SUBJECT: Renewal of Wastewater Treatment Plant Operating Permit
The current Florida Department of Environmental Protection operating permit for our
wastewater treatment plant expires on September 20, 2001.
In accordance with FDEP rules, we must submit a permit renewal application six months
prior to the current permit's expiration date.
We have received a proposal dated February 6, 2001 from PEC for this work, a copy of
which is attached for your review and action. PEC proposes to perform the necessary
data collection and analysis required to support the application, and also proposes to
meet with City and FDEP representatives prior to submission of the completed
application. Their proposed fee for this work is $12,500.00. In addition, the City will
need to pay the standard $5,000.00 permit renewal fee directly to FDEP.
I recommend that the City Commission authorize the Mayor and City Clerk to execute
the Attached Addendum No. 01-1 in the not-to-exceed amount of $12,500.00.

SUBJECT: Proposal for Engineering Services
RE: Wastewater Operating Permit
Dear Mr. Shira:
Per your request, attached is Professional Engineering Consultants, Inc. (PEC) proposal to
renew the City's existing Wastewater Treatment Plant Operating Permit(FLA010815). The
renewal of the operating permit is regulated by the Florida Department of Environmental
Protection (FDEP) in accordance with Rule 62-4.03 Florida Administration Code and the
renewal application is required to be submitted six(6) months prior (March 20, 2001) to the
permit expiration date. To the best of PEC's knowledge, no major outstanding issues exists
with FDEP concerning the permit renewal. Minor FDEP requests may include:
1. We will likely need to explain and update FDEP concerning the City of Ocoee's
proposed regional reclaimed water system. Currently, the Cities of Winter Garden
and Ocoee are developing a regional reclaimed water program in concert with the St.
Johns River Water Management District. FDEP should only require a copy of the
Reclaimed Water Master Plan.
2. Wet weather disposal utilizing Winter Garden's percolation ponds may become an
issue due to the discharge to Lake Apopka.
3. A Capacity Analysis Report (CAR) may be a requirement. Rule 17-600.405
requirement, a CAR when the treatment plant's three (3) month average daily flow
reaches 50 percent of the rated capacity. The City's wastewater treatment plant is not
at the 50 percent of the rated treatment capacity but exceeds 50 percent of the rated
effluent disposal capacity.
4. An O&M Performance Report in accordance with Rule 17-600.735 Florida
Administrative Code will be required which includes the assessement of operations and
physical capabilities of each component or element of treatment, reuse and disposal
facilities.

Katie Gierok,P.E., Stephanie Chang and I will complete the renewal application and submit
the application to FDEP. We propose to conduct a pre-application meeting with FDEP staff
to reduce the request for additional information (RAI). PEC proposes to complete the
compensation with a not-to-exceed amount of S12,500. The City's cost for the FDEP
application and review fee will be $5,000.00. The proposed fee will provide compensation
for permit renewal application,general correspondence with FDEP,general coordination with
FDEP, pre-application meetings and one (1) RAI response based on the factors described
above. If FDEP pursues other issues or concerns, PEC may need to seek additional
compensation if the responses require major adjustment of time.

ADDENDUM NO. 01-1 TO
AGREEMENT FOR CONSULTING ENGINEERING SERVICES
INCLUDING
ENGINEERING SERVICES FOR
SITY OF OCOEE -WWTF OPERATING PERMIT RENEWAL
This Addendum No. 01-1 hereinafter called the Addendum, as of this day
of 2001, shall constitute an Addendum to the Agreement for Consulting
Engineering Services between the City of Ocoee, Florida (the CITY) and Professional
Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre,
Orlando, Florida(the CONSULTANT), dated the 21st day of August, 1984, hereinafter
referred to as the AGREEMENT.
WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the
CITY retained the CONSULTANT to provide professional engineering services as
required from time to time,and WHEREAS the CONSULTANT will perform consulting
engineering services for the CITY as herein defined.
NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter
set forth on the part of both parties to be kept and performed, the parties do mutually
agree as follows:
Section 1 - Services of the Consultant
1.1 The CONSULTANT shall perform the Engineering Services as outlined in the
attached proposal dated February 6, 2001 (P-1024) relative to the provision of
consulting engineering services to the CITY.

Section 2 - Compensation
2.1 Compensation by CITY for engineering services for the WWTF Operating Permit
Renewal provided under this Addendum shall be computed under Paragraph
6.1.2.3 of the Agreement, utilizing the Hourly Not-to-Exceed Method of
Compensation with the compensation for this authorization not-to-exceed
$12,500.00 as outlined in the attached proposal. The City's cost for FDEP's
review and application fee is $5,000.00.
Section 3 - Time of Completion
3.1 The CONSULTANT shall provide the engineering services by March 20, 2001
as outlined in the attached proposal.
IN WITNESS WHEREOF, the parties have executed this Addendum No. 01-1 the day
the year hereinabove set forth.
