SUBJECT: Selection of Master Planning and Engineering Consultant
for Development of the Coke Property
ISSUE:
Should the Honorable Mayor and City Commissioners direct Staff to enter into contract
negotiations with Vanasse, Hangen, Brustlin, Inc. to provide Master Planning and
Engineering Services for development of the Coke Property?
BACKGROUND:
At the direction of the Mayor and City Commissioners, a Selection Committee was
established to evaluate consulting firms responding to the RFQ for the Coke Project.
The following persons were appointed to that Committee: Commissioner Scott
Anderson; Russ Wagner, Director of Planning; Wanda Horton, Finance Director; Jim
Shira, City Engineer / Utilities Director; Jon Martin, Orange County Public Schools; Jeb
Baumwell, Orange County Public Schools and Eric Houston, Orange County Public
Schools.
After meeting to discuss the scope of the planning effort, a Request for Qualifications
(RFQ) was prepared and advertised. Four firms responded to the RFQ. Each of these
firms was invited for an interview before the Selection Committee, supplemented by
other consultants providing landscape architectural, urban design, civil engineering,
geotechnical and environmental services.

DISCUSSION:
On April 9, 2001, the Selection Committee (Mr. Houston did not attend) conducted
interviews with each of the consultant teams. During these interviews, it was the
Committee's intent to evaluate and determine which firm offered the best mix of
professional services geared to the needs of the City and Orange County Public
Schools. Due to the need to move forward quickly with the high school construction, the
Selection Committee also evaluated each firm's capability to respond rapidly to the
overall project scope.
After careful consideration, the Selection Committee unanimously ranked the finalists in
the following order:
Vanasse, Hangen, Brustlin, Inc. / Canin Associates
Ivey, Harris &Walls, Inc. / Dyer, Riddle, Mills & Precourt, Inc.
Glatting Jackson/ Donald W. McIntosh Associates
Miller Sellen Conner&Walsh
Once a specific scope of services and fee schedule is negotiated for this project, a
formal contact will be brought back to the City Commission for approval. Based upon
prior agreements with Orange County Public Schools, they will share in the costs for this
work.
SELECTION COMMITTEE RECOMMENDATION:
Based upon the results of the review process, it is the Selection Committee's unanimous
recommendation that the Honorable Mayor and City Commissioners approve the
selection of Vanasse, Hangen, Brustlin, Inc. and direct Staff to enter into contract
negotiations for Master Planning and Engineering Services for development of the Coke
property.
