Shira, P.E., City Engineer/Utilities Director SUBJECT: Starke Lake Drainwells On January 9, 2002 we received a quote from Henderson Wilder, a sole proprietor, for the construction of the two replacement drainwells on Starke Lake. This contractor proposes to construct two new drainwells to current Florida Department of Environmental Protection and St Johns River Water Management District standards, and plug and abandon the existing wells in accordance with those same standards, for a combined price of $153,200.00. He anticipates a total construction time of approximately 120 days for both wells. This price is based on our best estimate of the casing and total depths that will be needed. If additional depth is required, each additional foot will be paid for at the unit price stated in his quote. This is unfortunately an unknown factor and can be determined only by actual drilling of the new drainwell shaft. Our original estimate of this construction and replacement cost was $250,000.00, so you can see that this is a significant savings from what we anticipated. This is primarily due to the familiarity of this firm with the requirements of FDEP and the SJRWMD. This firm has installed several drain wells in the central Florida area for Orange County and the City of Orlando, and in Ocoee, this firm installed the new drainwell and plugged and abandoned the old well on Lake Lilly. The attached memo titled "Sole Source Justification"was prepared by Dr. Devo Seereram,P.E., the consulting geotechnical engineer we used for the preparation of the design and specifications for the Starke Lake drainwell replacements. Dr. Seereram prepared the memo for an Orange County project, and I am enclosing it because it sets div POWt 1l omnt Orincc x 4'fater Ee:cvrces AL) out many of the reasons that Henderson Wilder is well-suited for the City's proposed project. In addition to the City of Orlando projects listed in the memo, Henderson Wilder has completed more than a dozen other new wells for Orange County and other municipalities, and has completed over 100 well closures of various types. I believe that this firm is the best suited in the area for this work, and at the quoted price, I believe we will have a very economical drainage improvement. Due to the approach of the spring rainy season, the importance placed on this project by the City Commission and area residents, and the anticipated 120 construction time, I think it would be appropriate to ask that this be declared an emergency in order to allow us to proceed at once. If the City Commission agrees that this is an emergency situation, we need authorization to enter into a contract with Henderson Wilder for a fee of $153, 200.00, subject to the need for additional depth as noted above.
