BACKGROUND AND DISCUSSION: The Exclusive Commercial and Multi-family Solid Waste Franchise and the Residential Yard and Bulky Waste Collection and Disposal contracts have both reached the end of their franchise and contract terms. By direction of the City Commission, these two functions were combined into one contract package. A request for Proposals (RFP) was advertised in February of this year and the following four firms submitted proposal packages: 1. Florida Recycling Services, Inc. 2. Waste Management 3. Superior Waste Services of Florida 4. Republic Services The Finance Department reviewed the four proposal packages and found them all to be responsive and responsible (see attached memo from Joyce Tolbert). A RFP selection committee was formed comprised of four staff members and Commissioner Scott Anderson. The committee members each conducted an independent review, evaluation, and analysis of the four proposals and scored them according . Waste Management 868 points 2. Superior Waste Services of Florida 719 points 3. Republic Services 654 points 4. Florida Recycling Services, Inc. 611 points This franchise/contract has an initial contract period of five (5) years with two, 2 year options. RECOMMENDATION: Therefore, in accordance with the RFP selection committee scores, staff respectfully recommends award of the Part A: Commercial and Multi-Family Solid Waste Franchise, and Part B: Residential Yard and Bulky Waste Collection and Disposal Contract, to Waste Management. The following four (4) firms submitted proposal packages: I) Florida Recycling Services, Inc. 2) Waste Management 3) Superior Waste Services of Florida 4) Republic Services The Finance Department reviewed the proposals for responsiveness, and all four (4) firms' proposals are considered to be responsive, a few with minor irregularities. Please see the attached bid tabulation sheet. The proposals were reviewed by the selection committee which consisted of Commissioner Scott Anderson;Bob Smith, Public Works Director; Darrel Dees, Solid Waste Supervisor: Judy Henry, Administrative Assistant III; and Ed Bishop, Accountant. The public selection committee meetings were held on March 20. 2001 and on March 22, 2001. Please see the attached Attendee Signature Sheet and the combined evaluation form. The individual evaluation forms were combined for a possible total of 1,000 points (100 points each part x 5 members) and the total rankings are as follows: 1) Waste Management 868 points 2) Superior Waste Services of FL 719 points 3) Republic Services 654 points 4) FL Recycling Services Inc. 611 points Pa:Mt After review of the evaluations, a request for additional information was sent to all respondents. The requested information was for the respondents to provide an estimate of annual gross revenues to be generated for each line item in their proposal and the estimated total gross revenues. Additional information was also requested for roll-offs to provide additional information on the estimated number of tips and estimated tonnage per tip, if the price proposed was a flat fee plus variable costs. Please see the attached letter requesting this additional information. The selection committee's recommendation is to award RFP #01-001 to Waste Management, per the attached. Please attach this information to your staff report. There are extra copies of the proposals in the Finance department, if needed.
