RE: Yard Waste Rate Increase for Waste Management
ISSUE:
Should the Mayor and Board of City Commissioners authorize a monthly rate increase
from $2.01, to $3.00, per month for Waste Management to collect residential yard
waste for the remainder of their service period and retroactive to July 1, 200I?
BACKGROUND AND DISCUSSION:
Per the attached letter, Waste Management has requested a yard waste rate increase
from $2.01, per month to $3.00, monthly, or the remainder of their service period. Also,
note that the City's contract with Waste Management expired on October 15, 2000, and
the agreed to 90 day contract extension expired January 15, 2001. Since that time
Waste Management has continued to collect the City's yard waste at a rate of$2.01 per
month. The City attorney agrees that Waste Management is currently providing
services without a contract and they have the right to request this rate increase.
RECOMMENDATION:
Staff respectfully requests that the Honorable Mayor and Board of City Commissioners
authorize the requested rate increase for the remainder of Waste Management's yard
waste service period.

We would like to express our sincere appreciation to the City of Ocoee and its residents and
businesses for allowing Waste Management Inc. of Florida the opportunity to provide solid waste
collection services over the last five and one half years. We are proud of the level of service we
have provided the City of Ocoee, and will continue to provide quality service through the
termination of our relationship.
While we are disappointed in the City Commission's decision last evening,we wish the City well
in its negotiation process for solid waste services. Waste Management Inc. of Florida stands
ready to serve you now and in the future at a rate that allows Waste Management to invest in
people and equipment capable of consistently meeting the;high standard of service that the
citizens and business community of Ocoee demand.
As you are aware,the current contract expired October 15th of last year and throughout the length
of the contract there have been no increases requested by Waste Management Inc. of Florida. We
recognize that it will take time to negotiate a new contract and obtain the final approvals by the
parties involved.
We would appreciate the City's favorable consideration of our request to be paid $3.00 per
household for yard waste service beginning July 1, 2001. Commercial and roll-off rates will
remain as is. This adjustment is necessary to allow us to earn a fair return on this labor-intensive
service.
We appreciate the efforts and professionalism of you and your staff in providing the highest
quality service to the citizens and businesses within the City of Ocoee.
