HomeMy WebLinkAboutV(B) Approval and Authorization for Orange County Canvassing Board to Canvass Ocoee’s Absentee Ballots Agenda 02-] 7-2004 Item V B MEMORANDUM TO: The Honorable Mayor and City Commissioners FROM: Jean Grafton, City Clerk DATE: February 10, 2004 RE: Authorization for County Canvassing Board to Canvass Ocoee's Absentee Ballots In regular session on December 2,2003, this Commission authorized execution of a contract with the Supervisor of Elections for use of the County's equipment for the municipal election that coincides with the Presidential Preference Primary on March 9, 2004. This contract includes the handling of absentee ballots for the City of Ocoee. In a recent meeting with City Clerks, Supervisor of Elections Cowles explained that, in the past, he has mailed out the absentee ballots for municipal elections separate from the ballots for whatever election we were piggybacking on with instructions for the voter to return the ballots in the enclosed envelopes. (Those envelopes were marked on the outside for the proper election although they all were to be returned to the same address.) A number of those absentee voters combined the ballots in one envelope and then mailed them back to the Supervisor of Elections office. Although this saved the voters some postage, it caused a problem in the elections office. Some of those ballots put in the envelopes marked for the municipalities contained votes belonging to the other race, and vice versa. Mr. Cowles has determined that, in order to avoid such confusion with this election, he will combine the ballots in his mailing of absentee ballots this year and provide only one envelope for the voter to return the ballots. This means the returned envelope mayor may not contain both ballots. In order to ensure all the ballots are given the proper consideration by a canvassing board, the County Canvassing Board will open all of the ballots. In order for this to happen, Mr. Cowles has asked each municipality to authorize the County Canvassing Board to evaluate that municipality's absentee ballots, count them in their machine along with the rest of their ballots, and provide our Canvassing Board with a printout of the totals as was done in the 2001 election. The Orange County Canvassing Board, which is governed by the same laws regarding the care of absentee ballots that our Canvassing Board is, has established the criteria to be used in the 2004 election. That list is attached to this staff report for your review. The Canvassing Board for the City of Ocoee election for Mayor and Commissioners for District 1 and District 3 will be held March 10,2004 at noon. According to the Charter, this year's Board is made up of Mayor Vandergrift, Commissioner Anderson, and Commissioner Parker. RECOMMENDATION Staff respectfully recommends the Honorable Mayor and City Commission authorize the Orange County Canvassing Board to evaluate the City ofOcoee's absentee ballots, count them, and provide the results to the City of Ocoee Canvassing Board for certification for the 2004 municipal elections.
