PARKER *Of GOOw At II't Cl]Y MA,yM#'R JIM GLEASON STAFF REPORT TO: The Honorable Mayor and City Commissioners FROM: Joyce Tolbert, CPPB, Bu er / DATE: September 24, 2001 RE: B01-07, Provide and Install a Standby Power System Consisting of a Standby Diesel Generator Set & Automatic Transfer Switch ISSUE Should the City Commission select CJ's Sales and Service to provide and install a standby power system consisting of a standby diesel generator set and automatic transfer switch at the Public Works facility? BACKGROUND & DISCUSSION: The funding source for this project is an Emergency Management Preparedness and Assistance Grant in the amount of $23,000 which will be reimbursed upon completion. The City Commission approved this grant at the May 1, 2001 City Commission meeting. This amount was based on an estimate provided in November, 2000. The low bid is $25,567.00; therefore, additional funds are required to complete this project. Staff requests $2,567.00 from the City contingency funds to fund this project. The bid was advertised on July 15, 2001, and publicly opened on August 16, 2001. Responses were received from the following companies: 1) Territo Electric $38,469.00 2) CJ's Sales & Service $25,567.00 3) Goff Communications $36,287.87 4) Bob Mitchell Associates Inc. $25,776.00 5) Chinchor Electric Inc. $42,570.00 Attached is a copy of the bid from CJ's Sales and Service along with the bid tabulation sheet. Copies of all bids are available in the Finance Department for your review. The bids were reviewed by the Public Works and Finance Departments. Staff recommends awarding the base bid only to CJ's Sales and Service as the most responsive and responsible bidder, per the attached memo from Bob Smith, Public Works Director. \i\L POWr STAFF RECOMMENDATION It respectfully is recommended that the City Commission award Bid #01-07 to CJ's Sales and Service and recommends additional funding of $2,567.00 from the City's Contingency fund to fund this contract. Our grant amount for this generator is $23,000.00. This amount was based on an estimate provided in November of last year. Therefore, funding this contract will require $2,567.00 from contingency. Therefore, I recommend award to CJ's Sales and Service and requesting $2,567.00 from City contingency funds to fund this contract. • Page 1
