ISSUE:
Should the Mayor and City Commission recommend approval of the Health Central
Diagnostic and Emergency Room Expansion Preliminary/Final Site Plan?
BACKGROUND:
This project consists of an expansion to the hospital with some corresponding renovation to
each floor of the existing facility. Through the use of carefully phased construction plans,
existing facilities will remain in full service throughout the duration of the project. The
project includes the addition of approximately 100,000 square feet of floor area on six levels
being added to the eastern edge of the existing hospital structure. Renovation internally
within the existing structure is planned on an additional 50,000 square feet. The proposed
floor area expansions and interior renovations will accommodate several improvements to
the existing 141-bed facility, mainly to provide expanded support which will serve those
existing beds. The highlights of these service expansions are as follows:
1st floor and garden level - additions to administrative services and the loading dock
on the garden level, lab and radiology service expansions, emergency and
admissions improvements
2r floor- surgery and respiratory therapy additions
3rd floor- nursery and obstetric expansions
4th floor- pediatric nursing improvements on the fourth floor
5th floor- cardiology and pulmonary service additions
6th floor- penthouse
The garden level and first floor area expansions will push the building envelo a outward
approximately 20,000 square feet (on each level), while the second throug fifth floor
expansions range from 9,000 to approximately 20,000 square feet on each fl or.

The existing hospital complex includes 758 parking spaces, with an additional 437 currently
under construction. The proposed expansion will displace 90 parking spaces, leaving a
total of 1,105 parking spaces within the hospital complex after the expansion is complete.
DISCUSSION:
A Technical Staff Review Committee (TSRC) meeting was held for this project on January
30, 2001. At this meeting, the Planning Department requested several modifications to the
plan, some of which were resolved through discussions at TSRC. The applicant
resubmitted a set of plans on February 22, 2001, in order to address the issues that were
raised at TSRC.
There was significant discussion at TSRC regarding the need.to update the perimeter
landscape buffers to meet the current Code, or Ordinance #99-23. It is the City's policy to
request upgrades to meet the new Code whenever a floor area expansion is proposed,
even if the site layout for an existing building was approved under a prior, less restrictive
Code. The applicant has provided a comparison of the existing landscaping versus the
amount of landscaping required under the current.Code. There are a great deal of extra
understory trees and a shortage of shade trees shown by this comparison. Perimeter
landscaping will need to be corrected to reduce the deficiency of shade trees at the next
phase of hospital expansion, known as the Medical Office Building, or MOB, which we
expect to be submitted for review some time in the next few months.
Pedestrian circulation upgrades in several areas of the site have been accommodated with
this plan. However, along Old Winter Garden Road, the Applicant plans to coordinate future
phases of hospital expansion to include better sidewalk connections. The future hospital
site sidewalks will be coordinated with planned public improvements to Old Winter Garden
Road.
Traffic impacts for the diagnostic and emergency room expansion have been discussed at
several meetings between City staff and the Applicant's representatives over the past four
months. The current expansion is directly attributed to support services for the existing 141
hospital beds. For that reason, traffic impacts for this phase are estimated to be limited.
However, the next phase of expansion, or MOB addition, will involve significant traffic
analysis to gauge the cumulative transportation impacts of hospital growth. A traffic
methodology meeting has been held for the next phase of hospital growth (MOB), and a
proposed comprehensive assessment of the hospital traffic impacts has been agreed upon.

DRC RECOMMENDATION:
The DRC met to review this project on March 19th, 2001. .At the DRC meeting, there was
discussion regarding the extent of additional landscaping that would be required in future
phases of hospital expansion. The DRC voted unanimously to recommend approval of the
project, subject to a number of conditions. The applicant resubmitted revised plans dated
April 4, 2001, which address the technical changes requested at DRC.
PLANNING &ZONING COMMISSION RECOMMENDATION:
The Planning and Zoning Commission reviewed this project at their April 10th, 2001 meeting.
A public hearing was held, and two citizens spoke with questions about the project. One
resident asked whether the current expansion would involve condemnation of existing
homes near the hospital. City staff and the applicant clarified that no existing homes are
directly impacted by the current expansion.
Another citizen spoke, representing the adjacent medical office directly east of the hospital.
He had objections about the construction traffic related to the previously-approved parking
lot expansion; and had questions about the notification process for the parking lot expansion
that is currently under construction. Staff explained that there is an advertising process,
abutting property owners are notified for all large-scale developments, and these documents
are available for review by the public. The applicant asserted that construction traffic should
not cut through adjacent properties, and that the trucks will be diverted to areas within the
hospital site.
Planning and Zoning (P&Z) Commission members had questions for staff and the applicant
about the timing of the expansion, and how future landscaping will be •phased. The
members generally spoke favorably about the hospital's impact on the community. The
P&Z Commission voted unanimously to approve_the Preliminary/Final Site Plan, subject to
the conditions recommended by staff.
STAFF RECOMMENDATION:
Based upon the recommendation of the DRC and P&Z Commission, Staff respectfully
recommends that the Mayor and City Commission approve the Health Central
Diagnostic and Emergency Room Expansion Preliminary and Final Site Plan, as date
stamped received by the City on April 4, 2001, subject to the following conditions of
approval:
-Approval of a waiver request to exceed the 45-foot height limit normally required
for structures in C-2 zoning; and,
- The traffic study now underway is to address cumulative phases of hospital
expansion, and shall consider the impacts of the Emergency Room/Diagnostic
Expansion, as well as the pending medical office expansion impacts. This study

shall be completed and accepted prior to review of the proposed medical office
expansion; and,
- The Health Central Medical Office. Building (MOB), or next phase of hospital
expansion shall be subject to requirements which will upgrade the landscaping
and pedestrian circulation system to the extent required by City Ordinance #99-23
(commercial and industrial design standards).
