ISSUE:
Should the Mayor and City Commissioners approve the Preliminary Site Plan / Master Plan for
the West Oaks United Methodist Church?
BACKGROUND:
The West Oaks United Methodist Church site is located on the east side of Clarke Road about
700 feet north of White Road. The subject property has A-1 zoning and is currently vacant with
some trees, but it is mostly an open field. There is a water tower and property owned by another
church adjacent to the southern edge of the site and a subdivision of single family homes
adjacent to the northern and eastern edges of the site. The property on thewest side of Clarke
Road across from the site is an orange grove which has not been annexed into the City, with
Orange County A-1 zoning.
DISCUSSION:
The Preliminary Site Plan for the West Oaks United Methodist Church is a long range master
plan for the Church's property to permit incremental expansion of the facility. Sheets C-1 and L-
1 of this Plan show how the Church anticipates that the property will be developed when all the
buildings have been constructed (a total of about 55,725 sf) several years in the future.
However, the first phase of development will only include a portion of the overall site with just
two buildings. The development which is currently anticipated in the initial phase (about 11,745
sf) is shown on Sheets C-2 and L-2.
The site will have two entrances, both of which will be constructed with the first phase of
development. The southern entrance, near the middle of the site, will be a full access entrance
with a median cut on Clarke Road for left turns into and out of the site. The northern entrance
will be a right-in / right-out only entrance. Since the primary demand for parking will be just a few
times during the week, a significant portion of the parking on the site will be unpaved as
permitted by the Code.

Buffers from adjacent uses will be provided as shown on the plan. Where there are no existing
fences behind adjacent homes, new fences will be provided. There will also be numerous shade
trees and understory trees planted along all property lines, as well as hedges where parking
areas are located close to the property lines. Shade trees and understory trees will also be
provided throughout all the parking areas, including areas with unpaved parking. Additional
details related to landscaping, grading and other site improvements will be provided with Final
Site Plans for each phase of development, which will be reviewed as small scale site plans.
The Conditions of Approval for the West Oaks United Methodist Church are listed on Sheets C-1
and C-2 of the plan set. There are also two proposed waivers from the normal Code
requirements which are listed in the Waiver Table on Sheet C-1. Both of the proposed waivers
(listed below) are supported by Staff.
1) Maximum Building Height (35') — requested waiver to allow for a higher pitched roof and
a 65' church steeple.
2) Ground or Pole signs not permitted in A-1 zone — requested waiver to allow a 36 square
foot ground sign.
The Preliminary Site Plan / Master Plan for the West Oaks United Methodist Church was
reviewed by the Development Review Committee (DRC) on January 8, 2001. The Committee
voted unanimously to recommend approval of the Preliminary Site Plan / Master Plan, including
both of the proposed waivers.
PLANNING &ZONING COMMISSION RECOMMENDATION:
On January 24, 2001, the Planning and Zoning Commission held a public hearing on the
Preliminary Site Plan / Master Plan for the West Oaks United Methodist Church. During the
discussion, Staff and the applicant responded to various questions from the Commission. There
was a concern about traffic and the possible need for a right turn lane from Clarke Road into the
site. The Commission was told that Staff considered this during its review of the Plan and
various changes were made to the site plan to address this concern. With those changes, Staff
believes that a right turn lane is not necessary. There was also discussion about the waiver for
the building height and the waiver for the sign. The Commissioners suggested two minor
changes to the proposed waivers. When the discussion was finished, the Planning and Zoning
Commission voted 7-0 to recommend approval of the Preliminary Site Plan / Master Plan for the
West Oaks United Methodist Church, date stamped received by the City on January 11, 2001,
subject to three Conditions:
1) Revising the Justification on the Building Height waiver to read"To allow for a 65'
steeple';
2) Revising the Proposed Standard on the Sign waiver to read'A 36 sf ground sign
up to 10'tall shall be permitted';
3) Adding a new Condition of Approval to read "Prior to approval of Phase 3, a traffic
operational analysis shall be conducted to determine whether a right turn lane
from Clarke Road into the site will be necessary to mitigate traffic impacts. The
recommendations of the analysis shall be implemented".

STAFF RECOMMENDATION:
Based on the recommendations of the DRC and the Planning and Zoning Commission,Staff
respectfully recommends that the Mayor and City Commission approve the Preliminary
Site Plan I Master Plan for the West Oaks United Methodist Church, including both of the
proposed waivers, as date stamped received by the City on January 11, 2001, and subject
to the three additional Conditions recommended by the Planning and Zoning
Commission.
