Subject: MVP Neighborhood Grant Program- Staff Recommendation
Issue
The Most Valuable Partnerships (MVP) Neighborhood Matching Grants Program has eleven (11)
applicants this year. The combined applicant requests total $27,500. There is a total of $20,000
budgeted for the program.
Background
Because of the competitive nature of the program this year, a staff committee was formed to review the
applications. The committee was comprised of Jim Washington, Assistant Building Official, Alice Tate-
Barnett, Parks Supervisor, Pat Smith, Community Relations Administrative Assistant, Donald Carter,
Finance Supervisor, Rosanne Gavrilovic,Utility Engineer, and Vicki Prettyman, Recreation Supervisor.
They individually reviewed the applications and submitted their rankings based on the following criteria:
• The level of effort that went into development of a project team,
• How involved the team will be in the project,
• The detail provided on the project timeline and the feasibility of the timeline,
• The attempt that was made to get community partners involved in the project,
• The level of documentation to back up project costs (quotes),
• What level of research was done on other requirements (permits, etc.),
• The level of effort on the entire project/application up to this point
Discussion
After collecting each staff person's rating sheets and tallying them to develop an •verall rank order, the
following results were determined:

As can be seen from the above information, the rank order did not change when the low and high ratings
for each applicant were thrown out. All applicants requested the maximum dollar amount ($2,500). The
staff committee felt that the top eight (8) projects needed the entire $2,500 in order to successfully
accomplish their projects.
Recommendation
Based on the above information and the funds available, the staff committee respectfully recommends that
the Mayor and Commissioners fully fund ($2,500 each) the top eight applicants (Windermere Groves,
Ocoee Elementary, Johio Bay, Silver Bend, Reflections, Waterside, Sleepy Harbour, and Lake Olympia
Club). Lake Olympia, Cross Creek, and Wesmere are not recommended for funding based on available
dollars in the grant program.

Subject: Attached Staff Report on Staff Recommendation
for MVP Neighborhood Grants
Attached is the staff report that will be provided to each of the Mayor and City Commissioners as
part of their agenda packet for the April 17 City Commission meeting. If you have any questions
or want to discuss the report,please call me. I ask that you please contact me rather than anyone
who is listed as part of the staff committee. Please remember that this is a staff
recommendation. The final decision on what grants are awarded will be made by the City
Commission.
As previously discussed,please have at least one member of your project team at the April 17
City Commission meeting. The meeting is held at City Hall and begins at 7:15 p.m.
