Shira, P.E., City Engineer/Utilities Director SUBJECT: Easement Request- Sawmill Pond Attached for your review and action is a proposed easement to be granted by the City of Ocoee to Orange County Board of County Commissioners for the purpose of constructing and maintaining a proposed stormwater lift station within Tract A of Sawmill Pond. During Tropical Storm Gordon, November 1994, severe flooding of residences around Sawmill Pond and the inundation of Apopka Vineland Road occurred due to the inability of the pond to recover. The recommended solution for the flooding problem was to construct a stormwater lift station that would be activated whenever peak stages for the pond rise to Elevation 91 (El 91), which is the predicted 100 year elevation during 1994 and 1995 (Tropical Storm Gordon). The lift station would ultimately pump excess stormwater from Sawmill Pond to Crooked Lake which is located east of Apopka Vineland Rd. within the limits of Orange County. The operating rate of the pump will be 450 gpm which is sufficient to fully recover the flood storage for Sawmill Pond. It is the County's intention to construct and maintain the proposed lift station without any cost to the City except for the donation of the requested easement. I recommend that the City Commission authorize the Mayor and City Clerk to execute the attached Non - Exclusive Easement.
