Wheeler, P.E., Director of Public Works ~ 4/ DATE: January 12, 2004 SUBJECT: Water System Improvements As a Part of The McKey Street Revitalization Project ISSUE Should the Mayor and City Commissioner approve the renovation of the water distribution system on McKey Street and the encumbrance of up to $60,000 to cover the design and construction costs of the renovations. BACKGROUNDIDISCUSSION The City of Ocoee has received a grant from the Department of Transportation for improvements along Bluford and McKey Streets, which are being designed by Spillis Candela and HHI. Most of those improvements are "topical" in nature (ie: road resurfacing, street lights, benches, landscaping, etc.). At the last City Commission meeting it was approved to add in stormwater improvements, funded by the stormwater utility fund. Those improvements would add curb and gutter and other below grade improvements to the stormwater collection system. With the stormwater improvements tearing up the roadway, the Public Utilities Division would like to renovate the water distribution system in the project area. Had the stormwater improvements not been added to the scope of the project and the original scope containing mostly surficial enhancements in the project area, the Public Utilities would not have proposed to increase the scope of the project. The existing water main on McKey Street is undersized (6 inch) for commercial development according to City standards. It is also one of the original cast iron pipes ("dog ear") installed many-many years ago and it is of a type that has not been manufactured for many years. While it has not been a maintenance problem, if it were to spring a leak staff and material suppliers would be stressed to find repair parts and fix the leak. The existing water main lays in the outside paved area of McKey Street on the north side of the road. With the added roadway improvements, now would be a good time to renovate this water line. The renovations would include replacing the pipeline with an 8 inch diameter pipe from Bluford to the railroad tracks, connection at Cumberland Avenue, and new service lines for all the meter installations along McKey Street. Additional valving and new fire hydrants would also be proposed in the project area. The proposed water main would most likely go under the sidewalk on the north side of the street, out from under the roadway surface. It is estimated that the water distribution system renovations would cost approximately $40,000 to $50,000 with design and permitting costs an additional $10,000, The project could be covered by the Water R & R fund. RECOMMENDATION Staff requests the Honorable Mayor and the City Commission authorize expenditure of the additional $60,000 from Water R & R Fund and authorize staff to proceed with the design and construction of the water distribution renovations as a part of the McKey Street Revitalization Proj ect.
