McKey Street Project - Conceptual Design Approval
ISSUE
Should the City Commission grant approval on the Conceptual Design for the McKey Street
Project so that the consultants can move forward with detailed, final design plans?
BACKGROUNDIDISCUSSION
staff, together with Commissioner Johnson, have worked closely with the City's consultant,
Herbert Halback, to provide direction on the types of improvements the City would like to see on
that portion of McKey Street from Bluford Avenue to Kissimmee Avenue. This will be
considered Phase One of what we hope to be continuing improvements to the downtown area.
Phase One will be paid for with a combination of the $850,000 that the City received from the
State, together with the $200,000 from the Stormwater Fund and the $60,000 from the Water
Fund that were recently approved by the City Commission.
A survey was performed to assess the limits of the project to ensure that all improvements would
take place within the public right-of-way. From there a list of opportunities and challenges were
discussed with regard to improving both what is underground and beautifYing the surface
improvements. The project will make significant improvements to the stormwater drainage
system in this area. This will necessitate removal of the existing pavement on that portion of the
road. With the funds available, the project will result in new water lines, new sidewalks along
this portion of McKey Street, a curb and gutter drainage system, new pavement including some
decorative treatment at the intersections, upgraded street lighting, and landscaping.
The City Commission discussed the Conceptual Plan at its January 20, 2004 meeting. At that
meeting, the Commission unanimously approved the Conceptual Plan with two conditions:
(1) That the staff meet with landowners and business owners along this portion of McKey Street
in an effort to address some of their concerns, and (2) That provisions be made to include some
additional parking (with pavers) on the property the City owns on the northeast corner of Bluford
Avenue and McKey Street.

A public meeting has been scheduled for February 11,2004 at 7 p.m. in the Commission
Chambers. At that meeting, staff and our consultants will share an updated plan that is the result
of addressing some of the issues brought to us by the downtown property owners and business
owners. Staffwill then report to the City Commission at the February 17th meeting what the
outcome of the public meeting was and ask for direction. We will not have the final conceptual
plan to share with the City Commission until after the February 11th meeting in case there are
any additional changes made as a result of that meeting. Staff plans to show the updated plan to
the Commission at the Feb. 17th Commission meeting and explain what changes have been made
since the plan was presented at the Jan. 20th meeting.
RECOMMENDATION
Staff respectfully recommends that the City Commission approve the Conceptual Design for the
McKey Street Project so that we may have our consultant move into the Design phase where
they will generate final designed, detailed plans that will be used to bid the project for
construction. Again staffwants to emphasize the importance of moving forward with the project
so that the State funds are not at risk.
