood Avenue. There will be two potential future points of access to
adjacent properties to the west and to the north. As with other subdivisions, there will be a6 foot
brick wall with appropriate landscaping along the western boundary of the subdivision adjacent
to Lakewood Avenue. As approved in the Forest Ridge PUD Land Use Plan, most of the lots
will be 60' x 110' or 120' (minimum 6,000 sf). An additional 5' of right-of-way for Lakewood
Avenue will also be dedicated to the City. There were several waivers from normal Code
requirements that were approved with the PUD zoning and the Preliminary Subdivision Plan
which are listed in the Waiver Table on Sheet 2 of the Plan set.

The attached Final Subdivision Plan for the Forest Ridge subdivision was reviewed by the
Development Review Committee (DRC) on January 8, 2001. The Committee voted unanimously
to recommend approval of the Final Subdivision Plan, subject to making certain revisions to the
plans and receiving a letter confirming approval from the Water Management District. All of the
DRC requirements have now been satisfactorily addressed in these plans.
PLANNING &ZONING COMMISSION RECOMMENDATION:
On January 24, 2001, the Planning and Zoning Commission considered the Final Subdivision
Plan for the Forest Ridge PUD. During the discussion, Staff and the applicant responded to
various questions from the Commission. There was a question about access to the adjacent
property to the south and the Commission was told that the plan does provide access to those
parcels as required by the Code. There was also concern about potential problems with parking
three or four cars on a 60 foot lot. Staff responded by indicating that there are other fairly recent
subdivisions with 60 foot lots where there does not appear to be a problem with parking (i.e. —
Cross Creek, Silver Glen). When the discussion was finished, the Planning and Zoning
Commission voted 6-1 to recommend approval of the Final Subdivision Plan for the Forest
Ridge PUD, date stamped received by the City on January 18, 2001, in accordance with the
staff recommendation_
STAFFRECOMMENDATION:
Based on the recommendations of the DRC and the Planning and Zoning Commission,Staff
respectfully recommends that the Mayor and City Commission approve the Final
Subdivision Plan for the Forest Ridge subdivision, as date stamped received by the City
on January 18, 2001.
