SUBJECT: AUTHORIZATION TO REPLACE POLICE CRUISER
STAFF REPORT
ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the police department to use
forfeiture funds to pay for the first year and a half of a lease for a new police vehicle and declare as surplus
the 1997 Ford Crown Victoria, vehicle number 301, VIN 2FALP71W9VX127266.
BACKGROUND
The City of Ocoee, as well as.the Police Department,has been trying to upgrade and increase the efficiency
of its City equipment. Vehicles are an essential piece of equipment as the City continues to grow and meet
the ever increasing needs of today's demanding services. During the week of April 16th,a police patrol K-9
vehicle(1997 Ford Crown Victoria,vehicle number 301,VIN 2FALP71W9VX127266)was diagnosed with
a blown engine; the cost to replace the engine with a rebuilt motor would be somewhere in the neighborhood
of$5,000. The vehicle currently has approximately 80,000 mile on it.
DISCUSSION
The vehicle is being declared by this department as non-repairable due to the cost involved. We recommend
that the vehicle be remove from fixed assets, and the City Commission declare this vehicle as surplus.
However,in order to maintain the efficiency of the Police Department,it is necessary to replace the vehicle.
The current cost of a three year lease is approximately$7,955.00 per year. We are proposing that Forfeiture
money, not to exceed $11,933.00, be utilized to cover the cost of lease payment for the remainder of this
fiscal year and the lease payment for the upcoming fiscal year(01/02)on a three year lease of a new vehicle.

The remaining sum of approximately $11,933.00 for the year and a half lease payment will be drawn from
fiscal year Capital budget 2002/2003 and 2003/2004. The remaining lease payment plan would be as follows:
Fiscal Year 2002/2003 $7,955.00
Fiscal Year 2003/2004 final payment of$3,978.00
The lease/purchase documents will be the standard Suntrust Credit forms previously approved by the City
Attorney.
RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve this
request as follows: (1) to declare the 1997 Ford Crown Victoria, vehicle number 301, VIN
2FALP71W9VX127266 as surplus; (2) to utilize the Forfeiture money, not to exceed $11,933.00, as a
partial payment(1 %2 years)on a three year lease contract for a new police vehicle; (3)to authorize purchase
of a 2001 Ford Crown Victoria from the current state contract price of$23,867.00; and(4)to authorize the
Mayor and City Clerk to execute the standard Suntrust Credit Company lease/purchase documents with the
City Attorney's approval.
