Dyson, Senior Planner THROUGH: Russ Wagner, AICP, Director of Planning SUBJ: Orchard Park Phase 3, Preliminary Subdivision Plan Project# LS-2000-014 ISSUE: Should the Mayor and City Commission recommend approval of the Orchard Park Phase 3 Preliminary Subdivision Plan (PSP)? BACKGROUND: The site is zoned R-IAA, and is proposed for 65 single-family residential units on approximately 31 acres. The subject property is located south of Ocoee-Clarcona Road, east of Clarke Road and west of the existing Sawmill neighborhood. Along the west boundary of the project, the site abuts the Orchard Park phases 1 and 2 project, which is currently under construction (previously known as Glenfinnan). To the south of the subject site is the existing Prairie Lakes Subdivision, which will connect to Orchard Park Phase 3 via Grand Poplar Street. The undeveloped tract abutting the north side of the subject site is the recently approved Clarcona Crossings subdivision, which will eventually provide a connected roadway system between Ocoee-Clarcona Road and Orchard Park Phase 3. The proposed minimum lot size is 75 x 120 feet, consistent with the approved zoning for the site, and comparable to the surrounding neighborhoods in the vicinity. DISCUSSION: The design of this project has incorporated protection of the 100-year flood elevation adjacent to.Lake Addah. No development and no modifications are proposed within the 100-year flood plain. In addition, native tree plantings have been committed to be planted along the tract boundary adjacent to the Lake Addah flood plain. The project has committed to providing a small recreation area to serve the needs of this phase of development. The earlier phase of Orchard Park (fka Glenfinnan) has also provided a park tract for recreational use of the future residents. Pow 2, ProtectOroee's',cater Resources 4/19/01 Orchard Park Phase 3 PSP Page 2 DRC RECOMMENDATION: The Development Review Committee (DRC) met to review this project on March 19th. DRC voted unanimously to recommend approval of the project. PLANNING &ZONING COMMISSION RECOMMENDATION: The Planning and Zoning Commission.reviewed this project at its April 10th, 2001 meeting. A public hearing was held, but no citizens spoke at the hearing. The Planning and Zoning Commission voted unanimously to approve the Preliminary Subdivision Plan. STAFF RECOMMENDATION: Based on the recommendation of the DRC and P&Z Commission, Staff respectfully recommends that the Mayor and City Commission approve the Preliminary Subdivision Plan for the Orchard Park Phase 3 subdivision, as date stamped received by the City on March 20, 2001.
