Staff requested quotes from Prime Construction Group, Inc. for four additional small tasks, close out the original project and install a 12 inch water main along Clarcona-Ocoee Road. The Reclaimed Water Mains project generally includes the installation of a new 16 inch reclaimed water main out of the Wastewater Treatment Facility on A.D. Mims Road, east along A.D. Mims Road to Clarke Road, north on Clarke Road to the Prairie Lakes Subdivision, and south on Clarke Road to Bryce Drive and connect to the existing converted force main that runs on south to the West Oaks Mall. The pipeline has been installed north of the railroad tracks through the City property on AD. Mims Road, across A.D. Mims Road, along the south side of A.D. Mims Road to Clarke Road, and in the median of Clarke Road, north and south. Connections were made to existing reclaimed mains at Hackney-Prairie Road, Prairie Lakes Boulevard and pipelines were also installed for future connections to the Reflections, Reserve, Waterside and Silver Glen Subdivisions and the Prairie Lakes PUD Properties along north Clarke Road. PROJECT ADDITIONS: There are six changes to the overall project. Four of the changes resulted in an increase to the original contract with the fifth item being the closeout adjustment of quantities. The sixth item is an addition to this project, and involves the installation of a water main. The net result is an increase in the contract price. They arc described as follows: POWNr A Item I - Renovate Connection at Hackney-Prairie Road: The original design showed the existing reuse main from the Prairie Lakes Subdivision to only cross the existing two lanes of Clarke Road and dead end with a gate valve. The pipeline actually crossed the entire right-of-way with the gate valve located on the western end of the pipeline. The existing pipeline was cut to allow for the planned connection and the gate valve was moved to where the connection was made between the two pipes. This was the most inexpensive and quickest solution as opposed to installing a cross with two additional gate valves. The cost to renovate this connection was 51.027.85.with no adjustment in contract time. Item 2 - Modify Connection to Existing Pipe at Sta. 61+40: The original design had the new pipe connection to the existing pipe with a solid sleeve. Although most straight connections do not require thrust restraint, it was determined that this connection would he restrained because of the diameter differential (16 inch new to 12 inch existing), alignment was not exactly straight, and the older existing pipe. Staff felt that this expense was worth the added security against possible future problems. The cost to modify this connection was $755.69, with no adjustment in contract time. Item 3 - Remove'Iwo Pine Trees on A.D. Mims Road: There were two big pine trees that were within the City's right-of-way but not within the construction limits of the project on the south side of A.D. Mims Road. 'these pine trees were fairly tall and leaned to the south over the wall to the Reflections subdivision and could have possibly hit houses had they fallen during a storm. Staff directed the contractor to remove the trees in addition to the clearing required for the project. The cost to perform this additional work was $1,157.28, with no adjustment in contract time. Item 4 - Additional Fittings for Connections to Directional Drills: The original design did not include enough fittings at the connections between the 16 inch pipeline and the 8 inch stubouts to the entrances to the Reflections. Reserve, and Silver Rend/Waterside subdivisions. The 16 inch pipeline was installed by open cut method at a depth of three of cover and the 8 inch stubouts were installed by directional drill, so as to not open cut Clarke Road. Each pair of stubouts was designed and installed as a single crossing from one side of Clarke Road to the other so as to eliminate a second setup cost. In addition, the directional drills needed to be over five feet deep to miss stormwater, water, and sanitary sewer forcemain pipelines on both sides of the road. The cost to install these additional fittings was $1,628.16, with no adjustment in contract time. Item 5 - Adjustment of Contract Quantities: This change order is to adjust quantities of various pay items, up or down, based upon the actual work completed. The attached table titled Contract Close Out Quantity Adjustment specifically delineates the line items that were overrun or underrun. 'the items listed as negative numbers are actually for work not needed and is money left in the contract. The items listed as positive numbers arc for overruns and is additional money due the contractor. POWWWWWWWt There were 40 items of work required under this contract on this project. There were 2 work items that were over the estimated contract quantity which had a value of $4,056.00 to the contractor and 6 work items that were under the estimated contract quantity which had a value of $31,271.20 to the City. The net result is a reduction in contract amount of$27,215.20, with no adjustment in the contract time. Item 6 - Install Water Main on Clarcona-Ocoee Road from Wurst Road to 15111 Avenue: There is a blank space in the water tine along Clarcona-Ocoee Road from Wurst Road to 15'h Avenue. This area was originally included as part of the Phase 1 water main project but was deleted because of the inability to obtain temporary construction easements at Wurst Road and 151h Street and conflicts with three buried telephone cables along Clarcona-Ocoee Road. In addition, because of the problems with the contractor on the Phase 1 water mains project, it was decided to not negotiate this redesign with them. 'fhe work involves installing a 12 inch water main along the west side of Clarcona-Ocoee Road from the dead end at Wurst Road south to 15'i Avenue. This pipe will be installed mostly by hand excavation as opposed to machine. The pipe will cross Clarcona-Ocoee Road with a 6 inch directional drill instead of the 12 inch as originally designed. This will eliminate the need for a temporary easement from the property owner. The pipe will be connected to the dead end on the east side of the road at the fire hydrant. The road right-of-way will be restored by solid sod. This portion of Clarcona-Ocoee Road is within Orange County's jurisdiction, therefore it requires a permit and their requirements for working within their ROW. The proposed cost to perform this additional work is S39,528.71, with an extension in contract time of 150 days. Prime Construction Group is currently under contract to perform this type of construction and has an excellent track record of performance on past projects. Staff feels that this cost is appropriate for the work required. An other option would be to wait until later in the year, have the design engineer put together a bid package, publicly advertise the project and secure bids from a number of contractors. however, staff does not feel that this option will save the City any money, but will probably cost more for the design and the construction. This work has not been performed nor has any material been ordered by the contractor. 