Scott Vandergrift STAFF REPORT TO: The Honorable Mayor and City Commissioners Fran Diedrich, Human Resources Director ~ FROM: DATE: January 6, 2004 RE: Multimedia/Community Events Manager ISSUE The City's community programs and events now require a greater level of professional public relations experience than we currently have on staff. BACKGROUNDIDISCUSSION The Office of the City Manager is proposing restructuring the TV Operations Manager's position assigning the more repetitive production aspects to freelance personnel, then adding professional public relations duties to the position to address the City's expanded community events/functions need. The division's budget currently includes the financial resources to cover the freelance personnel. The salary range for the restructured position will remain the same so there will be no additional costs associated with this change. The position is vacant, so we will be able to advertise immediately in order to seek qualified applicants with the training and experience necessary based on the proposed changes. RECOMMENDATION Based on the request by the Office of the City Manager, we would recommend approval ofthe new job description for the position of Multimedia/Community Events Manager. MULTIMEDIA/COMMUNITY EVENTS MANAGER MAJOR FUNCTION This is responsible professional and technical work managing the operations of the City's television station, multimedia projects, and assisting with Community functions and events. Work is performed with considerable independence under the supervision of the Assistant to the City Manager and is reviewed through observation of results obtained. ILLUSTRATIVE DUTIES Plans, organizes, implements and supervises the production and broadcast of live, videotaped, and scrolling text video productions. Wri tes, edi ts, and operates video production equipment to produces video productions. Ensures local programming is delivered on schedule. Hires freelance personnel. Coordinates and supervises technical work by freelance personnel engaged in City and community projects. Reviews and recommends approval of payment to freelance personnel. Reviews and coordinates freelance budget. Recommends and coordinates purchase of television equipment and supplies. Coordinates maintenance of equipment. Uses computer to program the television station. Manages PowerPoint Bulletin Board information. Coordinates with websi te designer to obtain programming listed on site. Coordinates and establishes interaction with City departments, schools, community groups and other governmental agencies in developing audio/video productions to promote, educate, and inform citizens and employees. Provides recommendations and input to community groups, schools, and City staff on proposed programming projects. Research and request programs available from other agencies. Coordinates Community events including program and meeting planning and community awareness. Represents the City as assigned at appropriate public and community events and meetings. Coordinate department events with other departments and agencies. Implements programs to respond to community needs. Assembles information and reports. Wri tes, edi ts, and arranges for the printing of various publications and brochures. Works flexible schedules including evening hours and weekends. Maintains tape and equipment inventory and records as necessary. Prepares recommendations for and assists in budget process. Performs other assigned duties as required. Adopted 1-6-04 MULTIMEDIA/COMMUNITY EVENTS MANAGER MINIMUM QUALIFICATIONS Knowledge, Abilities, and Skills Extensive knowledge of video and audio production equipment. Knowledge of live and taped programming formats. Considerable knowledge of video production, script writing, and story board techniques. Knowledge of government and community standards for acceptable broadcast material and skill in judging appropriateness of material. Knowledge of statutes, guidelines, and regulations that relate to government access on a cable system. Basic knowledge of cable and fiber cable operations preferred. Knowledge of supervisory practices. Knowledge of word processing, powerpoint, email, spreadsheet, publisher and other work related software. Ability to produce and broadcast professional quality live, videotaped, and scrolling text video production. Ability to find and use outside resources to enhance station goals. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with the community, vendors, and other City departments. Ability to meet deadlines. Ability to budget and schedule resources. Ability to use and apply basic mathematics. Ability to access the internet for research purposes . Ability to effectively interpret complex information . Ability to work flexible shifts, evening hours and weekends. Ability to work with elected officials, other City departments, cable television company representatives, and the general public. Ability to lift, carry, or push up to 20 pounds. Skill in the operation of cameras and video equipment and in shooting and editing video materials. Skills in desktop publishing, graphic design, layout and preparation of publications. Skill in the use of computers and automated formats, field production, and editing. ~n~um Training and Experience Graduation from an accredited College or University with a Bachelor's degree in Mass Communications, Television Production, Journalism, Public Relations or related field and a minimum of five (5) years of broadcast production experience to include two (2) years of directing experience or experience in community and/or organizational public relations including special events coordination.
