Preliminary and Final Site Plan - Project # LS-00-007
ISSUE:
Should the Mayor and City Commissioners approve the Preliminary and Final Site Plan for the
Health Central employee parking lot expansion and new State Road 50 entrance ?
BACKGROUND:
The employee parking lot expansion for Health Central is a proposed 427-space addition to the
existing parking facility of 754 spaces. The property is zoned C-2 and PS, Community
Commercial and Professional Service/Office District, which allows a wide range of retail, office,
and service uses. The property is adjoined by Old Winter Garden Road (OWGR) on the south
and State Road 50 on the north. To the west is the proposed Super Walmart site located on
the other side of Blackwood Avenue. The area of the parking expansion and new entry
roadway is east of the existing hospital site. The subject property is located within the Ocoee
State Road 50 Activity Center. As a result, the project is required to conform to the Special
Development Plan and Private Area Special Regulations that are incorporated within the Activity
Center.
DISCUSSION:
Health Central has successfully incorporated this project into the surrounding development,
which is principally the existing and proposed phases of hospital expansion. The project
includes a master stormwater system designed to handle the stormwater flows from the
proposed parking lot and entry road consistent with City requirements. The new entry road is
envisioned as a private roadway that will eventually serve future development parcels northeast

of the existing hospital building. The existing hospital site is currently accessed from
Blackwood Avenue, and this plan proposes an additional access directly onto State Road 50.
With respect to landscaping, the developer has incorporated a wide variety of plant materials
for landscape islands in the new parking lot, as well as along the property lines to comply with
the State Road 50 Activity Center requirements.
The Plan meets or exceeds the Land Development Code with regard to pond slopes,
landscaping, and pedestrian amenities. The Plan also incorporates other required amenities
such as screening of mechanical equipment, internal walkways and crosswalks to promote an
aesthetic Activity Center concept. The plan illustrates safe and efficient pedestrian access,
and appropriate sitting areas to benefit employees crossing between hospital buildings, internal
roadways, and parking areas.
DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION:
On November 13, 2000, the Development Review Committee (DRC) met to review the
proposed project. At that meeting, it was determined that there were still seven technical items
that needed to be resolved prior to the Plan being considered for approval. Based upon this,
the DRC voted unanimously to recommend approval of the Plan, subject to the Plan being
revised prior to the Planning and Zoning Commission Meeting. During the interim, the
developer has revised the plan to satisfy the staff comments. However, the plan currently
shows 3:1 side slopes with swale drainage along a portion of SR 50, which would not facilitate
an urban roadway section design or a future sidewalk. In order to clarify that an urban section
(enclosed drainage) and sidewalk is built in the future, a note has been added to the plan to
reflect this.
PLANNING AND ZONING (P&Z) COMMISSION RECOMMENDATION:
The Planning & Zoning Commission held a public hearing for this project on November 9th,
2000. Based upon the DRC recommendation, Staff recommended that the P&Z approve the
Preliminary and Final Site Plan for the Health Central Parking Lot Expansion and State Road 50
entrance, subject to the Division Avenue right-of-way vacation being approved, and subject to a
note being added to the plan as follows: "Enclosed drainage and a sidewalk will be provided
along the S.R. 50 frontage to maintain an urban roadway cross-section east of the new
entrance as part of the design of the abutting development site."
At the P&Z public hearing, two citizens spoke in opposition to various aspects of the new
entrance layout on SR 50. In response, staff clarified that the access locations along this
segment of SR 50 have been set through previous commitments evaluated in the City's State
Road 50 Access Management Plan, which was developed in cooperation with the Florida
Department of Transportation (FDOT).
There was also discussion among the P&Z members to emphasize to staff that tree
preservation efforts on the site should be inspected and enforced prior to construction. The
P&Z members voted unanimously to approve the project, with the stipulations as described
above.

STAFF RECOMMENDATION:
Based upon the DRC and P&Z recommendations, Staff recommends that the Mayor and City
Commissioners approve the Preliminary and Final Site Plan for the Health Central Parking Lot
Expansion and State Road 50 entrance, subject to the Division Avenue right-of-way vacation
being approved, and subject to a note being added to the plan as follows: "Enclosed drainage
and a sidewalk will be provided along the S.R. 50 frontage to maintain an urban roadway cross-
