Wheeler, P.E, 'X-�/ S 4/ Assistant City Engineer/Utilities Director SUBJECT: Water and Sewer Service to Public Works Office Complex Award of Construction Contract On Tuesday, January 8, 2002, bids were received for the Water and Sewer Service to the new Public Works Office Complex. The work for this project generally includes the installation of a new 8 inch water main into the Public Works complex located on Bowness Road north of Enterprise Street, two fire hydrants, a sanitary lift station, force main to lift station 49 located off of Enterprise Street and miscellaneous work. The 8 inch diameter for the water main was required for fire flow requirements. This project was publicly advertised in the Orlando Sentinel and through Central Florida Builder's Exchange. Five contractors submitted bids on this project. Their bids were: CONTRACTOR BASE BID PLUS PAVING Gibbs &Register, Inc. $ 56,085.00 $ 61,145.00 "Timmons &Associates, Inc. $ 58,240.00 $ 66,169.00 Vannice Construction, Inc. $ 61,600.00 $ 68,068.00 Maxwell Contracting, Inc. $ 71,000.00 $ 74,080.00 Price Construction, Inc. $155,209.00 $161,534.00 Engineer's Estimate $ 60,000.00 $ 67,000.00 This utility service connection is part of the overall project to purchase and setup the modular office building as approved by the City Commission on May 15, 2001. The project was modified from the original conceptual plan by moving the office building to the back of the parking lot instead of locating near the front of the property (an addition of approximately 500 feet of piping), adding an additional fire hydrant, stubout for future building in the front of the property, and stubout for possible extensions to the north and west. Public Works recommends that the paving of the trench excavation area alternate he included in the contract award, they do not believe that they can obtain a better price, at this time. The low hid for this project, including adding the paving, is approximately R.74 percent lower than the engineer's estimate. The project will be funded from Capital Improvements Bond Fund. The project has a 30 day time frame but Engineering and Public Works is pushing to complete the project as quickly as possible. The only hold up at this time is the FDEP water permit has not been received; all other permits have been received. Construction will start when the FDEP water permit is in hand. Because of the timing in getting this office complex set-up as quickly as possible, bonds and insurance certificates will be secured upon issuance of the Notice to Proceed, which will be issued on January l6"'. The contractor's executed agreement has already been secured and is in Mr. Rosenthal's signature packet. Action Items: I recommend that the City Commission authorize the Mayor and City Clerk to execute a contract with Gibbs & Register, Inc. in the amount of$61,145.00 for the Water and Sewer Service to the new Public Works Office Complex in accordance with the following steps: • Authorize the Engineering Department to issue the Notices of Intent lb Award and secure executed bonds and insurance from the contractor. • Authorize the Mayor and City Clerk to execute the Agreement with Gibbs & Register, Inc. • At such time as all the contract documents arc received and reviewed for compliance by staff and legal counsel, as needed, authorize the Engineering Department to issue the Notice to Proceed.
