Wheeler, P.E. /)ON Director of Public Works DATE: February 10, 2004 RE: Dedication of Forest Oaks Water Treatment Plant ISSUE: Should the Mayor and City Commissioners approve the dedication of the Forest Oaks Water Treatment Plant to Grady Smith in a formal and public ceremony. BACKGROUND: In 1985, a granite plaque was purchased and inscribed in dedication to the late Grady Smith. Mr. Smith served the City of Ocoee from 1954 through 1984, and ultimately as the Water Department's Superintendent. The City Commission had approved this dedication and the plaque was ceremoniously placed at the Kissimmee Avenue Water Treatment Plant on February 23, 1985. The Kissimmee Avenue Water Plant was eventually decommissioned and the plaque was removed. DISCUSSION: Since the plaque and dedication to Mr. Smith had been previously approved and authorized by the City Commission; it is requested that the Forest Oaks Water Treatment Plant be designated as the official commemorative site. It would behoove the City as well as the family members of the late Mr. Smith to rededicate his plaque to a permanent location in remembrance of his 30 years of service to the City of Ocoee. The Jamela Water Treatment Plant location would not be a recommended site as its future state of being is uncertain. The Jamela site has been designated for major rehabilitation and reconstruction as called for by the Department of Environmental Protection. The finalization on the status of this site is undetermined at this time and should not be considered as a permanent commemorative location. STAFF RECOMMENDATION: Staff recommends that the City Commission authorize a rededication ceremony and that the Forest Oaks Water Treatment Plant be the predominant site of choice. It is also recommended that the family of Mr. Smith as well as the Community be cordially invited and that the ceremony be formal in nature.
