Scott Vandergrift STAFF REPORT DATE: 12-22-03 TO: The Honorable Mayor and City Co FROM: Jim Gleason, City Manager RE: Political Consultant Contract ISSUE Should the city commission renew the contract with Louis Rotundo and Associates for Political Consulting Services for 2004. BACKGROUNDIDISCUSSION The City Commission authorized the hiring of a political consultant-lobbyist to assist the City of Ocoee in working with state agencies and the state legislature on issue and projects of importance to the City of Ocoee. The first contract covered January 1, 2002 through December 31, 2002. The city commissioned renewed the contract for January 1, 2003 through December 31, 2003. The contract is up for renewal January 1, 2004 through December 2004. RECOMMENDATION The City Manager requests the City Commission renew the contract with Louis Rotundo and Associates for the calendar year starting January 1,2004 through December 31, 2004. Staff budgeted $44,500 in the current fiscal budget for 2003-2004. The proposed contract from Mr. Rotundo is for $40,000 with a travel and miscellaneous expense allowance not to exceed $2,000 for a total of $42,000. The city has benefited from the experience and consulting from Mr. Rotundo and with staff budgeting for renewal of the contract, I respectfully request the City Commission approve the contract renewal request. Lakeshore Drive Ocoee, FL 34761-2258 Dear Jim: As a follow up to our recent conversation, please let this letter stand as a proposal for a one year contract for lobbying services on behalf of the City of Ocoee. This contract between Louis Rotundo and Associates and the City will commence on January 1, 2004 and be in effect until December 31, 2004. During the past year, I have worked with our state legislators, federal delegation, and FDOT District Secretary on those priorities as indicated by you. These have included: 1). Completion of securing the project funding for McKee Street; 2) initiation of conversations and a study with the Turnpike Authority and Florida Department of Transportation on a new interchange at McGuire road; 3) Securing of the Florida Central RR/ Auto Auction funding for the new intennodal project to remove trucks from Highway 50; 4). Commitment of Federal funding for completion of our senior center project; and 5) completion of design funding and the full funding commitment by FDOT for Highway 50. My tasks for the next Legislative year will be the substantive language legislative program that you identified with me during our recent conversations. Further. I will continue the effort to secure state funding to speed up the completion of Highway 50 as well as the effort to proceed with a new Tumpike interchange. I would suggest a contract for $40,000 paid on a monthly basis. An additional $2,000 would be available for travel expenses as approved by you for duties related to City business. The travel covered by these funds would be for those trips outside the Central Florida area but within the State of Florida. Out of state travel as authorized by you would be covered separately by the City if the situation arises. All funds would be paid to Louis Rotundo, not Rotundo and Associates. I have.,enjoyed the opportunity to work on behalf of the City of Ocoee and appreciate the Commission's confidence and support.