'The original construction contract cost was $978,273.70. This project was increased under change order no. 1 to a new contract amount of$1,024,695.89. This change order will increase the contract amount by $16,882.49 to a new contract amount of $1,041,578.38. An additional one hundred and fifty days will need to be added to the contract time to allow for the work on Clarcona-Ocoee Road; the contract time expires on April 11, 2001. The combined cost of this change order plus change order no. 1 is an increase of 6.75% of the original construction cost. The cost for this change order will be paid for under the 1997 Utility Bond Issue. I recommend that the City Commission approve Change Order No. 2 with Prime Construction Group, Inc. by increasing the contract amount by $16,882.49, with an increase in contract time of 150 days, and authorize the Mayor and City Clerk to execute Change Order No. 2. REQUIRED CHANCES Item No.2-A RFP#004: Renovate Connection at Hackney-Prairie Road The existing pipe extended farther than was known and the valve was not where it was shown, based upon as-built record drawings. The work included cutting the existing pipeline and relocating the existing valve to the proposed connection to the new pipeline. Item No.2-B RFP#005: Modify Connection to Existing Pipe at Sta.61+40 The 12 inch existing pipe was not restrained to properly allow for thrust restraint. The work required the excavation of four joints along the pipe and the installation of mechanical thrust restraints at those pipe joints. Item No.2-C RFP#006: Removal of Two Pine Trees on A.U. Mims Road The contractor was authorized to remove the two pine trees located within the A.D. Mims Road ROW that were not within the project clearing limits. Item No. 2-D 12FP#007: Additional Fittings for Connections to Directional Bores The work included installing four 90 degree elbows at each of three connections to the new directional bores installed as part of this project. Each of the elbows was restrained per the project requirements. Item No.2-E RFP#008: Adjustment of Contract Quantities This change order is to adjust quantities of various pay items, up or down, based upon the actual work completed. The attached table titled Contract Close Out Quantity Adjustment specifically delineates the line items that were overrun or underrun. The items listed as negative numbers are actually for work not needed and is money left in the contract. The items listed as positive numbers are for overruns and is additional money due the contractor. There were 40 items of work required under this contract on this project. there were 2 work items that were over the estimated contract quantity which had a value of$4,056.00 to the contractor and 6 work items that were under the estimated contract quantity which had a value of$31,271.20 to the City. Item No.2-F RFI'#009: Install Water Main on Clarcona-Ocoee Road from Wurst Rd. to 15'h Ave. Install a 12 inch water main on the west side of Clarcona-Ocoee Road form Wurst Road south to 15'h Avenue, install a 6 inch directional drill to cross Clarcona-Ocoee Road,and make connections to the dead end lines at both ends of the new pipeline. Project will also include surface restoration and permitting through Orange County Public Works. 00842-2 III. JUSTIFICATION Item No.2-A RFP#004: Renovate Connection at Hackney-Prairie Road The project included connecting to the existing stubout at station 165+63 (Hackney-Prairie Road). "the existing stubout was shown to only cross the two existing lanes of Clarke Road, this data was taken from as-built record drawings and not confirmed in the field. The actual existing pipe extended to a point approximately in the middle of the two future lanes of the Clarke Road ROW ( full sticks of pipe). The work was required to effectively construct and operate the reclaimed water system. Item No. 2-B RFP#005: Modify Connection to Existing Pipe at Sta.61+40 The proposed connection to the existing 12 inch pipeline did not include thrust restraint of the existing pipe. It was not known if any restraint devices were along the pipeline, no as-built record drawings exist for this pipeline. The designed connection included a 16x12 reducer and gate valve. It was determined that in the best interests of the system that the existing pipeline needed thrust restraint. Item No.2-C RFP#006: Removal of Two Pine Trees on A.D. Mims Road There were two existing pine trees that were located within the City ROW that leaning over the wall for the Reflections development. Based upon the height ofthe trees,they would have fallen on the houses had they come down from excessive winds. The City would have been liable,since they were within the City's ROW. Item No.2-14 RFP#007: Additional Fittings for Connections to Directional Bores The construction would not allow for the alignment of the 16 inch main in the median and the stubouts that would cross the road. The stubouts were aligned to have one in each direction so that the directional drills could be installed as one long one instead of two short ones,thereby eliminating a second setup. Item No.2-E RFP#008: Adjustment of Contract Quantities During the construction of the improvements, various work was either reduced in scope because the work was not needed or their was excess quantities in the pay item or increased because the work was needed or their was less quantities in the pay item to cover the necessary work. This item is needed to adjust the quantities of the pay items that were not installed at the bid quantities to the amount that was installed to show that the project was fully completed, the City approved the line item overruns, and accepted the line item underruns as completed work. Item No.2-F RFP#009: Install Water Main on Clarcona-Ocoee Road from Wu rst Rd.to 151"Ave. The installation of this short section of water main will eliminate two dead ends within the distribution system. This section was originally included in the Phase I water main project but was eliminated due to the inability to obtain a temporary construction easement and utility conflict issues with multiple Sprint buried telephone cables_ IV.
