SUBJECT: Change order to Contract between City of Ocoee and Groundtek
ISSUE:
Should the Mayor and City Commissioners accept a change order to the existing contractor
between the City of Ocoee, and Groundtek for mowing services. The issue is for Code
Enforcement to utilize Groundtek as a contractor also.
BACKGROUND:
Code Enforcement has been mowing properties using contractors for the purpose of nuisance
abatement on properties through out the city. Pursuant to Chapter 115, Article II. of the Code of
the City of Ocoee, the city can require a property owner to abate nuisances of high grass and
weeds on property he/she owns, once a violation has been established. The city gives the owner
proper notice, and if the owner fails to voluntarily mow the property, the city may contract it out
to be mowed. The procedure is"routinely" used with vacant properties, and can include activities
of hush hogging, mowing, and/or debris removal so the mowers can get through to abate the
nuisance. It can include acres of land, parcels and residential lots with structures on them that are
not being maintained. The owner is billed for the mowing and failure to pay the bill, does result in
a special assessment lien against the property. These services are all conducted by Code
Enforcement.
DISCUSSION:
Earlier this year Code Enforcement had agreed to hire a smaller contractor, which gave us a list of
fees they would charge, including bush hogging, and agreed to meet the time response that is
required. The contractor was unable to fulfill the needs required, including having the appropriate
equipment to complete the tasks. The contractor, without notice, quit responding to ea s for
service.

I ascertained from the lack of response, that we no longer had a contractor. I contacted the city's
contractor which currently has the bid to do other city mowing jobs and described what our
mowing needs would be. Groundtek has rendered a list of fees that are reasonable, as well as
guaranteed that they will be able to respond to the time requirements without any
problems since they have available equipment and staff.
STAFF RECOMMENDATION:
Based on the direction of the City Commission, Staff respectfully recommends that the Mayor and
City Commission approve the change order to the existing contract with Ground tek, to allow
Code Enforcement to be able to use this contractor for their mowing needs.

Pursuant to the terms of that certain Agreement for Lawn Maintenance Services entered
into between the CITY OF OCOEE ("City") and GROUNDTEK OF CENTRAL FLORIDA,
INC. ("Contractor") dated April 20, 1999 (the "Agreement"), Contractor is directed to make the
following changes in the Work, as defined therein:
Add the Code Enforcement nuisance abatement projects to the existing
contract, as set forth in attached schedule, see Exhibit "A".
ACCEPTED -- The above prices and specifications of
